Regional Tax Department XIII: Improving the effectiveness of tax management

In recent times, the Khanh Hoa Provincial Tax Department has promoted digital transformation through the application of information technology and modernization of tax management. Thereby, it has brought about clear efficiency in tax management and provided the best support for taxpayers, making an important contribution to the construction of a digital government.

Outstanding results

Implementing the direction of the Prime Minister, the Ministry of Finance , the Tax Department and the Provincial People's Committee, the Provincial Tax Department has actively coordinated with departments and branches to connect data and upgrade information technology infrastructure, aiming to modernize tax management. Specifically, up to now, 100% of enterprises, economic organizations, households and individuals doing business in the province have used electronic invoices; 100% of enterprises and organizations have declared and paid taxes via the electronic tax system. Up to now, the whole province has 81,296 personal accounts and business households registered on the electronic tax system of the individual subsystem. From January to now, 12,076 tax finalization declarations of individuals and business households have been submitted electronically.

In addition, to date, 3,100 businesses have registered for electronic invoices generated from cash registers; of which 2,735 have used them with a total of nearly 29.5 million invoices created. The provincial Tax Department has also actively implemented the review and standardization of tax code data for households and business individuals. To date, the department has reviewed 2,157 tax codes, reaching a rate of 100%; of which, 1,859 tax codes have been standardized, with a matching rate of 86.18% with the national population database. At the same time, the department has collected and updated additional emails and phone numbers of 12,218 households and business individuals (reaching 50.55%) and 14,389 households and individuals have registered electronic transaction accounts with the tax authority (reaching 59.53%).

From May 2022, the provincial Tax Department has widely deployed the electronic tax application on mobile devices (eTax Mobile) in transactions and tax payment obligations. This is a big step forward in the digital transformation process, meeting the essential needs of business households and individuals. To date, the whole province has 6,916/24,170 business households and individuals paying taxes via the eTax Mobile application, reaching a rate of 28.61%.

Ms. Nguyen Thi Kim Nhung - Accountant of Nguyen Hung Trading and Construction Company Limited (Khanh Vinh Town, Khanh Vinh District) said: In recent times, the implementation of the electronic tax declaration, payment, invoice and refund system has helped businesses save time, travel and printing costs; at the same time, improving transparency and accuracy in fulfilling budget obligations. Software deployed by the Tax sector such as: eTax, iHTKK, eTax Mobile... operate more and more stably, fully integrating necessary functions. However, at peak times such as tax settlement periods, the system is still overloaded. The company hopes that the tax authority will continue to upgrade its infrastructure and increase online support for more timely support.

Promoting the development of e-government

Along with modernizing tax management, the provincial Tax Department always focuses on building and developing e-government. Basic business processes have been digitized and operated through the application system, helping tax officers operate conveniently, quickly and effectively; at the same time, creating convenience for taxpayers in performing their obligations.

Currently, many types of documents, decisions, and notices related to tax refunds, tax declarations, tax arrears, etc. are created and sent electronically to taxpayers via the electronic tax system. Documents within the industry and other departments, branches, and sectors are also circulated electronically. Records determining financial obligations on land are received and returned electronically. In tax refund work, the Tax sector has deployed automatic tax refund file classification, helping civil servants to classify quickly and reduce risks. In particular, in controlling electronic invoices, the sector has applied Big Data analysis technology and artificial intelligence (AI) to detect, warn, and control fraudulent behavior related to electronic invoices.

Regarding online public services, from April 2, 2025, the Tax sector will deploy the automatic personal income tax refund process through the iCanhan Electronic Tax System and the eTax Mobile application. These applications support taxpayers in creating suggested personal income tax finalization declarations based on the database compiled by the tax authority from income-paying organizations and declaration data during the year. In case taxpayers make suggested declarations, the tax authority will automatically refund personal income tax. Since its implementation, 7,474 dossiers have been received.

According to Ms. Nguyen Thi Nhu Y - Head of the Department of Professional Affairs, Budgeting, and Legal Affairs of the Tax Department of Region XIII, the digital transformation process still faces many difficulties. In particular, standardizing tax code data takes a lot of time and effort, while the unit has to simultaneously perform many professional tasks. Contacting taxpayers to collect information is also difficult because the situation of impersonating state officials to commit fraud still occurs, making people afraid to provide information. Many elderly business households do not use computers, smartphones or email, causing obstacles in performing electronic tax transactions. In the coming time, the Tax Department will continue to promote propaganda, guide people, businesses, organizations and individuals to access and effectively use electronic tax services; at the same time, propose to increase investment in technology infrastructure, funding and human resources to serve the digital transformation work.
