The Commander of Nghe An Provincial Military Command was appointed to the position of Deputy Commander and Chief of Staff of Military Region 5.

On April 24, 2025, Prime Minister Pham Minh Chinh signed Decision No. 818/QD-TTg to transfer and appoint Colonel Phan Dai Nghia, Commander of the Nghe An Provincial Military Command, Military Region 4, to the position of Deputy Commander and Chief of Staff of Military Region 5. The term of appointment is 5 years. The above Decision takes effect from the date of signing.

Colonel Phan Dai Nghia was born in 1976; hometown is Nam Cat commune, Nam Dan district, Nghe An province.

Colonel Phan Dai Nghia graduated from the Military School of Military Region 4. In September 2014, he was appointed Deputy Commander and Chief of Staff of the Thanh Chuong District Military Command. In March 2015, he was appointed Commander of the Nghia Dan District Military Command. He was appointed Deputy Chief of Staff of the Nghe An Provincial Military Command in September 2017 and then Deputy Commander and Chief of Staff of the Provincial Military Command.

In September 2021, he was appointed by the Minister of National Defense to the position of Commander of the Nghe An Provincial Military Command to replace Colonel Nguyen Ngoc Ha (appointed Deputy Chief of Staff of Military Region 4). At the time of his appointment, Colonel Phan Dai Nghia was one of the two youngest Commanders of the Provincial Military Command in the entire army.
