Directive of the Secretariat: Strictly prohibit giving and receiving Tet gifts to leaders at all levels in any form

In order to best prepare conditions to serve the people to enjoy spring, welcome the new year, the Lunar New Year of Giap Thin 2024 in a healthy, safe, economical manner, creating new momentum, new motivation to continue to successfully implement the Resolution of the 13th National Party Congress, resolutions of Party congresses at all levels; tasks of socio-economic development, ensuring national defense, security, foreign affairs, Party building, the Secretariat requests Party committees, Party organizations, authorities, the Fatherland Front and socio- political organizations at all levels to focus on leading, directing and organizing the good implementation of the following key tasks:

1. Promoting the tradition of great solidarity and the spirit of "mutual love and support" of the nation, proactively and actively implementing social security policies, taking good care of the material and spiritual life of the people, especially those with revolutionary contributions, policy families, people in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, unemployed people... ensuring that every family and every person has the conditions to enjoy spring and celebrate Tet.

Organize well the visits and New Year greetings to veteran revolutionary cadres, Vietnamese heroic mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the country, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year, in border areas, islands, difficult areas, areas with complicated political security, order, and social safety.

2. Continue to strictly implement the management and organization of festivals according to regulations, ensuring that spring activities, traditional anniversaries, year-end summaries, New Year meetings, tree planting festivals, etc. are practical, safe, economical, and in line with the cultural lifestyle, traditions, customs, and good practices of the nation. Local leaders, based on the actual situation, decide to organize fireworks displays to welcome the New Year in accordance with local conditions and capabilities, ensuring safety, economy, and not using the state budget.

3. Do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations from the Central Government to visit and wish New Year greetings to Party committees and authorities of provinces and cities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; leaders at all levels are only allowed to attend pagodas and festivals when assigned; do not participate in superstitious activities; do not use state budget, means, and public assets against regulations for festival and entertainment activities... Strictly implement regulations on exemplary responsibilities of cadres and party members and things party members are not allowed to do.

4. Have solutions to closely inspect and monitor the assurance of security, food safety, environmental sanitation, disease prevention and control, etc. Strengthen the work of forecasting, managing the market, stabilizing prices, ensuring the balance between supply and demand of goods and services. Timely detect and strictly handle acts of commercial fraud, production and trading of counterfeit and poor quality goods, speculation, hoarding, pushing up prices of goods abnormally high for illegal profits. Proactively plan to ensure means of transporting goods and serving people and overseas Vietnamese returning home to celebrate Tet. Arrange staff and employees to be on duty during Tet, promptly handle and resolve work and situations that arise; strictly implement the information and reporting regime during Tet holidays. Agencies and organizations must ensure the return to normal work after Tet holidays, striving to complete tasks right from the first months of the year.

5. Strengthen the work of ensuring national defense and security, maintaining order, social safety, and safety in cyberspace. Proactively prevent, detect early, stop, and promptly and effectively handle complicated situations, avoid being passive or surprised; firmly protect the independence, sovereignty , and territorial integrity of the Fatherland. Strengthen the prevention, fight, and strictly handle all types of crimes, violations of the law, and social evils. Absolutely protect the safety of key targets, projects, political, foreign affairs, cultural, and social events of the country. Strengthen patrols, controls, and ensure traffic order and safety; prevent and fight fires and explosions. Strictly implement regulations on the management and use of fireworks and explosives.

6. The Central Propaganda Department shall preside over and coordinate with the Ministry of Information and Communications , the Ministry of Culture, Sports and Tourism and relevant agencies to direct, guide and strengthen propaganda about the country's achievements, activities celebrating the Party, celebrating Spring, cultural, sports and festival activities during Tet; raise people's sense of responsibility and self-awareness in implementing regulations on traffic safety, use of fireworks and explosives; prevent and control epidemics; proactively fight against false and distorted information and viewpoints, and defeat all sabotage plots of hostile forces.

7. Party committees, party organizations, authorities, the Fatherland Front and socio-political organizations must complete the summary of work in 2023 before January 10, 2024, and send reports to the Central Party Office before January 15, 2024. Seriously grasp and effectively implement the Directive.

The Central Party Office presides over and coordinates with relevant agencies to grasp the implementation situation and report to the Secretariat on the results of the implementation of the Directive.
