The Secretariat requested Party committees, Party organizations, authorities, and local Fatherland Fronts to prepare the best conditions to serve the people in celebrating the Spring Festival and the New Year safely, healthily, and economically.

On behalf of the Secretariat, Politburo member, Standing member of the Secretariat, Chairman of the Central Inspection Commission Tran Cam Tu signed and issued Directive No. 40-CT/TW dated December 11, 2024 of the Secretariat on organizing the Lunar New Year 2025.
We respectfully introduce the full text of Directive No. 40-CT/TW:
As our country welcomes the Lunar New Year of At Ty 2025 and the 95th anniversary of the Party's founding, the whole country is focusing on accelerating and making breakthroughs to successfully implement the Resolution of the 13th National Party Congress and the resolutions of Party Congresses at all levels, while preparing to organize Party Congresses at all levels for the 2025-2030 term towards the 14th National Party Congress, bringing the country into a new era.
To best prepare conditions to serve the people to enjoy Spring, welcome the New Year safely, healthily, economically, create new momentum and motivation, and successfully carry out the tasks of 2025 right from the first months of the year, the Secretariat requires Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations at all levels to focus on leading, directing and organizing the good implementation of the following key tasks:
1. Strengthen solidarity within the Party, national solidarity, promote the tradition of "mutual love and support", accelerate the implementation of poverty reduction programs, eliminate temporary and dilapidated houses; effectively implement social security and welfare policies, take good care of the material and spiritual lives of the people, especially those in difficult circumstances, poor households, people in localities affected by natural disasters, epidemics, remote areas, border areas, islands, ethnic minority areas, workers, laborers, unemployed people... to ensure that every household and every person has the conditions to enjoy Spring and celebrate Tet.
Organize well the visits, encouragement, and New Year greetings to veteran revolutionary cadres, Vietnamese heroic mothers, war invalids, sick soldiers, families of martyrs, families with meritorious services to the revolution, families of policy beneficiaries, dignitaries, intellectuals, artists, prestigious people among ethnic minorities, typical religious dignitaries, armed forces units, regular forces on duty during the New Year, in border areas, islands, difficult areas, and areas with complicated political security, order, and social safety.
2. Strictly implement the management and organization of festivals according to regulations, ensuring that activities such as Spring Festival, traditional day celebrations, year-end summaries, New Year meetings, tree planting festivals... are practical, safe, economical, avoiding ostentation, formality, waste, and are consistent with the cultural lifestyle, traditions, customs, and good practices of the nation.
Localities base on their capabilities, conditions, and practical situations to decide on organizing fireworks displays to celebrate the New Year, ensuring safety, economy, and creating a joyful and exciting atmosphere among the people.
3. Strengthen the work of preventing and combating waste and negativity; do not organize visits and New Year greetings to superiors and leaders at all levels; do not organize delegations from the Central Government to visit and wish New Year greetings to local Party committees and authorities; strictly prohibit giving or presenting New Year gifts to leaders at all levels in any form; do not participate in superstitious activities; leaders at all levels are only allowed to attend pagodas and festivals when assigned (except for participation in personal capacity); do not use state budget, means, and public assets against regulations for festival and entertainment activities...
Strictly implement regulations on revolutionary ethical standards; exemplary responsibility of cadres and party members and things party members are not allowed to do, especially regulations on not driving vehicles after consuming alcohol.
4. Strengthen national defense and security, avoid being passive or surprised in any situation, firmly protect the independence, sovereignty, unity and territorial integrity of the Fatherland, maintain a peaceful environment, maintain political security, order, social safety, and safety in cyberspace. Absolutely protect the safety of key targets, projects, political, foreign affairs, cultural and social events of the country.
Strengthen prevention, combat and strict handling of crimes, law violations and social evils.
Synchronously implement solutions to inspect, closely monitor, manage the market, stabilize prices, ensure balance between supply and demand of goods and services; ensure food safety, environmental sanitation, disease prevention and control...; pay attention to urban beautification, streets, village roads, alleys, residential areas to ensure brightness, greenness, cleanliness and beauty.
Proactively plan to ensure means of transporting goods and serving people and overseas compatriots returning home for Tet. Strengthen guidance, patrolling, controlling, ensuring traffic order and safety; preventing and fighting fires and explosions.
Strictly implement regulations on firecracker management and use, and prevent illegal firecracker use from becoming a complicated issue during Tet.
5. Organize well the activities to celebrate the 95th anniversary of the Party's founding, associated with spring and Tet activities, creating a joyful, excited, confident and proud atmosphere in the whole society.
The Central Propaganda Department shall preside over and coordinate with the Ministry of Information and Communications, the Ministry of Culture, Sports and Tourism and relevant agencies to direct, guide and strengthen propaganda about the country's foundation, potential, position and prestige after 95 years under the Party's leadership; well organize cultural, sports and festival activities during Tet; raise people's sense of responsibility and self-awareness in implementing regulations on traffic safety, fire and explosion prevention and control; food safety; environmental sanitation; prevention and control of natural disasters and epidemics; proactively fight against false and distorted information and viewpoints, and defeat all sabotage plots of hostile forces against the Party, State and People.
6. Party committees, party organizations, authorities, and the Fatherland Front shall complete the summary of work in 2024 early in December 2024 and send reports to the Central Party Office before January 10, 2025.
Each agency and unit must review work before Tet holiday, not to delay progress. Arrange staff to be on duty during Tet, promptly handle and resolve work and arising situations, not to affect the interests of businesses, organizations and individuals; strictly implement information and reporting regime during Tet holiday.
Agencies and organizations must ensure a return to normal work immediately after the Tet holiday, focusing on strongly, drastically and synchronously implementing the tasks of 2025 right from the first months of the year, especially on schedule summarizing Resolution No. 18-NQ/TW, streamlining the organization of the political system to operate effectively and efficiently; speeding up and making breakthroughs to successfully implement the socio-economic goals and tasks of 2025 and the entire 13th Congress term, creating a solid foundation to bring the country into a new era, striving to develop richly, prosperously, civilizedly and happily.
The Central Party Office shall preside over and coordinate with relevant agencies to grasp the implementation situation and report to the Secretariat on the results of the implementation of this Directive./.
