On July 23, the Provincial People's Committee issued a directive requesting departments, branches, agencies under the province and People's Committees of communes and wards to urgently strengthen the work of preventing, combating and overcoming damage caused by natural disasters before the 2025 storm season.

Accordingly, the Provincial People's Committee requires heads of departments, branches, sectors, and agencies under the province, together with Chairmen of People's Committees of communes and wards to focus on leadership, direction, regularly inspect, urge and proactively and promptly and effectively deploy disaster prevention, control, and rescue work.

The Directive emphasizes that the Chairmen of the People's Committees of communes and wards must base on the content of assignment and decentralization of state management authority in the field of dikes and natural disaster prevention and control to clearly define the responsibilities of each agency, unit and individual.

There must be absolutely no interruption in leadership and direction in response to and overcoming the consequences of natural disasters during the process of reorganizing, streamlining the apparatus and deploying two-level local governments. The Chairmen of the People's Committees of communes and wards are fully responsible to the Chairman of the Provincial People's Committee for disaster prevention, control, and rescue work in the area.

Localities need to focus on directing and effectively using resources supported by the Provincial People's Committee, while proactively arranging local budgets and mobilizing other legal resources to completely overcome shortcomings before the 2025 storm season, especially incidents in dikes, dams, telecommunications infrastructure, electricity, roads and drainage works.

It is necessary to review and update response plans for each type of natural disaster, develop preparedness scenarios, protect key areas, and avoid being passive or surprised. For localities with dykes, it is necessary to proactively inspect and review all dyke works, dyke protection plans, and prepare human resources, materials, means, and equipment according to the "four on-site" motto.

The Directive also clearly assigns responsibilities to each department, branch and sector in the province according to their assigned functions and tasks to proactively direct and organize the implementation of natural disaster prevention and control work in the field of state management, promptly supporting localities in responding and overcoming situations when they occur.
