Dak Lak deploys response plan for storms near the East Sea and floods

On November 2, the People's Committee of Dak Lak province issued a document implementing a response plan to storms near the East Sea (international name Kalmaegi) and floods in the province.

According to the forecast of the Department of Hydrometeorology, on the night of November 1, the tropical depression strengthened into storm Kalmaegi.

It is forecasted that around November 5, the storm will enter the East Sea and become storm number 13, with an intensity that can reach over level 12 when in Truong Sa special zone.

The storm is likely to directly affect the area from Da Nang to Khanh Hoa around November 7, causing strong winds and heavy rain from the night of November 6 to 9.

To proactively respond, the Provincial People's Committee requests heads of relevant departments, branches, sectors, units and chairmen of People's Committees of communes and wards to urgently coordinate and implement measures.

For sea and coastal areas, the Provincial People's Committee directed to closely monitor the storm's developments; strictly manage ships going out to sea; organize counting and notify owners of vehicles and captains operating at sea of ​​the location and direction of the storm so that they can proactively avoid and return to safe shelters.

Coastal localities need to deploy plans to ensure safety of people, vehicles, and property, especially at tourist spots, aquaculture and fishing areas; provide guidance on mooring boats, and reinforce and protect cages.

The Border Guard Command (Provincial Military Command) proactively advised the Provincial People's Committee to decide on banning the sea and evacuating people from cages and watchtowers for aquaculture.

For inland areas, localities must regularly and promptly inform people about storm and flood developments; strengthen guidance on skills to respond to floods, landslides, and flash floods.

At the same time, check and review areas at high risk of natural disasters, especially households living in mountainous areas, steep slopes, riverside and stream areas to proactively evacuate people to safety before floods occur.

Units prepare forces, vehicles, and necessities according to the "four on-the-spot" motto; check and review plans to ensure the safety of the dyke system, dams, and reservoirs; organize the harvest of agricultural products according to the motto "green at home is better than ripe in the fields".

Authorities must organize guarding, controlling, and guiding safe traffic at culverts, spillways, and deeply flooded areas, and resolutely not allow people and vehicles to pass if safety is not ensured.

The Provincial People's Committee assigned the provincial departments, branches, sectors and mass organizations, according to their functions, state management tasks and assigned tasks, to proactively direct and coordinate with relevant agencies, units and localities to deploy timely and appropriate response plans to storms and heavy rains.
