At the conference, delegates heard a report on the consultation and development of the Directive of the Central Military Commission Standing Committee to lead the congress of mass organizations in the Vietnam People's Army towards the National Congress of the Vietnam Fatherland Front for the 2026-2031 term.

Representative of the Department of Civil Affairs reported the results of consultation and development of Directives of the Central Military Commission Standing Committee.

Accordingly, implementing the direction of the leaders at all levels, the Department of Mass Mobilization has coordinated with the Departments: Military Youth, Military Women, National Defense Trade Union and relevant agencies to advise on the drafting of the Directive of the Central Military Commission Standing Committee. After 4 times of soliciting opinions, receiving and completing, the draft Directive has now been basically completed. Some of the main contents of the draft Directive that the agencies have agreed on include: Title, personnel structure, time to hold congresses at all levels...

After listening to the report, the conference delegates discussed, supplemented and contributed some opinions; focused on clarifying and suggesting contents to complete the draft Directive to ensure good quality, progress and meet the requirements.

Concluding the conference, Senior Lieutenant General Le Quang Minh praised the agencies for their proactive coordination, promoting a sense of responsibility, and basically ensuring good quality and progress in drafting the Directive of the Central Military Commission Standing Committee. At the same time, he requested relevant agencies and units to synthesize and fully absorb the opinions of delegates, supplement and complete the draft.

Senior Lieutenant General Le Quang Minh requested the agencies to quickly complete the submission and draft Directive to submit to competent authorities for consideration and approval. In particular, the drafts must fully demonstrate the content, in accordance with the direction of the Chief of the General Department of Politics of the Vietnam People's Army; clearly state the steps, the process of exchanging, working, asking for opinions from competent agencies and the bases for building the draft Directive to ensure inheritance, closeness to reality, specificity of the Army, closely following the direction and guidance of the Central Committee. Continue to coordinate and research to include the content of the tasks of congresses at all levels; clearly identify the focal points at all levels to organize congresses and conferences in the draft Directive.
