In 2025, according to forecasts from professional agencies, the weather, climate, and hydrology will continue to have many unusual and unpredictable developments, greatly affected by climate change. The risk of strong storms, heavy rains, high floods on river banks, droughts, and saltwater intrusion is high.
Implementing the Prime Minister's Directive No. 09/CT-TTg dated June 1, 2022 on strengthening the work of natural disaster prevention, control and search and rescue; Directive No. 02/CT-BNNMT dated May 8, 2025 of the Ministry of Agriculture and Environment on strengthening the work of ensuring the safety of dikes and irrigation works during the rainy and flood season in 2025. In order to proactively prevent and be ready to respond to all types of natural disasters and promptly and effectively overcome incidents and natural disasters, minimize damage caused by natural disasters, and contribute to the successful implementation of the socio-economic development tasks in 2025, the Chairman of the Provincial People's Committee requests the provincial departments, branches and sectors, People's Committees of districts, cities and People's Committees of communes, wards and towns to well implement the following contents:
On the common core tasks
The Chairman of the Provincial People's Committee requested the provincial departments, branches, and sectors, the People's Committees of districts, cities, and the People's Committees of communes, wards, and towns to be proactive and ready to respond to natural disasters.
In particular, to summarize, evaluate and draw lessons from the direction and management of disaster prevention, response and search and rescue in 2024 in order to promote the advantages, programs, projects and work that bring practical results; at the same time, clarify the causes of limitations and weaknesses to have measures to correct and overcome them; develop a plan for disaster prevention, response and search and rescue in 2025 that is close to the actual situation of each sector, locality and unit, taking into account unusual factors due to climate change and ensuring unified, consistent direction, close coordination and cooperation, and effectiveness, while ensuring flexibility and continuity in implementation, leaving no gaps in the context of organizing the local government apparatus; supplement technical means and working equipment to improve the capacity of direction, management and response in performing safety assurance tasks, especially in key and vulnerable areas.
Inspect and carefully evaluate the current status of the dike and irrigation system, detect damage and adverse factors that threaten the safety of the works; proactively implement approved plans to ensure the safety of the works (especially key locations and areas, construction incidents that occurred during storms and floods in 2024 but have not been repaired or remedied) according to the "4 on-site" motto; closely coordinate with military forces stationed in the area to prepare for dike protection and protect the works.
Based on the approved plan, prepare sufficient quantity and types of reserve materials for each dike line and irrigation works; in addition to the State reserve materials currently available in the area, there must be a plan to mobilize materials from the people, including materials and equipment from enterprises and agencies located in the area for use in case of an incident.
Review and evaluate the operating procedures for culverts under the dikes, especially culverts under the dikes of pumping stations (focusing on agricultural production areas, industrial zones, urban areas, residential areas, etc.), reservoirs to make appropriate adjustments and supplements, ensuring flood safety, dam safety, and water reservoirs under management authority. Organize trial operations of pumping stations, culverts under the dikes, culverts at border gates across the dikes, sluice gates, flood discharge equipment of reservoirs, etc. to ensure safe operation, arrange spare materials and equipment to ensure timely repair and replacement in case of operational problems.
Organize the clearing of roofs, dike toes, dams and within the protection area of the works to serve the patrolling, detection and timely handling of incidents during the rainy and flood seasons; clear and remove obstacles and obstructions encroaching on river banks and riverbeds, dredge and clear the drainage canal system to ensure drainage and flood drainage.
The Chairman of the Provincial People's Committee requested to repair, upgrade, maintain and preserve the works. Mobilize local resources to proactively handle unexpected incidents before and during the rainy and flood seasons and repair other necessary items to minimize incidents that occur during floods and storms.
Investors and relevant agencies shall strengthen inspection, supervision, timely detection and resolution of difficulties and obstacles to speed up the construction progress of dike and irrigation works (especially works to repair and overcome incidents and damages caused by floods; works with the task of blocking streams, constructing flood crossings, preventing floods, inundation, saline intrusion, drought, landslides in 2025 and projects under the Medium-term Public Investment Plan for the period 2021-2025) to ensure quality and flood safety; absolutely do not cut dikes and do not construct main construction items during the rainy and flood season.
Ensuring construction safety during the rainy and flood season: Closely monitor the developments of rain, flood and storm situations; prepare forces, materials and means to proactively deploy dike protection plans, protect key vulnerable points of dikes that have been approved according to the "4 on-site" motto when situations arise. Special attention should be paid to key vulnerable points (3 provincial-level key points and 20 grassroots-level key points).
Organize forces and strictly carry out patrolling and guarding to protect dikes during the flood season to promptly detect and handle dike incidents from the first hour; Continue to strengthen disaster prevention and control teams, dike patrol and guard forces, and disaster response forces in the community to participate in rescue and relief. Develop a specific plan for the use of disaster prevention materials currently managed by the district level. Submit the plan to the Department of Agriculture and Environment in May 2025.
Regarding management: Strengthen inspection of the dike and irrigation system to promptly detect, resolutely prevent and strictly handle violations according to the provisions of the law on dikes and irrigation. Direct the inspection of the implementation of licensing decisions for investors of works related to dikes and irrigation according to the provisions of the law;
Strictly implement Directive No. 24/CT-TTg dated October 7, 2019 of the Prime Minister on strengthening the handling of violations of the law on dykes; especially violations of large-scale material gathering, illegal construction on riverbanks, dumping of waste encroaching on riverbanks and riverbeds, causing obstruction of flood drainage...
Resolutely handle acts of encroachment on the surface, roof of the dike, and dike protection corridor that affect the safety of the dike and flood drainage capacity, encroachment, and illegal use of land within the protection area of the dike and irrigation works; Ensure smooth communication and timely synthesis and reporting when incidents occur on dikes and irrigation works according to regulations.
Strengthen information and propaganda work on natural disaster prevention; organize training, drills, and guide disaster response skills for natural disaster prevention forces and communities in the management area to ensure effectiveness and closeness to reality; absolutely do not allow subjectivity and passivity in the face of natural disasters; coordinate with authorities at all levels to develop appropriate and effective solutions and plans to join hands in responding to and overcoming the consequences of natural disasters.
About specific tasks
The Department of Agriculture and Environment shall preside over and coordinate with relevant departments, branches, and People's Committees of districts and cities to develop documents guiding communes, wards, and towns to establish Command Committees, establish Shock Teams, and develop appropriate disaster prevention plans... immediately after merging communes and organizing two-level local government. Completion date is May 2025.
Advise the Provincial People's Committee to develop a coordination mechanism between forces: Army, police, departments and local shock forces to ensure proactive and effective natural disaster prevention. Advise the Provincial People's Committee to implement technical solutions to eliminate key flood and storm prevention and control points at the provincial level. Report to the Provincial People's Committee before May 30, 2025.
Advise on developing coordination regulations with neighboring provinces on forest protection, fire prevention and fighting; Plans for handling forest fires at key and important locations.
Regularly update and advise on the implementation of legal documents on natural disaster prevention and control to ensure timeliness, smoothness and no interruption. Organize the collection and management of the provincial natural disaster prevention and control fund in accordance with regulations. Strictly carry out the work of on-duty, synthesis and reporting according to regulations; strengthen the work of inspection, monitoring, urging and guiding the implementation of legal regulations on dykes, irrigation and the requirements of this Directive in the province.
The Provincial Military Command shall preside over and coordinate with relevant departments, branches and agencies to advise, guide the completion and assignment of tasks to the apparatus for directing and operating civil defense, natural disaster prevention and search and rescue at all levels according to the provisions of the Law on Civil Defense dated June 20, 2023. Report to the Provincial People's Committee in June 2025.
Direct the development of rescue plans in natural disaster situations; proactively mobilize forces, means, and equipment to promptly and effectively respond to incidents, natural disasters, and search and rescue in the province according to assigned functions and tasks; strengthen professional training to improve the capacity of rescue forces to meet requirements in all situations. Direct localities to conduct civil defense drills to respond to storms, floods, and search and rescue to ensure closeness to the actual situation.
The provincial police are ready with plans to ensure security, order and social safety before, during and after natural disasters; proactively mobilize forces to participate in rescue, evacuation and overcoming the consequences of natural disasters. Coordinate with the Department of Construction to implement measures to ensure traffic safety when natural disasters occur; coordinate with localities and relevant units to strictly handle violations of the law on dykes, irrigation and natural disaster prevention.
The Department of Construction directs the review and development of appropriate plans and solutions to drain water and quickly overcome localized flooding in urban areas during heavy rains; ensures safety for technical infrastructure works, civil construction works, urban green tree systems, and other construction works that affect community safety; coordinates the review, unifies and implements plans to prevent and combat the collapse of houses and works; organizes the evacuation of people and property from unsafe areas to prevent and avoid incidents and natural disasters;
Ensure traffic safety, respond to incidents of damage to traffic works; coordinate with the Provincial Police to develop and organize the implementation of traffic diversion plans when natural disasters occur; arrange forces, vehicles, materials and equipment in key areas to ensure traffic safety and be ready to handle incidents and natural disasters; coordinate and direct the acceleration of construction progress of key traffic works related to dikes, irrigation and natural disaster prevention and control.
The Department of Industry and Trade develops a plan to reserve and supply essential goods for natural disaster prevention and control; advises the Provincial People's Committee to direct solutions to stabilize market prices when natural disasters occur; directs Ninh Binh Electricity Company to have a plan and solution to ensure the power system when natural disasters occur.
The Department of Culture and Sports shall preside over and coordinate with the Provincial Newspaper, Radio and Television Station, and direct the grassroots information system to: Promote information and propaganda work on weather and natural disaster situations; increase the length of news articles, supplement and diversify forms of propaganda, disseminate measures to prevent, respond to, overcome consequences of incidents, natural disasters and search and rescue so that people know and proactively prevent and respond; strengthen the communication network from the province to the grassroots level, prepare plans to ensure smooth and timely two-way information in all situations.
The Department of Health ensures that medicines and medical personnel are ready to respond to natural disasters and post-disaster epidemics. Directs affiliated medical facilities to prepare a centralized first aid plan.
The People's Committees of districts and cities review and supplement the plans and solutions for disaster prevention and control of sectors, localities and units in line with the actual situation, according to each level of natural disaster risk to ensure the highest safety for people and property; at the same time, it must be inherited and ensured that after the end of the activities of the district-level government and the implementation of the activities of the 2-level local government, the organization of response to natural disaster situations must have clear tasks, clear people, clear work, and effective response. Organize a permanent natural disaster prevention and control team and carry out patrolling and guarding to protect dikes and dams during the flood season according to regulations to promptly detect and handle incidents from the first hour;
Review and consolidate forces, prepare adequate means, materials, equipment, and necessities to ensure adequate supplies according to the "four on-site" motto; Continue to consolidate disaster prevention and control shock teams, dike patrol and guard forces, and disaster response forces in the community to participate in rescue and relief. Develop a specific plan for the use of disaster prevention and control materials currently managed by the district level. Submit the plan to the Department of Agriculture and Environment in May 2025.
Provincial Irrigation Works Exploitation One Member Co., Ltd. and organizations and individuals directly managing and exploiting irrigation works: Implement management and operation of irrigation works in accordance with regulations; proactively arrange spare materials and equipment, ensure timely repair and replacement in case of operational incidents; regularly inspect and monitor the safety of works, promptly detect and handle risks of incidents.
Relevant departments, branches, agencies, units located in the province and members of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue, based on their assigned functions and tasks, direct and urge the implementation of natural disaster prevention, control and search and rescue tasks within their sectors, agencies and units; develop and implement plans to prepare means, materials and forces to participate in the work of preventing, controlling, responding to and overcoming the consequences of natural disasters when mobilized.
After being established and operating under a two-level government model, the Commune People's Committee shall immediately establish a Steering Committee for Disaster Prevention and Control and a task force; update and inherit the disaster prevention and control plan according to the guidance of the Department of Agriculture and Environment; review and prepare materials and means to be ready to respond when a disaster occurs. The Chairman of the Commune People's Committee shall be responsible to the Chairman of the Provincial People's Committee for the direction, management, response and results of disaster prevention and control work in the area.
