On August 3, the Department of Rescue and Relief (General Staff of the Vietnam People's Army) issued Official Dispatch No. 2638/CD-CHCN on proactively responding to heavy rain, risks of floods, inundation, flash floods, and landslides in the Northern and North Central regions.
Telegrams sent to Military Regions: 1, 2, 3, 4; Air Defense - Air Force ; Border Guard, Hanoi Capital Command; Artillery, Special Forces, Armored, Engineering, Communications, Chemical; Army Corps 12; Army Corps: 11, 12, 18, 19.
The content of the telegram clearly stated: In recent days, the northern mountainous provinces have experienced heavy rain, floods, inundation, flash floods, landslides, causing serious damage to people, property, and infrastructure, especially in Dien Bien and Son La provinces. According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the evening of August 4 to the morning of August 7, the mountainous and midland areas of the North are likely to experience a widespread heavy rain with total rainfall ranging from 50-120mm, locally over 250mm. Other areas of the North have had rain of 30-80mm, locally over 150mm; warning of the risk of heavy rain over 100mm/3 hours.
Heavy rains are likely to cause flooding in low-lying areas, urban areas, industrial zones; flash floods on small rivers and streams, landslides on steep slopes. In addition, in the evening and night of August 5, Thanh Hoa and Nghe An are likely to experience showers, tornadoes, lightning, hail, and locally heavy rain and strong gusts of wind.

To proactively respond to heavy rain, risks of floods, inundation, flash floods, and landslides in the Northern and North Central regions, the Department of Rescue and Relief (General Staff) requests units to continue to thoroughly grasp and strictly implement the General Staff's dispatches on focusing on responding to heavy rain, risks of landslides, flash floods, and localized flooding, and not to be passive and surprised.
Agencies and units strictly maintain on-call duty at all levels, grasp weather, meteorological and hydrological situations; proactively review response plans and solutions, promptly and effectively handle incidents and natural disasters; prepare forces and means to participate in rescue when required. Ensure safety of people and means for forces on duty.
Military Region 2 and Military Region 4 directed their subordinate units to urgently mobilize forces and means to quickly overcome the consequences of the recent floods, stabilize people's lives and production; directed the provincial Military Command to proactively advise local Party committees and authorities to inspect and review key areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, and flooded and isolated areas to prepare response plans, to prevent loss of life and property due to carelessness and subjectivity; resolutely help localities and people overcome the consequences of floods and landslides.
The Hanoi Capital Command proactively consults with local Party committees and authorities to inspect and review plans and response options, areas at risk of flash floods, landslides, dykes, embankments, lakes, dams, flooded and isolated areas, to prevent loss of life and property due to carelessness and subjectivity; to prepare forces and means to promptly and effectively respond to natural disasters occurring in the area.
Units inspect and review response plans and solutions, ensure safety of barracks and warehouses; coordinate and cooperate with local authorities to prepare forces and means to participate in responding to and overcoming the consequences of natural disasters when required.
Air Defense - Air Force, Corps 18 inspected, reviewed plans, organized forces and vehicles ready to conduct search and rescue flights when ordered.
