On August 3rd, the Search and Rescue Department (General Staff of the Vietnam People's Army) issued Official Telegram No. 2638/CĐ-CHCN regarding proactive response to heavy rain, flood risk, flash floods, and landslides in the Northern and North Central regions.
Telegram sent to Military Regions: 1, 2, 3, 4; Air Defense - Air Force Command ; Border Guard, Hanoi Capital Command; the following branches: Artillery, Special Forces, Armored, Engineering, Communications, Chemical; 12th Corps; and the following Army Corps: 11, 12, 18, 19.
The official dispatch stated: In recent days, the northern mountainous provinces have experienced heavy rains, floods, flash floods, and landslides, causing serious damage to people, property, and infrastructure, especially in Dien Bien and Son La provinces. According to the National Center for Meteorological and Hydrological Forecasting, from the evening of August 4th to the morning of August 7th, the mountainous and midland areas of Northern Vietnam are likely to experience a period of heavy rain over a wide area with total rainfall generally ranging from 50-120mm, and in some localized areas exceeding 250mm. Other areas of Northern Vietnam will receive 30-80mm of rain, with some localized areas exceeding 150mm; a warning is issued regarding the risk of heavy rainfall exceeding 100mm/3 hours.
Heavy rain is likely to cause flooding in low-lying areas, urban areas, and industrial zones; flash floods on small rivers and streams, and landslides on slopes. In addition, on the evening and night of August 5-8, Thanh Hoa and Nghe An provinces may experience showers, tornadoes, lightning, hail, with localized heavy rain and strong gusts of wind.

To proactively respond to heavy rains, the risk of floods, inundation, flash floods, and landslides in the Northern and North Central regions, the Rescue and Relief Department (General Staff) requests that units continue to thoroughly understand and strictly implement the General Staff's directives on focusing on responding to heavy rains, the risk of landslides, flash floods, and localized flooding, avoiding being caught off guard.
Agencies and units must strictly maintain the on-call duty regime at all levels, closely monitor weather, meteorological, and hydrological conditions; proactively review response plans and strategies, and promptly and effectively handle incidents and natural disasters; and have forces and equipment ready to participate in rescue operations when required. Safety of personnel and equipment must be ensured for all forces while on duty.
Military Regions 2 and 4 directed their subordinate units to urgently mobilize forces and resources to quickly overcome the consequences of the recent floods and stabilize the lives and production of the people; directed provincial military commands to proactively advise local Party committees and authorities, inspect and review key areas at risk of flash floods and landslides, vulnerable dikes, embankments, lakes, and dams, and areas prone to flooding and isolation, in order to prepare response plans and prevent loss of life and property due to carelessness or negligence; and resolutely assist localities and people in overcoming the consequences of floods and landslides.
The Hanoi Capital Command proactively advises local Party committees and authorities to inspect and review response plans and strategies, areas at risk of flash floods and landslides, vulnerable dikes, embankments, lakes, and dams, and areas prone to flooding and isolation, to prevent loss of life and property due to negligence or complacency; and to ensure the readiness of forces and resources to respond promptly and effectively to natural disasters occurring in the area.
The units inspect and review response plans and strategies, ensuring the safety of barracks and warehouses; coordinate and cooperate with local authorities to prepare forces and resources to participate in responding to and mitigating the consequences of natural disasters when required.
The Air Defense - Air Force Command, 18th Corps, inspected and reviewed plans, organized forces and equipment, and prepared to carry out search and rescue flights when ordered.
