TPO - The People's Committees of Districts 1, 10 and 11 (HCMC) have just proposed a list of about 100 roads with sidewalk sections eligible for organizing business services, buying and selling goods, and parking motorbikes to pilot fee collection.
The People's Committees of Districts 1, 10 and 11 have just sent a request to the Ho Chi Minh City Department of Transport and related units to get opinions on the list of roads with sidewalks temporarily used for purposes other than traffic.
Accordingly, District 1 is the locality with the most, with 52 streets with sidewalks that meet the conditions for organizing service business locations, buying and selling goods.
For example, Vo Van Kiet Street (through Co Giang Ward from house numbers 332 to 338 and 344 to 390, Nguyen Thai Binh Ward from house numbers 24 to 72, Cau Ong Lanh Ward from house numbers 168 to 202); Vo Thi Sau Street (through Tan Dinh Ward from house numbers 46 to 204, Cau Kho Ward from house numbers 468 to 600); Tran Hung Dao Street (through Cau Kho Ward from house numbers 337 to 603, Nguyen Cu Trinh Ward from house numbers 150 to 244, Pham Ngu Lao Ward from house numbers 10 to 110); Cong Quynh Street (Nguyen Cu Trinh Ward from house numbers 4 to 40 and 24 to 37, Pham Ngu Lao Ward from house numbers 244 to 256), Ham Nghi Street (through Ben Nghe Ward from house numbers 48 to 76 and from 82 to 166, Nguyen Thai Binh Ward from house numbers 5 to 21), Nguyen Hue Street (through Ben Nghe Ward from house numbers 39 to 113, 16 to 72, 40 to 42);…
In addition, District 1 also has 12 streets with sidewalks that are eligible for paid parking, including: Co Bac, Dinh Tien Hoang, Dong Du, Hai Trieu, Ham Nghi, Le Thi Hong Gam, Mac Dinh Chi, Nguyen Sieu, Nguyen Thai Hoc, Thi Sach, Nguyen Thi Minh Khai, and Vo Van Kiet streets.

District 1 People's Committee said that currently, the People's Committees of 10 wards in the district are reviewing a number of roads in the area with sidewalks that meet the conditions for organizing business services and buying and selling goods to organize a pilot implementation.
District 1 People's Committee also said that the district has completed the content of the digital map and related documents based on the list of roads with sidewalks that are eligible to temporarily use part of the sidewalk as a two-wheeled vehicle parking lot (without collecting service fees), organizing service businesses, buying and selling goods, and parking lots with fees in the area.
Meanwhile, District 10 People's Committee has identified 28 roads with sidewalks 3 meters wide or more that are eligible for temporary use in part to organize business activities of buying and selling goods.
The routes include: Ngo Gia Tu, Nguyen Tri Phuong, Ly Thai To, Hung Vuong, Vinh Vien, Ba Hat, Le Hong Phong, Su Van Hanh, Nguyen Chi Thanh, Tran Nhan Ton, Nhat Tao, Ngo Quyen, Ba Thang Hai, Ly Thuong Kiet, Dien Bien Phu, To Hien Thanh...
At the same time, District 10 has 4 streets with sidewalks that are qualified to be used as paid parking lots, including: Sidewalk in front of the Government Guesthouse on Ly Thai To Street to serve Ho Thi Ky culinary street (about 420 m2); sidewalk on the side of Trung Vuong Hospital on Ly Thuong Kiet Street; sidewalk on the side of Trung Vuong Hospital and in front of Hoa Hung Market on To Hien Thanh Street; sidewalk in front of Hoa Hung Market on Cach Mang Thang Tam Street.
In District 11, the District People's Committee has reviewed and created a list of 17 routes for parking two-wheeled vehicles without collecting service fees and one route for parking two-wheeled vehicles with a service fee, Lu Gia (from Nguyen Thi Nho to Ly Thuong Kiet streets).
Currently, the list of these routes has been sent by the districts to the Ho Chi Minh City Department of Transport, the Ho Chi Minh City Traffic Safety Committee and the Ho Chi Minh City Police to review and unify the list and provide feedback.
At the 11th session in September 2023, the Ho Chi Minh City People's Council passed a Resolution on promulgating temporary fees for using roads and sidewalks in Ho Chi Minh City, effective from January 1, 2024.
Earlier this year, the Department of Transport sent a document to the People's Committee of Thu Duc City and districts requesting localities to urgently issue a list of roads with sidewalks that allow two-wheeled vehicles to park without collecting service fees. At the same time, localities need to review and select a number of roads with roadways and sidewalks that are eligible for non-traffic use to implement a roadmap. From there, widely publicize the scope and duration of temporary use; organize licensing, approve plans and collect fees according to regulations.
