Nowadays, most car dealers will provide additional car registration services for the convenience of buyers, but you will have to pay an additional fee.

In fact, the motorbike registration procedure is not too difficult, you can completely do it yourself following the instructions below, both simple and cost-saving.
1/ Pay motorbike registration fee at Tax Department
According to Decree 140/2016/ND-CP issued by the Government on October 10, 2016, when registering a motorbike, the buyer will have to pay a registration fee because motorbikes are one of the subjects subject to registration fees. The formula for calculating registration fees in motorbike and motorbike registration procedures is as follows: Registration fee amount = Registration fee calculation price x Registration fee collection rate. The collection rate for motorbikes is 2%.
Private:
a) Motorcycles of organizations and individuals in centrally run cities; provincial cities; towns where the provincial People's Committee is headquartered pay the initial registration fee at a rate of 5%.
b) For motorbikes paying registration fee for the second time or more, the fee rate is 1%. In case the owner of the property has declared and paid the registration fee for the motorbike at 2%, then transferred it to an organization or individual in the area specified in Point a of this Clause, the registration fee shall be paid at the rate of 5%.
Note:
The price for calculating the registration fee is not the selling price of the motorbike.
2/ Documents required to register a motorbike
According to Article 10 of Circular 58/2020/TT-BCA, motorbike registration documents include:
Vehicle registration declaration; Vehicle origin documents: Declaration of origin of imported cars and motorbikes (for imported vehicles) or Certificate of quality inspection of road motor vehicles according to regulations (for domestically manufactured and assembled vehicles);
Vehicle ownership transfer documents: Invoices, financial documents (receipts, receipts);
Vehicle registration fee documents: Receipt or payment paper to the state budget or payment authorization paper via bank to pay registration fee or other registration fee payment documents as prescribed by law or registration fee payment data information paper printed from the vehicle registration management system (full record of brand, model number, vehicle type, engine number, chassis number of the vehicle).
For vehicles exempted from registration fees:
Registration fee declaration certified by tax authority.
Present the vehicle owner's identity card or citizen identification card or household registration book.
3/ Fill out vehicle registration form
The next step you need to do is go to the local traffic police headquarters where you registered your vehicle to fill out a vehicle registration form and do other related procedures.
4/ Frame number, engine number
At the traffic police headquarters, you can have the chassis number and engine number stamped. However, most car dealers will do it for you.
5/ Pay license plate fee
The specific contribution level according to Article 5 of Decree 229/2016/TT-BTC is stipulated as follows:
* In Ho Chi Minh City and Hanoi:
Fee 500,000 VND - 1,000,000 VND: Motorcycles worth 15,000,000 VND or less
Fee 1,000,000 VND - 2,000,000 VND: Motorcycles worth from 15,000,000 VND to 40,000,000 VND
Fee 2,000,000 VND - 4,000,000 VND: For motorbikes worth over 40,000,000 VND
* In other centrally-run cities, or in provinces and towns, the contribution rate will be:
- Fee 200,000 VND: Motorcycles worth 15,000,000 VND or less
- Fee 400,000 VND: Motorcycles worth from 15,000,000 VND to 40,000,000 VND
- Fee 800,000 VND: For motorbikes worth over 40,000,000
* Other localities: The fee will be 50,000 VND for all types of vehicles. Bring all documents (including the newly approved declaration) to the license plate fee payment room to pay the fee according to regulations.
6/ Receive vehicle registration certificate
According to Article 4 of Circular 58/2020/TT-BCA, in case of first issuance, immediately after receiving valid vehicle registration documents, the vehicle license plate will be changed. For the first issuance of vehicle registration certificate, it will not exceed 2 working days from the date of receiving complete and valid documents.
