"Dual Campaign" of Ha Tinh Power Sector

(Baohatinh.vn) - Following typhoons No. 5 and No. 10, Ha Tinh's power grid infrastructure suffered serious damage, while the weather remains unpredictable, forcing Ha Tinh Power Company to both repair the power grid infrastructure and ensure electricity safety in the community.

The electricity sector in Ha Tinh has made every effort to quickly resolve the issue and restore stable power supply to the people.

To date, 88 out of 88 medium-voltage power lines and 100% of substations have had their faults repaired, restoring power to 491,071 customers. According to Ha Tinh Power Company, only the Xuan Giang floodplain area (Nghi Xuan commune) remains flooded (residents have evacuated to shore for shelter), so the company has a plan to supply power to the residents' shelters and is continuing to implement power restoration measures to restore electricity as soon as residents return.

However, Typhoon No. 10 severely damaged Ha Tinh's power grid infrastructure. Many power poles were knocked down or broken, requiring temporary repairs with makeshift poles, posing a constant risk of electrical accidents. Along with restoring the power grid, Ha Tinh Power Company is actively implementing electrical safety measures; directing its subordinate power units to organize awareness campaigns and warn people about safe electricity usage after the storm and floods.

The severe damage to the power grid infrastructure has made the task of repairing the damage and implementing electrical safety measures quite challenging.

At the Ky Anh Regional Power Management Team, since Typhoon No. 10, there hasn't been a single moment of rest for the staff and workers. The team suffered the most damage to power poles and medium-voltage lines in the province, serving over 14% of the province's total customers and encompassing a concentration of industrial zones and clusters. This presents a major challenge: quickly repairing the damage and restoring power while simultaneously educating and advising customers on post-typhoon electrical safety measures.

Mr. Ho The Vinh, Deputy Head of the Ky Anh Area Power Management Team, said: “During the peak period of troubleshooting, the team reviewed and advised on solutions and coordinated with other units to implement technical measures, using temporary poles to supply electricity to the people. To ensure the safety of the people, the unit deployed warning signs at locations using temporary poles, leaning poles that are being temporarily anchored, and other vulnerable areas; and coordinated with local authorities to raise awareness among the people about preventing electrical accidents.”

Due to the impact of Typhoon No. 10, the communes of Duc Quang and Duc Minh were flooded and isolated for several days. At its peak, 4,732 customers experienced power outages. Immediately after the water receded, the Duc Tho Area Power Management Team proactively monitored the area, disseminating information and reminding people to implement electrical safety measures.

Mr. Hoang Chi Thanh – Deputy Head of the Duc Tho Area Power Management Team, said: “Immediately after the storm, the team was present to inspect and review the entire power grid and wires after the meter, quickly rectifying any problems and ensuring safety before restoring power; warning signs were posted on temporary poles and locations with potential safety risks. Currently, the water has receded, and people are focusing on cleaning up. The team continues to coordinate with the People's Committees of the communes to disseminate information on electrical safety. Accordingly, people are advised to comply with the recommendations in the official document issued by the electricity sector, not to interfere with temporary pole locations such as: climbing poles; cutting guy wires or securing livestock; and absolutely not to approach locations where power poles have fallen or power lines are broken. In flooded areas, people must check the wiring system and electrical equipment to take timely replacement measures if the wires are not safe. If the damage is behind the electricity meter, it is mandatory to cut the main circuit breaker before proceeding with repairs…”

The Duc Tho District Power Management Team closely monitors the area, inspects and repairs the power system, and at the same time educates and reminds people to implement electrical safety measures.

With determination to restore the power grid while ensuring safe electricity use, Ha Tinh Power Company proactively sent documents to the Provincial People's Committee and the People's Committees of communes requesting cooperation in disseminating information on electricity safety to the people; published dozens of articles on electricity safety broadcast on loudspeakers, local media, newspapers, and social networks; and sent promotional messages via customer care apps and SMS to raise awareness among electricity users. In addition, the company organized the installation of 309 billboards and distributed 27,050 copies of electricity safety handbooks, leaflets, and fire prevention and control manuals to customers.

The company also directed power units to both restore the power grid and ensure electrical safety, completing the placement of warning signs at temporary pole locations, locations where leaning poles are being temporarily anchored, and other locations with potential electrical safety risks; and sent a letter to telecommunications providers requesting their cooperation in implementing safety solutions for the public...

Mr. Nguyen Anh Tuan, Vice Chairman of the People's Committee of Thach Khe commune, said that as a locality heavily affected by two storms, the power pole system in the area cannot be as safe as before. Therefore, electrical safety is the most urgent task for the locality after the damage is repaired. We have implemented a comprehensive review of the entire power system in the area, from residential houses to offices, schools; disseminated information through Zalo groups and local pages to encourage people to proactively check the power lines leading to their homes, contact the local power company to repair damaged sections; and absolutely avoid approaching temporary poles or leaning power poles... in order to ensure absolute safety for people after the natural disaster.

The electricity sector continues to strengthen its efforts to educate the public about safety measures and accident prevention related to electricity.

According to Mr. Bui Quang Nhiem, Head of Safety Department of Ha Tinh Power Company, thanks to proactive implementation of awareness campaigns, Ha Tinh has not experienced any unfortunate accidents related to electrical safety after typhoons No. 5 and No. 10. However, the weather continues to be unpredictable, posing a high risk to the power grid and electrical safety. Ha Tinh Power Company hopes to receive the cooperation of local authorities in coordinating inspections and monitoring of areas at risk of electrical accidents; strengthening public awareness campaigns on measures to prevent electrical accidents, especially regarding temporary poles after typhoons, and adhering to the recommendations of the power sector to avoid unfortunate incidents. In addition, people need to raise their vigilance and proactively notify the power company when they detect any incidents or risks of electrical safety, contributing to ensuring the safe and stable operation of the power grid, serving the lives and production of the people well.

Ha Tinh Power Company recommends electrical safety measures after the storm:

- Residents should proactively cut and trim trees that pose a risk of falling onto power lines; and inspect the electrical system behind the meter.

- Do not climb power poles or substations without permission to avoid electric shock due to leakage current.

- Absolutely no actions that affect temporary power poles are permitted, such as climbing the poles; cutting guy wires, tying livestock, physically impacting the poles or guy wires, or any other violations.

- Absolutely do not approach temporary power poles, fallen poles, or broken power lines.

- When repairing or renovating houses and buildings within and on both sides of the power grid corridor, people, equipment, tools, and vehicles must not violate the safe distance from electrical discharge, specifically: 2m for voltages from 01 - 35kV; 3m for 110kV.

- In case of damage requiring repair, a qualified person with expertise in electricity must be assigned to carry out the work, in case the power is restored or other power sources are available. Notify the regional power company of any incidents, defects, or safety hazards outside their scope of responsibility by calling 19006769.
