'Not Alone' Campaign: 'First Shield' in Protecting Children from Cyber ​​Dangers

On October 10, the Department of Cyber ​​Security and High-Tech Crime Prevention (A05) - Ministry of Public Security coordinated with other units to launch the "Not Alone" campaign to protect children and teenagers from acts of seduction, manipulation, fraud and kidnapping in cyberspace.

Shield to protect children from online kidnapping

The “Not Alone” campaign was initiated by the Digital Trust Alliance, under the auspices of the United Nations Office on Drugs and Crime (UNODC), the United Nations Children's Fund (UNICEF), the Ministry of Public Security, the Ministry of Education and Training, the Ministry of Health and coordinated by the Department of Cyber ​​Security and High-Tech Crime Prevention (Ministry of Public Security), the National Cyber ​​Security Association, and the Hanoi People's Committee.

Through the campaign, the Digital Trust Alliance hopes that every citizen, family, school, organization, and business will join hands to protect children and adolescents, aiming to build a cohesive community so that no one is alone on the journey to build a safe digital environment.

Major General Le Xuan Minh, Director of A05 Department, said that in 2025, a dangerous trend of online kidnapping will emerge, targeting students who lack life skills and are vulnerable to psychological manipulation.

According to Major General Le Xuan Minh, online kidnapping is a new dangerous method where criminals use technology to manipulate the psychology of victims, forcing them to cut off contact with their families, turning them into “mental prisoners” from afar for the purpose of blackmail or human trafficking. Financial losses amount to billions of dong, not to mention the long-term psychological trauma.

The Digital Trust Alliance was born to lead the "Not Alone" campaign with the message of staying safe online together, aiming to mobilize the power of the community to join hands to protect children and young people in cyberspace.

77% of Vietnamese children and teenagers access the Internet daily

Major General Le Xuan Minh emphasized: “Protecting children in cyberspace is not only a legal responsibility, but also an urgent ethical and social security requirement. This is not an individual’s task, each adult must be a support, each community must be a shield”.

According to A05 statistics, more than 77% of Vietnamese children and adolescents access the Internet every day. Cyberspace provides opportunities for learning, entertainment, and creativity, but at the same time, it is also an “open door” for high-tech crimes.

In the first 6 months of 2025 alone, authorities recorded dozens of cases of online fraud, seduction, psychological manipulation and kidnapping involving children and students. Many victims were forced to cut off contact with their families, and were remotely controlled, for the purpose of blackmail or human trafficking.

Major General Le Xuan Minh said: “Online kidnapping is an extremely dangerous criminal method. They take advantage of technology to sow fear and control the victim’s behavior without having to approach them directly. The damage is not only monetary but also long-term psychological trauma.”

The “Not Alone” campaign is being deployed nationwide, targeting 12 million young people (12–24 years old), expanding its reach to 22 million students and millions of parents and teachers, who are considered the “first shield” in protecting children from cyber dangers.

In addition, within the framework of the campaign, the signing ceremony of the “ Hanoi Convention” will take place on October 25-26, along with an international seminar on cross-border cooperation to prevent and combat human trafficking and cybercrime targeting adolescents, with the aim of expanding international cooperation and sharing experiences in protecting children in the digital age.

The message “Not Alone” is not just a slogan, but a shared commitment of society, every child has the right to be safe, protected and heard, both in real life and in cyberspace.

The campaign aims not only to warn of risks, but also to build a culture of digital safety, helping children, parents and schools have the skills to identify, prevent and respond to cybercrime, so that no one, anywhere, is "alone" in the face of technological dangers.
