Implementing Plan No. 730/KH-UBND dated August 14, 2025 of the Provincial People's Committee, the Department of Health reported on the summary of 15 years of implementing the Law on Adoption in the area, focusing on the situation at social assistance facilities.
Over the past 15 years, the direction and guidance on the implementation of the Law on Adoption has always been of interest. The Department of Health (formerly the Department of Labor, War Invalids and Social Affairs) has closely coordinated with the Department of Justice to issue many inter-sectoral plans and regulations to review, make lists and find alternative families for children.
In addition, social assistance facilities are regularly informed and disseminated of the law; officers and employees fully participate in training courses; adoption processes and procedures are periodically and suddenly inspected. The coordination mechanism with the Justice, Police, and local authorities is maintained, ensuring transparency, publicity, and compliance with regulations.
Currently, Tay Ninh has 15 social assistance facilities, of which 9 care for children in special circumstances and 4 provide for adoption. The provincial Social Protection Center is the only unit that handles adoption cases involving foreign elements.
Since 2011, the facilities have received and cared for 230 children. Of these, 70 were adopted, including 13 domestic cases and 57 cases abroad. Monitoring results show that after being adopted, the children all have better conditions for care, study, and social integration, and no case has been returned or encountered serious risks.
Facilities strictly implement regulations on receiving, managing and using humanitarian aid according to Decree 24/2019/ND-CP. The management of funding sources is public, transparent, and prioritizes care, education , nutrition and health for children. In particular, at the Provincial Social Protection Center, expenses related to settling adoptions involving foreign elements are used practically, directly serving the interests of children.
In addition to the achieved results, the work of raising children in social assistance facilities still has many limitations. Some non-public facilities have not paid attention to creating records to find alternative families for children. The demand for domestic adoption is still limited, mainly focusing on young, healthy children, few families are willing to adopt older children, disabled children or children with serious illnesses. In many cases, information about the children's relatives is unclear, there is a lack of cooperation, causing difficulties in verifying records. In addition, the psychology of older children is complex, and they can easily change their decisions even after completing the procedures, affecting the adoption process.
To continue improving the effectiveness of the Law on Adoption, Tay Ninh recommends that the Central Government soon complete mechanisms and policies, especially for children in special circumstances. At the same time, localities need to step up propaganda, encourage domestic families to participate in adoption, increase counseling and psychological support for children and tighten inspection and supervision to ensure humanity, for the best interests of children./.
