(Chinhphu.vn) - In just one month since Project 245 was approved, Thai Nguyen province (new) has awarded 1,000 shelters arising outside the scope of the Program to eliminate temporary and dilapidated houses. The rapid campaign to eliminate temporary houses in the mountains and forests of Viet Bac left a strong mark on the provincial People's Police soldiers, with timely support from the Ministry of Public Security.

Where there is difficulty there is police

After being established on the basis of merging 3 communes (Dong Thang, Duong Phong and Quang Thuan), in addition to being busy with the regular tasks of the local government after the merger, Bach Thong commune faced its first "test". That is the urgent need to complete the elimination of temporary and dilapidated houses in the area before August 15.

According to Mr. Lang Van Thuy, Chairman of the Fatherland Front of Bach Thong commune, the pressure on progress is primarily due to the large number of temporary and dilapidated houses in the area (68 households, of which 65 are newly built). Furthermore, in addition to the number of households covered by the Temporary and Dilapidated House Elimination Program, there are 11 new households, bringing the total number of houses that need to be eliminated in the commune to 79.

"The households that have been affected are all poor, in extremely difficult circumstances, and have no counterpart capital. The heavy rain has also affected the progress of the work," Mr. Thuy shared.

Regarding the socialization of resources to eliminate temporary housing, Mr. Thuy said that there are very few businesses in the commune. Therefore, in addition to the State's support money, to help households in especially difficult circumstances, the commune mainly relies on the help of the Ministry of Public Security, the province and mobilizes contributions from agencies and organizations in the area.

"With the participation of the entire political system, agencies and organizations, the work of eliminating temporary and dilapidated houses in Bach Thong commune has been completed on schedule," Mr. Thuy said excitedly.

This is also the joy of Lieutenant Colonel Ngo Ngoc Duong, Chief of Bach Thong Commune Police. In recent days, with the support of the provincial police force, officers and soldiers of the commune police have "overcome the sun and rain" to complete the goal of eliminating temporary and dilapidated houses.

According to Lieutenant Colonel Duong, on July 13, 2025, the Provincial People's Committee approved the Project "Building 1,000 houses for people to achieve the goal of eliminating temporary and dilapidated houses in Thai Nguyen province after the merger from the proposed budget support from the Ministry of Public Security" according to Decision No. 245/QD-UBND (referred to as Project 245). This is a timely resource for the commune to eliminate 11 temporary and dilapidated houses.

"When the province issued Project 245, on July 13 and 14, heavy rain occurred in the commune, causing the Cau River to rise. After the water receded, we mobilized forces to the villages with households eligible for Project 245 support to immediately carry out the work of removing temporary houses. At that time, the roads leading to some houses were knee-deep in mud," Lieutenant Colonel Duong shared.

The family of Mr. Ly Duc Hon, born in 1956, Tay ethnic group, in Hop Thang village is one of the households supported to remove temporary houses from Project 245. Mr. Hon is a veteran who participated in the resistance war against the US. Previously, he worked in Dak Lak. When he returned to his hometown, he unfortunately suffered a stroke, paralyzed his whole body, and lived in a temporary house on a piece of land lent by his brother.

"This is a household that needs to have its temporary house removed, discovered by the commune during a survey on July 4. After that, the commune proposed to put Mr. Hon's household on the support list under Project 245," said Lieutenant Colonel Ngo Ngoc Duong.

With the determination to eliminate temporary houses for people with meritorious services before July 27 as directed by the Prime Minister, from the 60 million VND support from Project 245, the Commune Police and the Youth Union members of Bach Thong Commune directly dug the foundation, mixed mortar, transported sand, cement, etc. to build the house. By July 24, the prefabricated house according to the standard model was completed in the joy of the family and people of Hop Thanh village.

"Grateful for the support of the force, Mr. Hon's brother, Mr. Ly Van Ho, composed a poem about the process of building a house. The poem was shared very widely," Lieutenant Colonel Duong happily said.

"Boost" from Project 245

The family of veteran Ly Van Hon is one of the households supported to eliminate temporary and dilapidated houses under Project 245. With the determination of the entire political system in the province and timely support in terms of resources and human resources from the Ministry of Public Security, Thai Nguyen province has rapidly deployed a 30-day and night campaign to eliminate temporary and dilapidated houses under Project 245.

It is known that Project 245 was approved by the Provincial People's Committee on July 13, 2025, with the goal of completing the elimination of 1,000 temporary and dilapidated houses in 37 communes in the northern region of the province by August 15, 2025, with the support of the Ministry of Public Security. This is the number of houses that need to be eliminated outside the scope of the Temporary and Dilapidated House Elimination Program according to the policy of the Government and the Prime Minister.

Implementing Project 245, Thai Nguyen Provincial Police is the core and main force; at the same time, advising Thai Nguyen Provincial Party Committee to mobilize the entire political system from the province to wards and communes to coordinate effectively implementing the program to eliminate temporary and dilapidated houses in the province to ensure completion "as soon as possible" and "as best" to serve the people.

According to Lieutenant Colonel Nguyen Hoang Tri Khang, Deputy Director of Thai Nguyen Provincial Police, the most difficult thing in implementing Project 245 is human resources, as the completion deadline is approaching.

"Based on the request for support from Thai Nguyen Provincial Police, in addition to mobilizing and calling for support from sponsors and philanthropists to support the implementation of Project 245, the Ministry of Public Security has also increased its forces; at its peak, 60 officers and soldiers from the Northeast Mobile Police Regiment, under the Mobile Police Command, went to Thai Nguyen to support the removal of temporary and dilapidated houses," said Lieutenant Colonel Khang.

At the groundbreaking ceremony to remove temporary houses for households in Ban Don hamlet, Tan Ky commune on July 24, Major General Nguyen Hong Nguyen, Deputy Chief of Office of the Ministry of Public Security and representatives of functional units under the Ministry attended. This is a motivation for officers and soldiers of the Provincial Police to complete Project 245 as soon as possible and in the best possible way.

With a sense of urgency and full responsibility towards the people, officers and soldiers of Thai Nguyen Provincial Police and the Ministry's reinforcements crossed streams and forests to carry out their duties. Promoting the spirit of shock, mobility and readiness, officers and soldiers were completely proactive in terms of places to eat, rest and live; implementing the "4 on-site" motto; focusing on surveying, constructing and completing the project to ensure progress and quality.

Lieutenant Colonel Nguyen Hoang Tri Khang added that the support in terms of both resources and human resources from the Ministry of Public Security in implementing Project 245 was extremely timely. It was even more valuable when the Steering Committee for Eliminating Temporary and Dilapidated Houses in the Province requested that the project be "finished" by August 15 at the latest.

"In the context of limited time and insufficient local construction workers due to the simultaneous construction in many places, the Provincial Police and the Ministry of Public Security mobilized officers and soldiers with knowledge of carpentry and construction techniques; other forces participated in transporting materials to build houses for people," said Lieutenant Colonel Khang.

Project 245 is a "push" that helps Thai Nguyen province not only "reach the finish line" but also exceed the target of eliminating temporary and dilapidated houses in the area. Implementing Project 245, the police force has actively joined hands from reviewing, evaluating, supporting the dismantling of old house frames, transporting materials, leveling the ground, assembling frames, roofs, etc. Thereby continuing to brighten the beautiful image of the police force close to the people, understanding, sharing with the people, serving the people, especially more practical in the context of the approaching rainy and stormy season.
