Gia Lai strives to implement a two-level local government model in the field of science and technology

After more than a month of applying the two-tier local government model in the fields of science and technology (S&T), innovation and digital transformation, Gia Lai has quickly completed its apparatus, ensuring smooth administrative procedures for people and businesses. However, the implementation practice shows that the locality still has some difficulties that need to be resolved soon to promote the effectiveness of the model.

On August 18, 2025, the working delegation of the Ministry of Science and Technology worked in Gia Lai province to grasp the reality and help the locality remove difficulties and obstacles in implementing Resolution 57-NQ/TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

Reporting at the meeting, Ms. Vo Cao Thi Mong Hoai, Deputy Director of the Department of Science and Technology of Gia Lai province, said that from July 1, 2025 to now, the Department has received 33 administrative procedure records, processed 13 records, and 20 records are being processed within the deadline, including 12 new records arising from decentralized procedures in the field of radio frequencies and quality measurement standards.

Currently, the Department of Science and Technology of Gia Lai performs 193 administrative procedures, including 72 inherited administrative procedures and 121 newly decentralized administrative procedures. These procedures cover many areas, such as: Radio frequencies (20 procedures), telecommunications and Internet (24 procedures), postal services (7 procedures), intellectual property (22 procedures), quality measurement standards (47 procedures), radiation and nuclear safety (10 procedures), support for small and medium enterprises (1 procedure), science and technology activities (59 procedures), recruitment of civil servants (1 procedure) and state compensation (2 procedures).

Gia Lai province has fully arranged headquarters, equipment, and internet lines in 135/135 communes and wards after the merger, ensuring smooth operation of receiving and processing records from July 1, 2025.

In particular, the Community Digital Technology Team has been maintained in 100% of communes and wards, supporting one-stop-shop staff and guiding people in using online public services. VNPT and Viettel enterprises have arranged specialized staff at the grassroots level, and Tan Dan Informatics Joint Stock Company has supported 10 more staff for the province. In addition, the province has organized training on digital skills for nearly 7,000 cadres, civil servants and public employees; issued identification codes for agencies and units, completed the electronic office system, video conferencing, ensuring management and operation activities in the digital environment.

Mr. Ngo Minh Phuoc, Deputy Director of the Information Technology Center, Ministry of Science and Technology, surveyed and recorded the difficulties of information technology staff of Gia Lai province.

In addition to the achieved results, Gia Lai still faces some difficulties and obstacles in the implementation process, such as: In the field of digital transformation, the locality lacks high-quality human resources, the whole province has 121 communes and wards that have not yet arranged specialized information technology staff; digital skills of commune-level staff are still limited, affecting the implementation progress.

In intellectual property, after merging units, many trademarks, geographical indications and certification marks have changed in terms of management entities, while the database has not been standardized, causing difficulties in managing, exploiting and processing records.

In the field of radiation and nuclear safety, there are currently no specific regulations on fees and appraisal charges for some new imaging diagnostic devices, and there is a lack of unified implementation guidelines at the local level.

In science and technology activities, the new regulation only decentralizes the authority to the Provincial People's Committee to grant licenses to establish foreign-invested science and technology organizations and representative offices and branches in Vietnam, but there are no clear instructions on amending, supplementing or re-issuing licenses, leading to confusion when processing documents.

In the field of quality measurement standards, there are also shortcomings. Some procedures are assigned to the Chairman of the Provincial People's Committee to perform, but the form stipulates that the Provincial People's Committee grants the license, causing difficulties in application. In addition, regulations on the validity of measurement standard certificates and inspector cards are still inconsistent.

Representing the working delegation, Mr. Tran Quang Hung, Deputy Director of the Department of Intellectual Property, Ministry of Science and Technology, acknowledged the efforts to complete the administrative procedure system of Gia Lai province in a short time, ensuring smooth operation. At the same time, he highly appreciated the efforts of Gia Lai province in implementing the two-level government model, especially ensuring the information system, technology infrastructure and smooth digital transformation activities. However, the locality still faces many difficulties, mainly in the fields of intellectual property, quality measurement standards, digital transformation, innovation and radiation and nuclear safety.

The working group directly discussed and answered questions within its authority, and at the same time noted issues beyond its authority to report to the Ministry's leaders for consideration and handling.

The working group requested the province to continue reviewing and reporting specifically on each field; proactively advise the Provincial People's Committee on solutions to overcome difficulties, while strengthening digital human resource training and promoting the effectiveness of the Community Digital Technology Team.

The working group has compiled and reported to the Ministry's leaders a number of issues beyond its authority to promptly find solutions to ensure that the two-level local government model in the field of science and technology in Gia Lai operates stably and effectively, serving people and businesses well.
