After graduating from high school, like many young people in rural areas, Mr. Vu Van Quang in Dai An village, Mau A commune faced many choices: learning a trade, working as a worker in industrial parks or doing farming at home...

Mr. Quang shared: “After much consideration, I decided to choose to work abroad under a contract. With the local government’s advice, introduction, and connection to support for a preferential loan of 60 million VND, I completed the application procedures to work under a contract in Taiwan (China).”
Here, Mr. Quang works at a mechanical company, with an initial income of about 13 million VND/month, which later increased to 20 million VND/month, not including overtime. Spending frugally, each month Mr. Quang sends home to his family from 10 to 15 million VND.
“I sent the money I saved home to buy land to grow cinnamon. After 6 years, I had more than 5 hectares of forest and a little capital to do business . Currently, some cinnamon areas have been harvested with an amount of about 70 - 80 million VND/year. I also bought more trucks to buy cinnamon bark from local people and then sell it to companies and traders,” said Mr. Quang.
Mr. Vu Van Quang's raw cinnamon bark processing workshop is currently doing well, not only bringing in an income of more than 100 million VND/year, but also creating regular jobs for 5 workers and dozens of seasonal workers with salaries from 350,000 - 400,000 VND/person/day.
Not only Mr. Vu Van Quang, in Dai An village alone, there are 25 cases of people working abroad under contracts, all of whom have a well-off life, contributing to raising the average income per capita in the village to 75 million VND/year.
From 2024 to 2025, Mau A commune will have 120 workers working abroad under contracts, an increase of more than 200% compared to previous years. Those working abroad have an average income of 27 - 50 million VND/month, contributing significantly to reducing the commune's poverty rate to 1.086%.

Basically, people after working abroad return know how to use capital reasonably, invest in production, business, open factories and develop agriculture, creating more jobs on the spot.
Determining that sending workers to work abroad under contract is an important task, immediately after operating the two-level local government apparatus, Mau A commune proactively reviewed the needs, oriented the labor market, and provided accurate and timely information to the people.
The commune directed agencies to receive and process procedures faster, shorten the time for processing documents, and support people from consulting, completing documents to confirming and certifying. Propaganda work was stepped up in villages so that people could understand the market and avoid risks.
Supervision and appraisal work is focused on to avoid unofficial brokerage. Mau A has increased coordination with the Provincial Employment Service Center to select reputable businesses. Households in need are consulted at home by specialized staff.

The commune also pays attention to implementing support policies well. Workers from poor and near-poor households and ethnic minorities are guided to fully access preferential loans. Documents are processed quickly, without backlog.
In the coming period, Mau A commune continues to identify sending workers to work abroad under contracts as one of the solutions to sustainably reduce poverty and improve the quality of human resources.
The commune aims to send an average of 50 workers to work abroad for a limited period each year; prioritizing stable, high-income markets such as Japan, South Korea, Taiwan (China), and at the same time researching expansion to some European markets.
Mr. Luu Quang Loi - Vice Chairman of Mau A Commune People's Committee said: "We pay special attention to improving the quality of labor resources through vocational training, orientation education , and foreign languages before departure. At the same time, the commune tightens management and inspection of enterprises; fully implements policies to support loans and insurance to protect workers' rights. After returning home, workers are encouraged to invest in production, start businesses, expand household economic models, contributing to creating jobs on the spot and building advanced new rural areas."
