That is the main content of the draft Decree regulating policies to attract and employ talented people in state administrative agencies and public service units that has just been announced by the Government for public consultation.

The Draft Decree stipulates policies to attract and employ talented people in state administrative agencies and public service units, applicable to two groups of subjects.
The first is cadres, civil servants, public employees and talented workers working in state administrative agencies from central to communal level and public service units. The second is the group of attractive subjects, including: talented Vietnamese working in the non-state sector; young scientists , Vietnamese students who graduated with honors or distinction from domestic and foreign training institutions and talented foreigners who are attracted to work in state administrative agencies from central to communal level and public service units.
Searching and discovering talented people in various fields and sectors according to the following groups: Students with good academic performance, graduating with honors, with outstanding qualities and talents from educational and training institutions; People with academic degrees, titles of professor, associate professor, master, doctor, with research works that are recognized and applied effectively in practical life; People with outstanding qualifications, abilities and practical experience working in other fields, regions and localities both domestically and internationally; Officials, civil servants, public employees, and workers working in state administrative agencies and public service units with outstanding abilities, always completing their tasks and public services well or excellently.
This draft also specifies criteria for identifying talented people according to different groups. Notably, the identification of talented people is carried out through the talented people selection council of the industry, field, and locality under management. This council works collectively, with majority voting to select talented people. After 3 years from the date of being recognized as talented by the competent authority, cadres, civil servants, public employees, and workers must be reviewed and evaluated to continue to be recognized or no longer recognized as talented people.
The Government plans to recruit excellent graduates and talented young scientists through examinations according to regulations.
Priority for renting public housing or borrowing money to buy housing in installments
The draft Decree also stipulates policies to attract talented people. Specifically, recruitment through examination for excellent graduates and talented young scientists according to Government regulations. Priority is given to signing contracts for professional and technical work in public service units.
For the group of cadres, civil servants, public employees, and workers, the policy of employing talented people includes working environment, working equipment; planning, appointment, salary, and welfare regime. In particular, regarding salary policy, talented people receive a monthly incentive amount equal to 100% of their current salary.
In addition, talented people are also given priority to rent public housing or borrow money to buy housing in installments with guarantees from agencies and organizations from the Social Policy Bank with preferential interest rates according to Government regulations.
At the same time, the regime and policies are maintained during the time of being sent for training and development. In case the place of study is not in the locality of work, the regimes are the same as those for people sent for work.
Upon reaching retirement age, if they are healthy enough and voluntarily continue working and the agency or unit has a need, they will be considered and decided to extend their working time and retain the position and title of the cadre, civil servant or public employee they are currently holding, but not more than 5 years. In addition, they will also be given priority for early salary increase or promotion of civil servant rank, promotion of professional title of public employee, etc.
