The new commune-level government model after the arrangement of administrative units according to the two-level local government activities marks an important step forward in the administrative reform process. Ms. Pham Thu Hoai (Van Chan commune) also shared: “I have just been granted a land use right certificate in the commune. In the past, I had to go to the district to do it. Now, many administrative procedures are handled right at the commune level, which is really convenient for us people.”

Along with increasing authority in handling administrative procedures, the deployment of high-level online public services at the commune level also increases people's expectations for a modern, open and transparent administration.
“Previously, every time I had to do administrative paperwork, I had to go directly to the ward or city People's Committee. Sometimes if I needed to fill out paperwork, I had to go back and fill out paperwork, which was very time-consuming. Now, with just a smartphone, I can submit my application, track progress, and receive results right at home. Everything has become clear and transparent, without worrying about being made difficult or having to wait for no reason,” said Nguyen Anh Tu ( Yen Bai ward).
Many people believe that the implementation of online public services at the commune level brings flexibility, speed and cost savings, especially useful for people in remote areas and busy people. At the same time, it contributes to reducing the situation of "asking - giving", harassment; encourages officials to perform public duties in a more public, standardized and professional manner, thereby further strengthening people's trust in the local government.

Expanding authority to the commune level also helps local authorities intervene and support people more quickly and accurately in situations such as natural disasters, social welfare payments, etc. People expect social security policies to be implemented more quickly, to the right people, and to the right subjects.

In the context of complicated climate change, natural disasters and epidemics, the commune level is expected to be the first force to support and help people stabilize their lives.

Commune level is also decentralized to decide on investment in small projects, close to people's lives. This opens up opportunities for effective, practical investment in civil works, suitable to actual needs.

“The commune level is closest to the people and best understands their specific needs. Delegating the right to decide on investment in small projects such as inter-village roads, cultural houses, drainage ditches, etc. will help the commune proactively choose projects to serve the people, increasing the effectiveness of serving the people,” said Mr. Nguyen Van Thieu (Yen Binh commune).

Along with increasing authority, streamlining the apparatus, reducing intermediate levels, and clearly defining functions and tasks also helps communes operate more effectively, save budget, avoid overlap and waste, and improve the quality of service to people - which is also what people are excited to expect.
