Officially implementing online payment of car and motorbike registration fees nationwide

Based on the results of the pilot service of electronic tax declaration for car and motorbike registration fees on the eTax electronic tax service system, the General Department of Taxation officially expanded the implementation of the electronic tax service system for electronic declaration of car and motorbike registration fees nationwide.

Reduce time and costs for people and businesses

Previously, since 2020, the General Department of Taxation has piloted an electronic tax service system for electronic registration fee declaration and electronic data exchange for payment of registration fees for cars and motorbikes in Hanoi and Ho Chi Minh City.

According to the General Department of Taxation, since the implementation of the electronic tax payment service accounts for individuals registered up to February 17, 2023, there have been over 1,741 thousand accounts. Of which, the number of newly registered accounts from January 1, 2023 to February 17, 2023 is 53,848 accounts.

The electronic declaration service for property leasing activities, including house leasing activities, has been deployed to 63 tax departments and affiliated tax branches. The number of declarations sent to tax authorities from January 1, 2023 to February 17, 2023 is 1,647 declarations.

Regarding the electronic registration fee declaration service for cars and motorbikes, from January 1, 2023 to January 17, 2023, the number of electronic declarations at the Hanoi Tax Department was 12,406 out of a total of 39,724, reaching a rate of 31.2%; at the Ho Chi Minh City Tax Department, it was 13,944 out of a total of 42,101, reaching a rate of 33.1%.

Regarding the electronic tax payment service for individuals paying registration fees for cars and motorbikes on the National Public Service Portal or via Internet Banking and Mobile Banking payment channels, from January 1, 2023 to February 17, 2023, there were 194,243 transactions of paying registration fees for cars and motorbikes nationwide via Internet Banking and Mobile Banking.

The General Department of Taxation has also deployed the electronic tax registration and payment service via the eTax Mobile application from March 21, 2022, to expand support and create more favorable conditions for taxpayers, especially households and business individuals, to register online electronic transaction accounts and pay electronic taxes at many banks, to promote the implementation of the Government 's cashless payment policy; provide more options for taxpayers to fulfill their obligations to the State budget electronically.

The General Department of Taxation said that with the eTax Mobile application, taxpayers can register, look up tax obligations, and pay taxes through smart mobile devices with the application installed without having to go directly to the tax authority; thereby contributing to building a more transparent and convenient digital society and reducing time, costs and risks for people and businesses.

The representative of the General Department of Taxation added that by February 17, 2023, the number of downloads, installations and uses of the eTax Mobile application reached 246,825 (130,788 using the iOS operating system, 140,451 using the Android operating system). The number of transactions via commercial banks was 187,577 transactions with a total successful payment amount of over 673 billion VND.

Deploying payment of registration fees for cars and electronic motorbikes nationwide

Based on the pilot results, on March 13, 2023, the General Department of Taxation sent an official dispatch to the tax departments of provinces and centrally run cities to officially announce the implementation of paying registration fees for electronic cars and motorbikes nationwide.

Regarding the electronic tax payment service for individuals paying registration fees for cars and motorbikes on the National Public Service Portal or via Internet Banking and Mobile Banking payment channels, from January 1, 2023 to February 17, 2023, there were 194,243 transactions of paying registration fees for cars and motorbikes nationwide via Internet Banking and Mobile Banking.

According to regulations, the subjects eligible for electronic registration fee declaration are newly registered cars and motorbikes for the first time, excluding: Cargo vehicles (except pick-up trucks, vans), passenger vehicles with 10 seats or more, trailers or semi-trailers pulled by cars, similar vehicles and the shell, frame assembly, engine assembly of cars and motorbikes that are replaced and must be registered with the competent state agency; cases exempted from registration fee and inheritance, gift of assets that are vehicles.

Regarding the conditions for electronic declaration for cars and motorbikes, the General Department of Taxation said that in case the taxpayer already has an electronic tax transaction account with the tax authority, he/she should use this account to declare online on the General Department of Taxation's Electronic Information Portal. In case the taxpayer does not have an electronic tax transaction account with the tax authority, he/she should use the tax code and date of issue to declare online to pay the registration fee for cars and motorbikes at the General Department of Taxation's Electronic Information Portal.

At the same time, taxpayers who need to register an electronic tax transaction account to conduct electronic transactions with the tax authority must register an account, according to the instructions in the Appendix attached to Official Dispatch No. 377/TCT-DNNCN dated February 5, 2021 of the General Department of Taxation.

From August 1, 2020, the Tax Department will coordinate with the Traffic Police Department ( Ministry of Public Security ) and banks to deploy electronic declaration and payment of registration fees for cars and motorbikes. Accordingly, people can declare and submit electronic registration fee declarations on the General Department of Taxation's information portal at https://thuedientu.gdt.gov.vn or on the National Public Service Portal https://dichvucong.gov.vn.

To pay LPTB electronically, people only need to have an account registered for electronic payment service (Internet Banking) at the following banks: Vietcombank, Vietinbank, BIDV, Agribank, MBBank, VPBank, TPBank, LienvietPostBank; National Public Service Portal; eTax Mobile phone application of the Tax sector.

The online registration fee declaration process includes 4 steps:

Step 1: Declare the registration fee declaration on the General Department of Taxation's electronic information portal https://canhan.gdt.gov.vn.

Step 2: The General Department of Taxation's electronic information portal automatically sends a query request to the Ministry of Transport's application system to retrieve the property information displayed on the registration fee declaration.

Step 3: The taxpayer compares the electronic information with the information on the paper file. If the information matches, the taxpayer must follow the requirements of the Electronic Information Portal to complete the declaration. If the information does not match, the taxpayer must check the declared information again or contact the Tax Department where the car and motorbike registration fee declaration is received for instructions.

Step 4: The electronic information portal sends a notice of receipt of electronic tax declarations to the declared email address. Taxpayers can pay registration fees electronically via electronic forms such as: internet banking, mobile banking services of banks (Vietcombank, Vietinbank, BIDV, Agribank, MBBank, VPBank, TPBank, LienvietPostBank); National Public Service Portal; eTax Mobile phone application of the Tax sector.
