Waiting for support policy for farm tourism model

(VHQN) - Although considered a trend suitable for the needs of relaxation, experience, education... however, the development of the farmstay model (farm accommodation) in Quang Nam in recent times has not been as expected due to legal obstacles, especially the lack of support policies from the state.

Self-sufficient business

Considered a type of tourism that combines relaxation and experiencing rural agricultural life, farmstay represents an interesting combination between farm and homestay.

This model helps bring new discoveries to guests, especially families with young children. In Quang Nam, farms have appeared for more than 10 years, mainly concentrated in Hoi An, but few establishments have accommodation services.

Ms. Le Pham Thien Hang - owner of An Farm organic farm (Hoi An) said that besides the business conditions and resources of the investor, not every farm can organize accommodation services because of legal regulations on land use purposes.

It is easy to see that many farms in Hoi An are agricultural land, unable to build solid structures. Not to mention, because they are located in the suburbs, visitors often tend to stay in hotels or homestays in the city, so the demand for overnight stays at farms is not high.

Representative of Phuc Nguyen Rose farm (Hoi An) said that the key factor is still the lack of support policies from the government such as land rent... which makes farms not dare to invest boldly.

Sharing the same view, Ms. Le Pham Le Hang said that businesses are mainly self-sufficient and cannot expect preferential support from the state because there is none or very little, although farms related to agricultural tourism are being encouraged to develop.

“I think the government should reduce taxes or exempt land rent for agricultural tourism farm models for a long time because some models like An Farm organic farm take 5 years to improve the land and ecological landscape,” said Ms. Hang.

At the same time, she said that this is very different from the policy of Da Nang City when the City People's Council issued a resolution on a pilot support mechanism for farm development. "Currently, a lot of agricultural land in the province is abandoned, but agricultural tourism investors like me have to buy or rent at high prices. Hopefully, after merging with Da Nang, there will be changes in mechanisms and policies to support farm development" - Ms. Hang expected.

Entangled in the law

Mr. Le Hoang Ha - Director of Duy Nhat Hoi An Tourism Service Company Limited said that in the province, there are currently many farm models such as agricultural experiences, education, exploitation of indigenous cultural values ​​of the community... but they only stop at agricultural landscapes, without many accompanying activities and services...

“In fact, Quang Nam does not have any real farms, mainly attached to a community or village. In my opinion, it is necessary to determine that the farm develops agriculture and makes a living by selling agricultural products to the market, bringing in economic benefits and raising the farm, not doing tourism business. Tourism only sells the added values ​​of the farm such as telling a story, inspiring the community, or health for the land, water and clean raw materials for the community... Tourism will follow and spread the story of the farm. If you invest in a farm for tourism, it will definitely fail,” Mr. Ha analyzed.

Mr. Nguyen Thanh Hong - Director of the Department of Culture, Sports and Tourism admitted that the biggest problem at present is the Land Law and resource management that has not been resolved.

“If you build a farm to produce agricultural products, OCOP products, the land rental price is low, but if you only combine tourism, the land price is calculated according to the commercial and service price. In rural areas, if you calculate the commercial price, tourism will not have enough revenue to cover expenses, so businesses and tourism establishments are not interested. Currently, many provinces are stuck like Quang Nam and they have also requested the Central Government to consider adjusting, but so far it has not been resolved. In general, this authority belongs to the Central Government, not the province,” said Mr. Hong.

According to Mr. Hong, to support farms, Quang Nam has recently invested in transport infrastructure, destination promotion, training and coaching human resources...

In addition, the Department also conducts surveys and statistics on locations that can develop community tourism and farms that can be combined with tourism, then researches and continues to propose to the Central Government to have policies for piloting, limiting abandoned land that causes waste of resources.

Waiting for post-merger mechanism

On December 17, 2021, the People's Council of Da Nang City issued Resolution 82 on the policy of piloting the exploitation of tourism services combined with the development of agriculture, forestry, and aquaculture in Hoa Vang district.

The pilot implementation period is from 2022 to 2025. The maximum number of pilots is not more than 15 models.

This resolution helps increase economic value and create new livelihoods for rural people. In addition, it meets the needs of urban people for experience without changing the purpose of land and forest use; without changing the structure and current status of land and forest. The resolution requires that the installed infrastructure items must be made of primitive, environmentally friendly materials and not destroy the general landscape.

However, according to Mr. Hoang Nhat Nguyen - Owner of Leaf Village & Farm Lang La (Hoa Vang, Da Nang City), the issuance of Resolution 82 only creates conditions for businesses to do tourism business under the forest canopy, while issues of tax or land rent are not much different. Farm Lang La is among 15 pilot models of tourism combined with agriculture and forestry in Da Nang City, which was opened in February 2025 but expired this December.

Some opinions say that, in order for the farmstay model to develop sustainably and effectively, after merging with Da Nang City, the government needs to build a separate policy mechanism and regulations for farmstay in the expanded city, especially clear and flexible land management policies. At the same time, there should be financial and technical incentives for farmstay investors such as preferential loans, low interest rates as well as expanding infrastructure and technical requirements... to help farms develop in the right direction and sustainably.
