Comments on the Project to build a land database

According to the Report of the Party Committee of the Provincial People's Committee on the Project to build a land database in Thanh Hoa province, it is stated that: The land database is a structured collection of information of cadastral data (cadastral maps, land registers, cadastral books ...), planning data, land use plans, land price data, statistical data, land inventory arranged, organized for access, exploitation, management and regular updating by electronic means on a specialized software system, interconnected with the national land database.

The Standing Committee of Thanh Hoa Provincial Party Committee held a conference to give opinions on the Project to build a provincial land database.

Realizing the importance of cadastral mapping and building land databases, provinces and cities across the country have been focusing on implementing it. Currently, 44/63 provinces and cities nationwide have implemented the construction of land databases, of which 23 provinces have completed it.

Thanh Hoa is among 21 provinces that have only partially completed and are still in the process of implementation. Although the Party Committees and authorities at all levels have made many efforts, the whole province still has 91/559 communes that have not yet conducted cadastral mapping using the VN-2000 coordinate system; 474/559 communes have not yet built a cadastral database; compared to the general level of the whole country, this is very low.

The overall objective of the Project is to complete the construction of a database and develop and operate a land information system to meet the requirements of state management of land; effectively serve land registration activities, grant land use right certificates; land recovery, site clearance, etc., contributing to the transparency of land information; meeting the increasingly high requirements of socio -economic development, national defense, security and the goal of digital transformation in the field of natural resources and environment.

Thanh Hoa city is planned to 2030 and vision to 2045.

After listening to the opinions of the members of the Provincial Party Standing Committee contributing to the Project, in his concluding remarks, Secretary of the Provincial Party Committee Do Trong Hung stated: The development of the land database project in Thanh Hoa province is very necessary and extremely important. The Provincial Party Standing Committee basically agreed with the draft project and the Submission of the Party Committee of the Provincial People's Committee, and at the same time requested the Steering Committee of the Provincial People's Committee and the relevant agencies to absorb the opinions contributed at the conference, complete the submission, and ensure consistency in content between the submission and the project.

In order for the Project to come into life, operate effectively, and become living, green and clean data, the Provincial Party Secretary suggested that the Project needs to clearly define three viewpoints: First, strengthen the leadership of Party committees at all levels, promote the supervisory role of the Fatherland Front, socio -political organizations and the People in building and supervising the implementation of land database construction.

Second, improve the effectiveness and efficiency of state management of land, modernize the management of public services on land, promote digital transformation in the field of land management and use, allocate resources reasonably to build and complete on schedule the land information system and database in the whole province; ensure unified management, operation, connection and information sharing from the province to the Central and to districts, towns, cities, communes, wards and towns in the province.

Third, focus investment resources on land resource investigation and assessment, land statistics and inventory, land use monitoring, protection, improvement and restoration of land quality to strictly manage land quantity and quality, serve land use planning and planning, serve as a basis for sustainable land use, create a favorable investment and business environment to attract investment and develop the economy and society.

Based on the comments at the conference, Provincial Party Secretary Do Trong Hung requested the Provincial People's Committee to soon complete the project for implementation, and at the same time organize a conference to disseminate the meaning, goals and tasks of the project to sectors and localities, creating unity in perception and action, focusing on completing the project on schedule and operating with the highest efficiency.
