According to the Report of the Party Committee of the People's Committee of Thanh Hoa Province on the Project to build a land database in Thanh Hoa province, it is clearly stated that: The land database is a structured collection of information from cadastral data (cadastral maps, land registers, land registers, etc.), land use planning data, land price data, land statistics and inventory data, organized and arranged for access, exploitation, management and regular updating using electronic means on a specialized software system, and interconnected with the national land database.

Recognizing the importance of cadastral surveying and land database construction, provinces and cities nationwide have been focusing on implementation. Currently, 44 out of 63 provinces and cities nationwide have implemented land database construction, with 23 provinces having completed the process.
Thanh Hoa is among the 21 provinces that have only partially completed the cadastral mapping project and are continuing to implement it. Despite the efforts of Party committees and authorities at all levels, the province still has 91 out of 559 communes that have not yet completed cadastral mapping using the VN-2000 coordinate system; and 474 out of 559 communes have not yet built a cadastral database. This is very low compared to the national average.
The overall objective of the Project is to complete the construction of the database and develop and operate the land information system, in order to meet the requirements of state management of land; effectively serve land registration activities, issuance of land use right certificates; land acquisition and site clearance work... contributing to transparency of land information; meeting the increasingly high demands of socio- economic development, national defense, security and the goal of digital transformation in the field of natural resources and environment.

After listening to the opinions of the members of the Provincial Party Standing Committee contributing to the Project, in his concluding remarks, Provincial Party Secretary Do Trong Hung stated clearly: The development of the land database project for Thanh Hoa province is very necessary and extremely important. The Provincial Party Standing Committee basically agrees with the draft project and the submission from the Party Committee of the Provincial People's Committee, and requests the Party Committee to direct the Provincial People's Committee and relevant departments to incorporate the contributions made at the meeting, finalize the submission, and ensure consistency in content between the submission and the project.
To ensure the project is implemented effectively and becomes a living, green, and clean database, the Provincial Party Secretary suggested that the project needs to clearly define three key points: Firstly, strengthening the leadership of Party committees at all levels and promoting the supervisory role of the Vietnam Fatherland Front, socio -political organizations, and the people in building and monitoring the implementation of the land database.
Secondly, enhance the effectiveness and efficiency of state management of land, modernize public land service management, promote digital transformation in land management and use, and allocate resources appropriately to build and complete the land information system and database throughout the province on schedule; ensuring unified management, operation, connection, and information sharing from the province to the central government and to districts, towns, cities, communes, wards, and townships within the province.
Thirdly, focus investment resources on land resource investigation and assessment, land statistics and inventory, land use monitoring, land protection, improvement and restoration of land quality to strictly manage the quantity and quality of land, serving the purpose of land use planning and development, creating a basis for sustainable land use, and creating a favorable investment and business environment to attract investment and promote socio-economic development.
Based on the feedback received at the conference, Provincial Party Secretary Do Trong Hung requested the Provincial People's Committee to finalize the project proposal soon for implementation. He also suggested organizing a conference to disseminate the project's significance, objectives, and tasks to relevant departments and localities, ensuring unity in understanding and action, and focusing efforts to complete the project on schedule and achieve maximum efficiency.
