Combating IUU fishing, sustainable development of marine economy - Final article: Restructuring and protecting natural resources

The provinces of Thai Binh, Nam Dinh, and Ninh Binh have a connected coastline stretching nearly 150 km, with thousands of hectares of alluvial land and a large continental shelf. This is a great potential and advantage for developing the marine economy .

In parallel with the removal of the European Commission (EU)'s "yellow card", coastal provinces in the Southern Red River Delta are restructuring fisheries towards sustainable development, creating suitable livelihoods, and improving the quality of life for fishermen.

Restructuring the aquaculture and fisheries sector

Although there is only one coastal district, Kim Son, in recent years, Ninh Binh province has taken full advantage of this to develop aquaculture, bringing high income to the people. With a total aquaculture area of ​​nearly 5,000 hectares (of which up to 4,000 hectares are for saltwater and brackish water aquaculture), Kim Son district has identified saltwater and brackish water aquaculture in coastal alluvial areas as the focus of development.

According to the leaders of the district People's Committee, in order to develop aquaculture in a sustainable direction, Kim Son has actively promoted to people to develop intensive production models applying high technology such as: Using net houses to raise 3 crops/year; using microbial products to improve the farming environment; using aeration systems to increase the density of animals raised... These models all bring much higher economic efficiency than traditional extensive farming. Thanks to that, in 2023, the district's aquatic product output is estimated to reach over 36,000 tons, of which the aquaculture output is 31,331 tons, and the exploitation is 4,964 tons. Along with that, the production of clam seeds, oyster seeds, and green crabs is being invested in and developed by farmers in coastal communes, meeting the needs of neighboring provinces ( Nam Dinh , Thanh Hoa, Thai Binh, Quang Ninh). Currently, the whole region has 301 oyster and clam seed production farms.

With a coastline of over 52 km, Thai Binh has abundant seafood resources, with estimated reserves of about 26,000 tons, of which fish reserves are 24,000 - 25,000 tons, shrimp 600 - 1,000 tons, squid 700 - 800 tons. The output of fishing, aquaculture and seafood is about 18,000 tons/year. In addition, estuaries and coastal areas have great potential for aquaculture such as shrimp, crab, clams, mussels, etc. Currently, the area has built a dike around about 4,000 hectares of brackish and salty lagoons for aquaculture, of which the effective farming area is about 3,287 hectares.

According to the Department of Agriculture and Rural Development, taking advantage of these advantages, Thai Binh has developed aquaculture and seafood exploitation, creating livelihoods for people. The total aquaculture area of ​​the province is over 15,600 hectares, of which brackish water aquaculture is 3,550 hectares, salt water aquaculture is 3,169 hectares, and freshwater aquaculture is 8,939 hectares. In 2024, the province strives for aquaculture to grow by 3.2%, with an estimated production value of VND 6,132.6 billion; aquatic product output is estimated at 397 thousand tons, of which exploitation is estimated at 104 thousand tons and aquaculture is estimated at 193 thousand tons.

The aquaculture development orientation of Thai Binh is implemented in many forms, diversifying species with saltwater, brackish, and freshwater species of economic value suitable to the natural, economic, and social conditions of each region in the province, associated with restructuring the agricultural sector; at the same time, promoting investment in infrastructure construction for concentrated farming areas. For the field of aquatic exploitation, the province determines to re-adjust the structure of fishing vessels according to appropriate occupation groups and capacity groups, quickly reducing coastal exploitation, gradually increasing exploitation in the open sea and offshore areas. The province also encourages the development of fishing, gillnets, purse seines, squid traps, and logistics service vessels at sea; at the same time, limiting and quickly reducing coastal trawling vessels and occupations that affect natural resources.

Restructuring the aquaculture and fisheries sector is an inevitable direction to promote advantages and move towards sustainable development. With 72 km of coastline, up to now, the whole Nam Dinh province has established 22 cooperative groups and teams for fisheries exploitation. The structure of the fishing industry has shifted towards developing highly selective occupations that cause little harm to the environment and aquatic resources such as purse seine, line fishing, and trawling.

Nam Dinh province is focusing on developing fleets with a capacity of more than 300CV for offshore exploitation associated with fisheries logistics services, exploitation and product preservation. In the area, there are 2 fishing ports announced to open and put into use, including a type I fishing port (Ninh Co fishing port) and a type III fishing port (Thanh Vui fishing port) to ensure that ships and boats anchor, enter and exit to load and unload goods safely and access fisheries logistics services; fully comply with the inspection of fishing vessels before leaving and arriving at the port.

According to the National Program for the Protection and Development of Aquatic Resources to 2030 approved by the Government, patrolling, inspecting, controlling and managing aquatic resources are closely linked to sustainable fishing activities and combating IUU fishing. This shows that combating IUU fishing has become one of the core factors in the sustainable development of the fisheries sector in our country.

Mr. Tran Duc Viet, Deputy Director of the Department of Agriculture and Rural Development of Nam Dinh province, said that in the coming time, the Department and localities will continue to restructure the agricultural sector; focus on restructuring the fishing fleet at sea towards gradually reducing the number of nearshore fishing vessels; organize production according to association models such as teams, groups, unions, and cooperatives to improve offshore fishing capacity. At the same time, the Department and localities will invest in a communication system to ensure monitoring of fishing vessel activities, meeting the requirements of Vietnamese law and international conventions.

In addition, Nam Dinh also focuses on developing a fleet of logistics vessels for fishing according to the model of groups and teams, forming chains linking the supply of essential materials and purchasing seafood. The province improves the capacity of Ninh Co fishing port and storm shelters; mobilizes resources to invest in completing projects under construction and supplementing approved projects such as: Ninh Co estuary storm shelter, Nghia Hung district; Ha Lan estuary storm shelter, Giao Thuy district...

Promoting existing advantages, Thai Binh aims to become the leading agricultural production center in the Red River Delta, focusing on developing and modernizing the production of agricultural, forestry and fishery products; perfecting the value chain of agricultural production in the province. For sustainable development, the province strengthens the application of science and technology in aquaculture, exploitation and processing of aquatic products according to the value chain, meeting the requirements of domestic consumption and export on the basis of established programs and projects. Typical of these are the Program for protecting and developing aquatic resources for the period 2021-2025; the Program for developing marine aquaculture for the period 2022-2025, with a vision to 2030. The province resolutely implements solutions to combat IUU fishing.

Colonel Lam Manh Hoi, Deputy Commander and Chief of Staff of Thai Binh Provincial Border Guard, said that with the determination to join hands with the whole country to remove the "yellow card" of the European Commission on combating IUU fishing, the Party Committee and the Provincial Border Guard Command have issued resolutions, long-term plans, and a peak period of implementing solutions to end the situation of fishing vessels violating IUU fishing regulations in managed waters. In the coming time, the Border Guard force will increase patrols, inspections, and control of fishing vessel activities at sea and strictly handle fishing vessels with violations: Loss of connection, expired licenses, expired registrations still operating at sea, not completing transfer procedures when selling but still operating... At the same time, the Border Guard force will step up the work of grasping and assessing the situation and coordinating with competent agencies to conduct basic investigations with ship owners, captains, and suspects related to violations in fishing to promptly manage, remind, and deter; determined to work with the whole country to regain the "green card" for the fishing industry as soon as possible.

Mr. Tran Anh Dung, Permanent Vice Chairman of Nam Dinh Provincial People's Committee, shared that if the current outstanding problems are not thoroughly resolved, the Fisheries sector will not be able to remove the "yellow card" and if the "red card" is imposed, it will affect the lives and livelihoods of the people as well as socio-economic development. Therefore, the province requires heads of departments, branches and local authorities to focus on directing more closely, resolutely not allowing fishing vessels that do not meet the prescribed conditions to leave port, and strictly handle cases of intentional violations.

In October 2024, the European Commission (EC) will continue to inspect Vietnam for the fifth time in implementing recommendations on combating IUU fishing. This is a decisive inspection to determine whether the "yellow card" for Vietnamese seafood can be removed or not. Therefore, together with coastal localities across the country, the three southern coastal provinces of the Red River Delta are continuing to make efforts and focus on controlling fishing activities, contributing to the whole country's determination to regain the "green card" IUU with the goal of developing sustainable fisheries in the spirit of Directive No. 32-CT/TW dated April 10, 2024 of the Secretariat on strengthening the Party's leadership in combating IUU fishing and sustainable development of the fisheries sector.
