Deadline for completion of 3 segments of Ben Luc - Long Thanh expressway
There are 3 segments of the Ben Luc - Long Thanh Expressway Construction Investment Project invested by Vietnam Expressway Corporation, which must be completed from November 2024 to mid-January 2025.

The Ministry of Transport has just issued Official Dispatch No. 11657/BGTVT – CQLXD to the Vietnam Expressway Corporation (VEC) regarding the implementation of the Ben Luc – Long Thanh Expressway Construction Investment Project.
Accordingly, the Ministry of Transport requested VEC to proactively coordinate closely with agencies and units of Dong Nai province to completely resolve existing problems and obstacles in procedures for implementing additional site clearance for the National Highway 51 intersection so that the entire site can be handed over to the contractor for construction as soon as possible.
VEC is also required to resolutely direct contractors to focus financial resources, increase machinery, equipment, and human resources to urgently complete the remaining items of the Western packages (A1-1 and A2.2-4) and the Eastern packages (A6-4 and A6-5).
The Ministry of Transport directs VEC to closely coordinate with the investor and related units of Component Project 7 (section through Long An province) of the Ho Chi Minh City Ring Road 3 Project to complete construction items at the intersection with the Ho Chi Minh City - Trung Luong Expressway to put into operation the sections from the intersection with the Ho Chi Minh City - Trung Luong Expressway to National Highway 1 and the section from Phuoc An intersection to National Highway 51 in November 2024, the section from National Highway 1 to Nguyen Van Tao intersection before January 15, 2025.
Regarding some technical issues of packages J1, J2, J3, the Ministry of Transport requests VEC to urgently review and handle the remaining contents according to the opinions of the State Inspection Council on construction acceptance and the instructions of the Ministry of Transport; coordinate with relevant parties to review, evaluate, and select options to ensure economic-technical requirements and the life of the project; urgently complete procedures related to handling the K0 blocks of the approach bridges of packages J1 and J3; urgently implement the monitoring and evaluation of the pier caps of package J2.
For package J1, VEC will coordinate with relevant parties to urgently handle the contents related to procedures, techniques and costs of the package, especially the procedures for signing the contract extension appendix; continue to review and negotiate the remaining contents on the basis of ensuring harmony of interests, compliance with technical requirements, compliance with the provisions of the contract and relevant legal regulations; promptly implement the construction of the package to ensure the completion of the Project within the approved time.
VEC is also required to proactively and actively implement necessary procedures to resolve complaints from contractors (packages A1 and J3); complete procedures for settlement, liquidation, contract termination and issues arising from contract termination of packages A1, A2-2, A4, A6 to ensure the legitimate rights of investors, comply with contract provisions, legal provisions and relevant international treaties.
Previously, VEC sent a document to the Vietnam Road Administration requesting approval of a traffic organization plan to temporarily exploit some sections of the Ben Luc - Long Thanh Expressway Construction Investment Project.
According to VEC, the actual progress of some completed packages includes: the section from Trung Luong intersection to National Highway 1A intersection (3.4 km long) and the section from Phuoc An intersection to National Highway 51 intersection (6.1 km). These two sections are proposed to open to traffic in November 2024. The section from National Highway 1A intersection to Nguyen Van Tao intersection, 18.8 km long, is proposed to open to traffic in the first quarter of 2025.
It is known that the operation of these sections is very necessary to connect traffic between the Western region and the Southeast region, creating favorable conditions for the movement of people and goods.
