On April 25, according to a source from the People's Committee of Thua Thien - Hue province, this agency has just issued a document directing the resolution of the request of the Management Board of CT1 and CT2 buildings of Aranya apartment building (Xuan Phu ward, Hue city) regarding the enforcement of the apartment building maintenance fund account.
Specifically, Mr. Nguyen Van Phuong - Chairman of the People's Committee of Thua Thien - Hue province directed the Department of Construction of the province to advise on resolving the recommendations of the Management Board of CT1 and CT2 buildings of Aranya apartment building according to regulations and report to the Provincial People's Committee.
Previously, the Management Board of CT1 and CT2 buildings of Aranya apartment building sent a document to the People's Committee of Thua Thien - Hue province, the Department of Construction of the province and the People's Committee of Xuan Phu ward regarding the fact that Aranya Vietnam Joint Stock Company (investor of the Aranya Apartment social housing project) evaded the responsibility of warranty, handing over the maintenance fund and the management and operation of the two buildings CT1 and CT2 of Aranya apartment building.
According to the Management Board of CT1 and CT2 buildings of Aranya Apartment, on March 13, 2023, at the Office of the Department of Construction of Thua Thien - Hue province, a meeting was held chaired by the Department of Construction of Thua Thien - Hue to resolve the recommendations of the Management Board of CT1 and CT2 buildings of Aranya Apartment.

Based on the meeting, the Department of Construction of Thua Thien - Hue province issued conclusions and official dispatch No. 793/SXD-TTXD dated March 15, 2023 on resolving the reflections and recommendations of the Management Board of CT1 and CT2 buildings.
The Department of Construction of Thua Thien - Hue province requires Aranya Vietnam Joint Stock Company to fulfill its responsibility for the warranty of the apartment buildings CT1 and CT2. Specifically, it is necessary to fix the leaking roof, leaking exterior walls and toilets of some apartments, fix the clogged domestic wastewater system, and install a backup power system for the two buildings CT1 and CT2 according to the approved documents.
In addition, Aranya Vietnam Joint Stock Company must hand over the maintenance fund and management and operation work to the Management Board of CT1 and CT2 buildings of Aranya apartment building. The project investor must complete the above tasks before March 30, 2023.
Although the Department of Construction of Thua Thien - Hue has issued the above directive, up to now, Aranya Vietnam Joint Stock Company has not performed any work related to its obligations. The Management Board of CT1 and CT2 buildings has sent an official dispatch requesting and urging the investor to perform but has not received any response.
Representatives of the Management Board of CT1 and CT2 buildings of Aranya apartment building said that the above problems have been occurring for many years but have not been thoroughly resolved, causing residents to lose confidence, leading to prolonged disputes and complaints, challenging the spirit of the rule of law.
Therefore, the Management Board of CT1 and CT2 buildings of Aranya apartment building requests the People's Committee of Thua Thien - Hue province and relevant agencies to take drastic measures to direct Aranya Vietnam Joint Stock Company to fulfill its responsibilities at the Aranya apartment social housing project, in order to ensure the rights of residents living in the two buildings.
In particular, the Management Board of CT1 and CT2 buildings requested to enforce the apartment maintenance fund account that the investor refused to hand over to the Management Board.
Meanwhile, the leader of Aranya Vietnam Joint Stock Company said that the company's leaders held a meeting with the Management Board of CT1 and CT2 buildings of Aranya apartment building to resolve some of the recommendations of the Management Board of CT1 and CT2 buildings.
The leaders of Aranya Vietnam Joint Stock Company commented that the reflections of the Management Board of CT1 and CT2 buildings of Aranya apartment building "are not objective" and the Company is currently preparing a summary report to send to the Inspectorate of the Department of Construction of Thua Thien - Hue province regarding these reflections and recommendations.
