According to the bulletin of the National Center for Hydro-Meteorological Forecasting, from the night of July 9 to July 10, 2025, the mountainous and midland areas of the North are likely to experience moderate to heavy rain, and in some places very heavy rain, with rainfall ranging from 30mm to 70mm, and over 150mm in some places. From the evening and night of July 10 to July 12, the North will experience rainfall ranging from 70mm to 150mm, with over 300mm in some places, with a warning of the risk of heavy rainfall exceeding 150mm in 3 hours. Heavy rain can cause flooding in low-lying areas, urban areas, and industrial parks; flash floods on small rivers and streams; landslides in steep areas.
To proactively respond, the Ministry of Agriculture and Environment requests the People's Committees of provinces and cities to immediately implement the following contents:
Closely monitor forecasts and warnings about heavy rain, risks of floods, inundation, flash floods, and landslides; provide timely and complete information to local authorities and people for proactive prevention.
Deploy shock troops to inspect and review residential areas along rivers, streams, low-lying areas, areas at risk of flash floods and landslides; clear the flow at blocked locations; organize evacuation and move people to safety.
Organize forces to guard, control traffic, support and guide people and vehicles to travel safely, especially in culverts, spillways, deep flooded areas, fast-flowing water, landslide areas or areas at risk of landslides; resolutely not allow people and vehicles to circulate if safety is not ensured; arrange forces, materials and means to overcome incidents, ensure smooth traffic on main roads when heavy rain occurs.
Inspect and review key works and unfinished works; proactively deploy measures to ensure safety for industrial parks, urban areas, concentrated residential areas, mines and mineral exploitation areas.
Deploy measures to ensure safety of dikes, reservoirs and downstream areas; arrange permanent forces ready to operate, regulate and handle possible situations.
Prepare plans for flood control, protection of production, industrial parks, urban areas and concentrated residential areas.
Ensure rescue forces and means when required.
Direct local media agencies to increase information about heavy rain developments to help authorities and people proactively respond.
Carry out the duty seriously, regularly report to the Ministry of Agriculture and Environment (through the Department of Dike Management and Disaster Prevention and Control).
