The project to invest in construction and business of infrastructure of Vinh Thanh Industrial Park Phase 2, Can Tho City was approved by the Prime Minister in December 2024, located in Vinh Trinh commune (old Vinh Thanh district).
The project is invested by Thanh Binh Phu My Joint Stock Company, with a land use area of over 540 hectares; total investment of 7,850 billion VND. In February 2025, Can Tho City People's Committee granted the decision approving the investment policy and the investment registration certificate of the project.

The Management Board of Can Tho Export Processing and Industrial Zones said that the investor has signed a contract with a unit to prepare an environmental impact assessment report, expected to complete approval in July 2025. At the same time, it is coordinating with the City Land Fund Development Center to sign a compensation, support and resettlement contract. It is expected that by the end of July 2025, the work of preparing a feasibility study report and basic design of the project will be completed; expected to be submitted for appraisal in October 2025...
At the meeting, the representative of Thanh Binh Phu My Joint Stock Company proposed that the city should soon hand over the project boundary to implement related steps in the field. Speaking at the meeting, Chairman of Can Tho City People's Committee Tran Van Lau said that he had directed the Department of Home Affairs to promptly complete the Project Management Boards, Land Fund Development Centers and branches, and promptly establish compensation councils in localities to carry out the tasks. Mr. Lau requested relevant units and Vinh Trinh commune to promptly hand over the boundary markers for measurement, counting, and compensation pricing...
Regarding land prices, according to Mr. Lau, Can Tho City, Hau Giang and Soc Trang City before the merger had 3 separate land price lists, to create a new land price list for the new Can Tho City would take at least 6 months. Therefore, the City People's Committee proposes to submit to the City People's Council a resolution to continue implementing the land price list of the 3 old localities until the new land price list is issued. When there is a resolution from the People's Council (about 1 month from now), and there are technical standards, a consultant will be hired to determine land prices as a basis for site clearance.
Mr. Lau requested Vinh Trinh commune to re-propose the resettlement project (phase 2), the city will soon direct the project establishment policy. “To implement the project, site clearance must come first, to do that, there must be a resettlement area first, with announced land prices. It is necessary to survey and calculate large-scale resettlement areas, serving future projects, creating large residential areas to invest in infrastructure, including markets, schools, commercial services, etc., avoiding scattered and small-scale resettlement, which will be difficult later”, the Chairman of the People's Committee of Can Tho City emphasized.
At the meeting, the leaders of the Management Board of Can Tho Export Processing and Industrial Zones proposed that the City People's Committee direct the Department of Construction to advise the Ministry of Construction to soon complete the Thot Not Bypass Route to ensure traffic connection, effectively serving the operations of industrial parks in the area; upgrade existing roads (National Highway 80, National Highway 91...) to meet the needs of traffic and freight transport when the industrial park comes into operation.
In addition, the City Construction Investment Project Management Board urgently carried out procedures to prepare for investment in the Western Ring Road project (connecting National Highway 91 to National Highway 80). The City Land Fund Development Center urgently coordinated with the People's Committee of Vinh Trinh Commune and the investor to complete procedures related to compensation, support and resettlement, speeding up site clearance to serve project implementation.
