On April 20, at the national conference on accelerating progress and improving the quality of planning work for the 2021-2030 period, Chairman of Hanoi People's Committee Tran Sy Thanh and Vice Chairman of Ho Chi Minh City People's Committee Vo Van Hoan admitted their mistakes to the Prime Minister for delays in planning work.
Mr. Tran Sy Thanh said that in March 2022, the Prime Minister approved the planning task for Hanoi. However, up to this point, Hanoi has only completed the bidding step to establish the planning. "This is quite slow, Hanoi would like to apologize to the Prime Minister and the Government," said Mr. Tran Sy Thanh.
According to the Chairman of the Hanoi People's Committee, the reasons are both subjective and objective. In particular, the locality is still very confused about the investment capital source. The process of implementing public investment sources is too long, and if it is used as career capital, it is not allowed.
“Even Hanoi was confused for 6-7 months about the investment capital issue. This time we are determined to finish it in time. The Hanoi Party Committee is paying special attention and directing the work. We are determined to finish it by October,” said Mr. Thanh.
The Chairman of the Hanoi People's Committee said that the current process directly affects planning. Specifically, each concept and definition of planning in the 2017 Planning Law, the 2009 Urban Law and the 2014 Construction Law... are very different.
Regarding the application of the Law on Public Investment to bidding expenditure, Mr. Tran Sy Thanh said that after the Prime Minister approved the bidding plan to select consultants, the bidding process took several months. Meanwhile, the whole country only had a few units capable of doing consulting, leading to impacts on the progress and quality of planning work.
“This is also an administrative task. I hope the Prime Minister and the Government will issue a resolution to amend some articles to shorten the implementation time. Hanoi's recommendations are very specific and have been sent to the Ministry of Planning and Investment , presenting several issues related to quality as well as progress,” Mr. Thanh said.
In response to the above opinion, Deputy Prime Minister Tran Hong Ha requested Hanoi to soon implement the planning for the 2021-2030 period. If there are any difficulties, Hanoi can invite ministries and branches to resolve them.
“Resolution 61 of the National Assembly clearly states that Hanoi has full authority to designate units to participate in bidding for planning projects. Until now, Hanoi has not bid for planning, so it will certainly be delayed,” Mr. Tran Hong Ha emphasized.
From Ho Chi Minh City, Mr. Vo Van Hoan, Vice Chairman of the City People's Committee, also said that he is waiting for the results of the bidding and consultation to establish the city's planning. He also accepted responsibility for his delay compared to the set schedule.
"The city is trying to overcome all current difficulties to complete the draft planning of Ho Chi Minh City as soon as possible and try to submit it to the Prime Minister by the end of the year," said Mr. Hoan.
