According to President Vo Van Thuong, great solidarity must promote democracy and if solidarity does not have democracy, it is "going with the flow" solidarity. Where there is no democracy, there is no true solidarity.
On the morning of December 4, the Politburo and Secretariat held a national conference to study and disseminate the Resolution of the 8th Conference of the 13th Party Central Committee.
Attending the conference were members of the Politburo ; members of the Secretariat; members of the Central Committee; key officials of the Party Committee, government, Vietnam Fatherland Front, socio-political organizations and a large number of officials and Party members.
President Vo Van Thuong presented a special topic on Resolution 43 to continue promoting the tradition and strength of national solidarity, building our country to be increasingly prosperous and happy.

After 20 years of implementing Resolution 23/2003 of the 9th Central Committee, the basic goals and solutions set forth in the resolution have been fulfilled. According to the President, the issue of promoting the tradition and strength of national solidarity is a continuous and long-term issue, so there must be content, tasks and solutions for this issue in the new situation.
After 20 years of implementing Resolution 23, the Central Committee assessed that there are still some limitations, shortcomings and lessons. In practice, after 20 years of implementing Resolution 23 and nearly 40 years of implementing the renovation process, the world, regional and domestic situations have changed a lot.
The President analyzed that the perception of solidarity and great solidarity has many new elements, not only in Vietnam, but also in the region and the world.
"Between unity and division, it seems that unity will be stronger and develop. Disunity or worse, division will restrain development, even drag down the development of some countries," the President emphasized.
Unity without democracy is "conformist" unity.
Regarding the content of Resolution 43, the President said that the Party has fully, comprehensively, and systematically approached four viewpoints, affirming the position and role of great national unity.

The first viewpoint is that great national unity is a precious tradition and a consistent line and strategy of the Party. This is a great source of strength and a decisive factor for victory. The important foundation of great national unity is the alliance of the working class, the peasantry and the intelligentsia led by the Party; along with that is the close relationship between the Party and the people, the people's trust in the Party, the State and the regime. In addition, there is solidarity within the Party, solidarity between social classes, ethnic and religious communities, Vietnamese people at home and abroad, and between the Vietnamese people and peace-loving people in the world...
Uncle Ho said unity, unity, great unity, success, success, great success. The President said that if there is unity within the Party, there will be success. If there is unity within the Party, unity among the people, there will be greater success, and if there is unity within the Party, among the people and international unity, there will be greater unity and greater success.
Thus, the problem-posing of Resolution 43 has been broader, clarifying the connotation of great national unity.
The second viewpoint is to identify the common goal of the nation to promote the tradition and strength of national unity. The President shared that each person has a different way of thinking, even loving the country in their own way. But the most common point of all Vietnamese patriots is to build a prosperous and happy Vietnam, becoming a developed country with high income by 2045.

The third viewpoint, on the method to promote tradition and the strength of great solidarity, in Resolution 43 states that national solidarity must be associated with promoting socialist democracy, respecting, ensuring, and protecting human rights, civil rights, and the people's right to mastery in all areas of social life.
Analyzing this point of view, the President emphasized that if we want great unity, we must promote democracy. If we unite without democracy, it is "following the flow" unity. If we unite without listening to different opinions, it is "following the flow" unity.
"It is dangerous for the Party and the country for a lower-level cadre to choose what his superior thinks to say. A cadre who attends a collective leadership meeting but keeps thinking about this issue that the boss said, thinking about how to say something that will suit his will. That is one-way solidarity, solidarity in the same direction, solidarity based on cover-up, not listening to the truth. Solidarity must promote democracy. Where there is no democracy, there is no true solidarity," the President affirmed.
The President pointed out that there are still stories of meetings here and there, but it is not appropriate to see them as frank, sincere, listening, analyzing, and dissecting issues, but to only ask the boss what he thinks about the matter in order to make a statement that fits the boss's ideas.
Fourth viewpoint, great unity is the cause of all people, the responsibility of the Party and the entire political system. In which, the Party plays the most important role. The Vietnam Fatherland Front and socio-political organizations play the core role in gathering, uniting, and strongly promoting all resources, potentials, and creativity of the people.
