The report of the Steering Committee for the Opening Ceremony said that as of October 14, 93 delegations led by senior leaders and leaders of ministries and sectors of various countries confirmed their attendance at the event, along with more than 1,000 delegates and the press.
The Ministry of Public Security and the Ministry of Foreign Affairs have closely coordinated with the United Nations Office on Drugs and Crime (UNODC) to develop the program for the signing ceremony, as well as side events including 8 high-level side events, high-level discussions chaired by leaders of relevant ministries and sectors of Vietnam and UNODC; 38 workshops, professional discussions and more than 20 exhibition booths.

Concluding the meeting, the President emphasized that Vietnam will host the signing ceremony of the Hanoi Convention, which will be attended by the UN Secretary General and many leaders of countries around the world. This is an important milestone as it is the first time Vietnam has hosted the signing of a UN convention, in the current context where the issue of combating cybercrime is of particular concern.

The President affirmed that chairing the signing ceremony is proof that Vietnam is a very responsible host country; a friend, a reliable partner, an active and responsible member of the international community; ready to contribute to world peace, stability and development; and comply with the United Nations Charter and international law.
After listening to the report on the preparation work, as well as the recommendations and proposals, the President highly appreciated the proactiveness, sense of responsibility and positivity of the host agencies, the Ministry of Public Security, the Ministry of Foreign Affairs and relevant agencies and units in the process of implementing the work, which has so far basically completed the preparation stages for this important event.
In order for the signing ceremony to meet the highest requirements, the President noted that the relevant agencies should review the coordination within each ministry and between ministries and Hanoi city, ensuring strictness in the script, content, plan, progress and quality of implementation.
Along with that, carefully evaluate the prepared content from the technical, content, reception, and security stages; consider any difficulties and problems that need to be resolved and removed, ensuring thoughtful organization, quality, and absolute safety.
Due to the limited time, the President requested the host units to actively and proactively carry out the assigned tasks, ensure the right progress, promptly resolve any arising problems so that the signing ceremony can take place successfully and through the event, it will also be an opportunity for international friends to feel the friendly and hospitable country and people of Vietnam.
