National Assembly Chairman Tran Thanh Man meets voters before the 10th Session

Voters appreciate the substantive and effective innovations of the National Assembly.

At the Conference, Deputy Head of the National Assembly Delegation of Can Tho City Le Thi Thanh Lam reported a summary of the expected content of the program of the 10th Session of the 15th National Assembly; Reported on the activities of the National Assembly Delegation of the City since the 9th Session of the 15th National Assembly to date; and announced the results of responding to voters' opinions and recommendations.

Accordingly, the 10th session of the 15th National Assembly will open on October 20, 2025 and is expected to close on the morning of December 12, 2025. The National Assembly will be held in the form of a single meeting at the National Assembly House.

Regarding constitutional and legislative work, at this session, the National Assembly will consider and pass nearly 50 laws and resolutions.

The National Assembly considers and decides on socio -economic issues, the state budget, supervision and other important issues. Specifically, the National Assembly considers and decides on socio-economic issues, the state budget; reviews the results of the 5-year summary of the implementation of the National Assembly's resolutions on approving investment policies for the National Target Programs for the 2021-2025 period; reviews reports on judicial work, anti-corruption, crime and law violation prevention, and the results of supervision of the settlement of voters' petitions, citizen reception, handling of petitions and letters, and settlement of citizens' complaints and denunciations.

At the 10th Session, the National Assembly discussed the draft Report on the work of the 15th National Assembly; reviewed the work reports for the 2021-2026 term of: the President, the Government, the National Assembly Standing Committee, the Ethnic Council, the National Assembly Committees, the Supreme People's Court, the Supreme People's Procuracy, the State Audit; reviewed and approved the Resolution on summarizing the work for the 2021-2026 term; discussed and commented on the draft documents to be submitted to the 14th National Congress of the Party; reviewed and decided on personnel work under its authority...

Voters expressed their joy and appreciation for the substantive and effective innovations of the National Assembly in recent times. The National Assembly has increasingly promoted its role as the highest representative body of the people, the highest State power body, and issued many very important decisions in building institutions to promote the country's socio-economic development. Voters hope that the National Assembly will continue to propose new important decisions at the upcoming 10th Session, in order to soon complete the legal system, promote the country's socio-economic development, and improve people's lives.

Expressing high consensus and agreement with the Party's policies, especially the new resolutions issued by the Politburo related to science and technology development, international integration, law making and enforcement, private economic development, etc., voter Nguyen Vinh Tho (Tan Hoa commune) proposed that the National Assembly continue to issue policies to promote sustainable development, improve people's lives, especially in remote and isolated areas, so that "no one is left behind" in the development process.

Voter Dang Phuoc Loc (Truong Long Tay commune) proposed that the National Assembly and the Government have solutions to control electricity prices reasonably, increase transparency in the electricity price mechanism; regularly inspect and monitor and publicize the results for people to monitor. Voters also proposed that the National Assembly and the Government have solutions to manage the gold market, narrow the gap, and avoid gold speculation.

Voter Huynh Van Nhin (Truong Long Tay commune) proposed that city leaders pay attention to directing and have a plan to appropriately arrange the staffing of commune-level civil servants, especially the staffing of civil servants directly serving the activities of the People's Council of the commune.

Continue to remove difficulties for investors, resolve backlog projects

Appreciating the voters' valid opinions, National Assembly Chairman Tran Thanh Man emphasized that these are valuable suggestions for the city, the Government, ministries and branches in managing, directing and operating the socio-economy, ensuring national defense and security.

The National Assembly Chairman said that the 10th session is the last session of the 15th National Assembly term with an especially large and important workload, surpassing the historic 9th session in terms of legislative volume; it is expected to pass nearly 50 laws and resolutions.

Informing voters about the country's socio-economic situation, the National Assembly Chairman said that our country maintained stability and development in the first 9 months of 2025. Accordingly, GDP growth increased by 7.84%; the third quarter is estimated at about 8.2%. After 40 years of Doi Moi, the economic scale reached about 510 billion USD, ranking 32nd in the world; average income per capita is about 5,000 USD. The macro economy is stable, ensuring social security for the people. In addition, national defense and security are ensured. Foreign affairs and international integration are promoted; prestige and position in the international arena are enhanced. Attention is paid to the work of building the political system; the work of preventing corruption, waste, and negativity is promoted, with no forbidden areas.

The National Assembly Chairman affirmed that this result contributed to consolidating and strengthening the people's trust in the Party and the State. Recalling the heroic and exciting atmosphere during the 80th anniversary of the successful August Revolution and National Day on September 2, the 50th anniversary of the Liberation of the South and National Reunification, the image of people lying on mats on the streets all night to wait to watch the parade, the National Assembly Chairman emphasized that this is a vivid demonstration of the patriotism and trust of the people. The strength lies in the people, if the people support, the revolutionary cause will be successful.

Congratulating the city on successfully organizing the 1st Congress of Can Tho City Party Committee, term 2025 - 2030, reorganizing administrative units; acknowledging the positive socio-economic results that the city has achieved in the past 9 months, the National Assembly Chairman also pointed out a number of limitations that the city needs to pay attention to and have solutions to overcome. Specifically, economic growth has not yet reached the set scenario (scenario 9.03%; implementation 7.39%); compared to other centrally-run cities, it is still low (such as: Hai Phong increased by 11.59%; Hue 9.06%; Da Nang 9.83%...). The National Assembly Chairman asked the city to make more efforts to achieve the set goals and have solutions to attract "eagle" enterprises to invest.

Regarding the tasks in the coming time, the National Assembly Chairman suggested that the city resolutely implement the spirit of the 13th Conference of the 13th Party Central Committee, especially the directions of General Secretary To Lam at the Conference, to promote socio-economic development, achieve the set goals, towards the double-digit growth target for the period 2026 - 2030, contributing to the realization of the goal that by 2030, the 100th anniversary of the Party's founding, our country will become an upper-middle-income country; by 2045, the 100th anniversary of the country's founding, Vietnam will be a high-income country.

Informing that the Politburo has issued Resolution No. 59-NQ/TW on building and developing Can Tho city until 2030, with a vision to 2045; the National Assembly also issued Resolution No. 45/2022/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Can Tho city, the National Assembly Chairman requested that Can Tho needs to effectively implement these resolutions, continue to remove difficulties for investors, resolve backlog projects, focus on disbursing public investment capital, and create favorable conditions for businesses.

At the same time, the city has a plan to resolutely and effectively implement important resolutions of the Politburo (Resolutions No. 57, 59, 66, 68, 70, 71, 72); in which special attention is paid to the fields of education, science, and health to care for the people.

The National Assembly Chairman noted that, in addition to promoting economic development, the city needs to pay attention to the fields of culture, society, education, people's health care, improve the quality of commune-level health facilities (ensuring medical staff and equipment); solve employment problems, and prevent unemployment among young people in rural and urban areas...

Along with that, the city focuses on building local apparatus; appropriately arranging staff and civil servants; promoting digital transformation, applying artificial intelligence (AI) in performing assigned tasks.

Responding to voters' opinions and recommendations, the National Assembly Chairman emphasized that the goal of the Party and State is to care for people's lives; perfect the legal system, and remove institutional bottlenecks. The National Assembly Chairman affirmed that the National Assembly will amend and supplement the remaining legal issues presented by the Government, contributing to perfecting the legal system and promoting socio-economic development. Strengthening decentralization and delegation of power to localities according to the motto "locality decides, locality does, locality is responsible"; the Central Government, the National Assembly, and the Government play a supervisory and creative role;

Regarding the issue of electricity prices, the National Assembly Chairman said that on August 20, 2025, the Politburo issued Resolution 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045, which clearly stated the construction of a synchronous, competitive, transparent energy market, applying market prices, and not cross-subsidizing between customer groups. In the coming time, the National Assembly will specify this content; continue to remove mechanisms for energy and solar power projects.

Regarding the settlement of policies for officials, the National Assembly Chairman stated: The Politburo has directed the Government to resolve arising problems related to this issue.

Focus on investing in Lung Ngoc Hoang Nature Reserve

On the morning of October 10, National Assembly Chairman Tran Thanh Man and National Assembly deputies of Can Tho city inspected Lung Ngoc Hoang Nature Reserve in Phuong Binh commune, Can Tho city. The reserve not only has special ecological value, plays an important role in preserving indigenous, endemic, and rare species of the Mekong Delta region, but is also associated with the history and heroic tradition of revolutionary struggle, and is a revolutionary base area.

National Assembly Chairman Tran Thanh Man hopes that city leaders will pay attention and focus on investment to turn Lung Ngoc Hoang Nature Reserve into an eco-tourism area, contributing to promoting socio-economic development and creating jobs for people; at the same time, calling on investors to pay attention and invest in the Reserve.

With advantages in transportation systems such as airports and highways, the National Assembly Chairman noted that the city needs to promote the cultural characteristics of the river region, turning potential into advantages to develop the tourism sector, which is a highlight of the Mekong Delta. In particular, the city focuses on absolutely protecting the ecosystem, environment and landscape here.
