The content of the telegram stated: In the recent past, many large-scale heavy rains have caused flooding, landslides, dike slope collapses and a number of incidents related to dikes and irrigation works. The People's Committees of communes, wards and irrigation works exploitation companies have had to mobilize large resources to temporarily handle the incidents to ensure the safety of the works system.
Hoa Binh Lake is currently opening the third bottom spillway, the water level of some rivers in the province is high, when combined with heavy rain, there is a risk of continued incidents of dikes, embankments, culverts, landslides, flash floods and incidents to irrigation works.

According to information from the National Center for Hydro-Meteorological Forecasting, at 1:00 p.m. on July 18, the center of storm Wipha was located at about 18.3 degrees North latitude; 123.5 degrees East longitude, in the sea northeast of Luzon Island (Philippines). The strongest wind near the center of the storm was level 8, level 9 (62-88 km/h), gusting to level 11, moving northwest at a speed of about 30 km/h.

The Steering Committee for Natural Disaster Prevention, Control and Search and Rescue of communes and wards closely monitors warning bulletins, forecasts and developments of weather and natural disasters to promptly notify and guide authorities at all levels and the People to proactively prevent, avoid, respond to and overcome the consequences of natural disasters and incidents.
Direct the review and have plans to ensure the safety of dikes, traffic, irrigation works, houses, warehouses, headquarters, public works, industrial parks, factories, enterprises; areas with high-rise buildings, columns, signs, areas with construction works under construction and incidents that have occurred in the recent past. Proactively prepare to deploy plans and solutions to respond to natural disasters according to the "4 on-site" motto. Proactively review the harvest of rice and vegetables, have plans to protect agricultural production; prevent flooding for industrial parks. Pay attention to plans to prevent urban flooding; brace, prune, and clear trees at risk of breaking or falling.
The Chairman of the Provincial People's Committee requested the People's Committees of communes and wards at high risk of flash floods and landslides to promptly inform the People to proactively evacuate people and property in residential areas along rivers and streams, areas with landslides, river banks, and residential areas in dangerous areas to safe places. Arrange forces and means in key vulnerable areas, drainage systems in industrial parks, urban areas and residential areas, ready to promptly handle arising situations.
Request the provincial media agencies to regularly update the developments of storms, rain and flooding situations; increase the amount of news coverage on mass media.
Agencies and units, based on their functions and tasks, organize 24/7 duty, regularly update information, and promptly report to the Department of Agriculture and Environment (Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Control and Search and Rescue) for synthesis and advice on direction and operation.
