(HBĐT) - On October 19, at the Provincial Citizen Reception Office (TCD), Comrade Bui Van Khanh, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the regular TCD meeting in October 2023. Also participating were representatives of leaders of functional departments, branches, Hoa Binh City and members of the Provincial TCD Advisory Council.

There were 10 groups of citizens who came to the provincial TCD headquarters to submit petitions and complaints. Among them, there was a large group from Luong Son district. Through classification, none of the citizen groups were qualified for the Chairman of the Provincial People's Committee to receive and work with.
Reporting to the Chairman of the Provincial People's Committee on a number of contents related to the work of the People's Committee and the settlement of petitions, reflections and complaints of the Chairmen of the People's Committees of districts and cities assigned by the Chairman of the Provincial People's Committee in the September 2023 period, the Provincial People's Committee has transferred the petitions according to its authority, requesting the Chairmen of the People's Committees of districts and cities to resolve them within the prescribed time and with a high sense of responsibility.
Leaders of departments and branches reported on the results of handling petitions and letters, the contents of the work implemented related to the direction of handling petitions and complaints of citizens at the September TCD session related to issues of land disputes; complaints and denunciations about State management of land; related to citizens' rights; land allocation beyond authority... in Hoa Binh city, Luong Son district and proposed solutions related to cases of petitions that have been prolonged and exceeded the authority of citizens in accordance with legal procedures.
In his concluding remarks, the Chairman of the Provincial People's Committee requested: In order for the TCD work to achieve good results, relevant agencies and units need to listen to the opinions and aspirations of the people. Proactively dialogue, mobilize, and persuade citizens to thoroughly resolve and remove complaints and grievances of the people; strictly implement decisions on handling complaints and denunciations that have come into legal effect; regularly review and focus on promptly and thoroughly resolving complicated and prolonged complaints and denunciations; focus on implementing publicity and transparency in activities, especially in areas prone to complaints and denunciations. Localities in the process of handling complaints and denunciations of citizens, especially for prolonged complaints and denunciations, need to carefully study the documents, legal procedures, and regulations to resolve them on the basis of ensuring correct and complete compliance with legal provisions in order to thoroughly, reasonably and appropriately resolve cases of complaints and recommendations of citizens. For complaints and reflections beyond their authority, departments, branches and the Provincial People's Committee need to have full and specific instructions for people to send petitions to the right competent authority for settlement, avoiding the situation of petitions going beyond the authority, affecting the work of receiving and resolving people's complaints. The Department of Natural Resources and Environment is assigned to coordinate with Hoa Binh City and Luong Son District to completely resolve cases related to the land sector in the area.
For petitions that do not meet the conditions for the Chairman of the Provincial People's Committee to receive, consider and resolve at the meeting, he assigned the Provincial Committee to receive, guide citizens and synthesize reports to the Chairman of the Provincial People's Committee for consideration and handling according to the provisions of law.
