The Central Council for Coordinating Legal Dissemination and Education (PBGDPL) has just issued Official Dispatch No. 4302/HDPH-PB&TG requesting ministries, agencies, and organizations at the central and local levels to thoroughly grasp and organize communication of the contents of Resolution No. 206/2025/QH15 of the National Assembly, especially for cadres and civil servants advising on law making.
The document stated: On June 24, 2025, at the 9th Session, the 15th National Assembly passed Resolution No. 206/2025/QH15 on a special mechanism to handle difficulties and obstacles caused by legal regulations. The promulgation of the Resolution is a breakthrough in the work of perfecting institutions to remove "bottlenecks" caused by legal regulations that hinder, block, and obstruct socio-economic development, thereby mobilizing resources to promote socio -economic development.
To effectively implement Resolution No. 206/2025/QH15, the Central Coordination Council for Legal Dissemination recommends that ministries, agencies, and organizations at the central level and provincial Coordination Councils for Legal Dissemination pay attention to disseminating, informing, and communicating the basic contents of the Resolution, focusing on 3 options to handle difficulties and problems caused by legal provisions, including: Explaining laws, resolutions of the National Assembly, ordinances, and resolutions of the National Assembly Standing Committee according to the provisions of Article 60 of the Law on Promulgation of Legal Documents; providing guidance on the application of legal documents according to the provisions of Article 61 of the Law on Promulgation of Legal Documents.
Promulgate legal documents according to simplified procedures to regulate new issues, amend, supplement or replace current regulations according to the provisions of the Law on Promulgation of Legal Documents.
Issue resolutions of the Government and resolutions of the National Assembly Standing Committee to adjust the provisions of laws and resolutions of the National Assembly according to the provisions of Clauses 2 and 3, Article 4 of Resolution No. 206/2025/QH15 during the period when laws and resolutions of the National Assembly have not been amended, supplemented or replaced.
In particular, the Resolution stipulates that the Government is allowed to issue legal normative resolutions to adjust a number of relevant provisions in laws and resolutions of the National Assembly, which is a special mechanism, different from the provisions of the Law on Promulgation of Legal Normative Documents. The drafting and promulgation of a Government resolution in this case must comply with the procedures prescribed in Resolution No. 206/2025/QH15 and must be reported to the Standing Committee of the National Assembly and the National Assembly at the nearest meeting or session; the resolution issued in this case is only effective until February 28, 2027.
On that basis, ministries, agencies and organizations at the central and local levels proactively choose appropriate forms of dissemination, information and communication, focusing on the application of information technology, digital transformation, and flexibly combining communication on mass media and direct communication to widely disseminate the content of the Resolution.
The Ministry of Justice has developed an Infographic introducing the basic contents of Resolution No. 206/2025/QH15 and posted it on the Resolution 66 section of the National Law Portal (address: https://phapluat.gov.vn) for ministries, agencies, and organizations at the central and local levels to refer to, exploit, and use.
