Get opinions from relevant ministries and branches before bidding
On January 9, according to the progress report of Phan Thiet airport (new name is Phan Thiet Airport) conducted by Binh Thuan Department of Transport, the bidding procedure for the BOT project of the civil terminal of this airport has not been completed yet.
Due to the change of new investors for the BOT civil project, the Phan Thiet airport project must adjust its investment policy.
Before bidding for the BOT project, the People's Committee of Binh Thuan province directed the Department of Transport, the Department of Planning and Investment and specialized agencies to coordinate with design and consulting units... to adjust some contents in the investment policy as required, then submit it to the Interdisciplinary Appraisal Council (ministerial level) for appraisal, before submitting it to the Prime Minister for approval.
Currently, the Department of Transport and the consulting unit have completed this adjustment and are preparing to submit it to the Interdisciplinary Appraisal Council.
Phan Thiet Airport has military construction items completed on schedule by the Ministry of National Defense .
Regarding the scale of the Phan Thiet airport BOT project, the consulting unit chose the option of a civil aircraft parking lot that can accommodate 6 aircraft (area of more than 93,721 m2 ). In phase 1, the passenger terminal can accommodate 2.6 million passengers/year (area of 16,185 m2 ) and the car parking lot in front of the terminal has an area of 13,677 m2 .
However, there is another problem that according to the specialized agency, according to the Law on Management and Use of Public Assets, assets constructed by the Ministry of National Defense such as airport areas (shared by the military and civilians), runways, taxiways, signal systems, etc. (invested by the Ministry of National Defense) cannot be used for business purposes, lease or joint ventures.

The consulting unit proposed that the People's Committee of Binh Thuan province submit to the ministries and branches for comments to submit to the competent authority for consideration and decision on the shared use of the project (because this is a dual-use airport for both military and civilian purposes).
Regarding the application of domestic open bidding to select contractors with experience and capacity to construct items of the Phan Thiet airport BOT project, the specialized agency has advised the People's Committee of Binh Thuan province to consult with relevant ministries and branches before open bidding to ensure compliance with legal regulations.

Urgent handover of site to the Ministry of Defense
Meanwhile, the Department of Transport also advised the People's Committee of Binh Thuan province to direct the localities: Phan Thiet City, Ham Thuan Bac District and related departments and units to quickly complete the relocation of the 220kV power line; hand over the complete site, including procedures for converting forest land to artillery positions of the Air Defense Service, in January 2024. Up to now, only the People's Committee of Bac Binh District has completed all procedures and fully handed over the site to military units for construction.
Phan Thiet Airport has been identified by the People's Committee of Binh Thuan province as a key project, of great significance among the province's major projects in 2024. However, due to the change of BOT investor and adjustment of investment policy (from level 4C airport to level 4E), the progress has been delayed. Currently, the items invested by the Ministry of National Defense have basically completed construction on schedule, but the BOT items are not on schedule and the process of implementing procedures is still very slow.
