Preparing a plan to increase regional minimum wages in 2025

DNVN - The Ministry of Labor, War Invalids and Social Affairs has requested localities to update the areas where the minimum wage is applied in order to prepare a plan to propose to the Government to adjust the regional minimum wage in 2025.

The Ministry of Labor, War Invalids and Social Affairs has just sent a document to the People's Committees of provinces and centrally-run cities, requesting labor management agencies to coordinate with relevant departments and branches to review the areas where the minimum wage is applied.

According to the Ministry, on June 30, 2024, the Government issued Decree 74/2024/ND-CP stipulating the minimum wage for contract workers, divided into 4 regions based on district-level administrative areas. However, many provinces and cities have adjusted district-level administrative boundaries (renaming, newly establishing, merging, dissolving) according to resolutions of the National Assembly Standing Committee in recent times.

Workers want to increase regional minimum wages to improve their living standards.

Therefore, in preparation for adjusting the minimum wage according to Article 91 of the Labor Code, the Ministry recommends that localities review and update the names of areas applying the minimum wage, especially district-level administrative units that have changed from July 1, 2024 to present, and at the same time evaluate and propose zoning adjustments if necessary.

In case of proposed zoning changes, the local labor management agency needs to coordinate with the Export Processing Zone and Industrial Park Management Board, the Provincial Labor Federation, the Provincial Branch of the Vietnam Federation of Commerce and Industry , professional associations, investors and enterprises to reach a consensus in writing, then report to the Provincial People's Committee to send to the Ministry.

Currently, according to Decree 74/2024/ND-CP, the minimum wage from July 1, 2024 will increase by 6%, with region I being 4.96 million VND/month (23,800 VND/hour), region II being 4.41 million VND/month (21,200 VND/hour), region III being 3.86 million VND/month (18,600 VND/hour), and region IV being 3.45 million VND/month (16,600 VND/hour).

To prepare for the minimum wage adjustment in 2025, the Ministry surveyed wages and labor at 3,400 enterprises with 6,800 workers in 18 provinces and cities in 2024. The results will be used to announce the average market wage, supporting businesses and workers as a basis for wage negotiations.
