(BLC) - Implementing the Party and State's policy on amnesty, in recent years, thousands of prisoners have been released from prison before their term and returned to the community. However, many people have encountered difficulties due to guilt and difficulty reintegrating into the community. Helping those who have made mistakes to rebuild their lives has received special attention from all levels, sectors and functional forces in the whole province. Thereby, creating favorable conditions for those who have completed their prison sentences to stabilize their lives, contributing to maintaining order and social security in the locality.
After completing his sentence and returning to his hometown, Mr. Lu A Sy, in Then Thau village, Ban Lang commune, Phong Tho district, still had many inferiority complexes and feelings of guilt about his actions. With the encouragement of his family, especially the district police force, the commune coordinated with mass organizations to regularly visit his house, help, and create conditions for his family to borrow capital to invest in solid barns for raising chickens, ducks, and fish ponds. From there, it helped him gain more confidence in life, determined to rebuild his life.
Similar to Mr. Sy, Ms. Vang Thi Xuong, in Vang Bau village, Muong So commune, returned to her hometown after serving a prison sentence and also encountered many difficulties. Understanding that situation, the local Party Committee, government and the District Police proposed to support her family with capital to develop livestock farming and grow fruit trees to earn more income and stabilize their lives.
These are just 2 of 230 cases of people who have completed their prison sentences and have been helped to reintegrate into the community in Phong Tho district. It is known that in order to effectively carry out the work of receiving, managing,educating and creating conditions to help people serving criminal sentences in the community, and those who have completed their prison sentences and returned to their locality to quickly reintegrate into the community, Phong Tho district police regularly visit the grassroots to ask questions, grasp their thoughts and aspirations and encourage them to overcome their inferiority complex and rebuild their lives.

In addition, Phong Tho District Police also coordinates with agencies and organizations to disseminate basic knowledge such as: rights and obligations of people who have completed their prison sentences, job search skills and community integration; harmful effects of drugs, ways to prevent drug addiction relapse, prevent HIV-AIDS infection; some basic contents of the Law on Residence, the Law on Road Traffic... From there, guide them to comply with the law, the civic obligations of those who have made mistakes; promptly detect, prevent and handle violations of the law. At the same time, effectively implement the model of "Supporting and helping people who have completed their prison sentences to stabilize their lives and integrate into the community".
We learned that from 2020 to now, the whole province has 2,363 people who have completed their prison sentences and returned to their localities. Most of those who have made mistakes and returned to their localities have difficulty finding jobs. To help them quickly reintegrate into the community, after receiving people who have completed their prison sentences, the Provincial Police advise the Party committees, authorities, departments, branches, organizations, and localities to implement management measures and help them find suitable jobs to quickly reintegrate into the community.
Police forces at all levels prepare records, provide legal advice, and guide the implementation of procedures for residence and issuance of citizen identification cards. At the end of the community management period, communes, wards, and towns organize assessments and meetings to consider the implementation of criminal record deletion procedures for eligible people according to the provisions of law and the Ministry of Public Security.

Coordinate with the Center for Legal Advice and Legal Aid - Provincial Lawyers Association to organize propaganda and legal advice for people who have just completed their prison sentences in the province. The propaganda content includes: the basic content of Decree 49/2020/ND-CP dated April 17, 2020 of the Government detailing the implementation of the Law on Execution of Criminal Judgments on community reintegration for people who have completed their prison sentences; dissemination of laws, life skills, legal aid, legal advice and answering some questions for people who have completed their prison sentences in the locality. On that basis, help people who have made mistakes to overcome difficulties and obstacles in ideology, eliminate inferiority complex, create favorable psychological conditions for them to feel secure and strive to reintegrate into the community.
Helping people who have made mistakes is a deeply humane activity, helping people who have made mistakes not only develop their economy, stabilize their lives, become useful people for their families and society, contribute to crime prevention, but also be an example for people with past mistakes to strive to reintegrate into the community.
