Join hands to build effective agricultural policies

(Chinhphu.vn) - Today (September 23), the Congress of Delegates of the Vietnam General Association of Agriculture and Rural Development for the third term (2025-2030) continued to elect Mr. Ho Xuan Hung as Chairman of the General Association.

During the 2019 - 2025 term, the General Association has become a social criticism channel contributing comments to many drafts of important documents such as the revised Land Law, Decree 57/2018/ND-CP on "mechanisms and policies to encourage enterprises to invest in agriculture and rural areas", specialized projects on rice, fertilizers, agricultural extension, accompanying the Ministry of Agriculture and Environment , Ministry of Finance, Ministry of Science and Technology... contributing comments to 12 important legal documents, participating in the development of major programs and projects...

The General Association has implemented the Vietnam Agricultural Gold Brand program; organized the Vietnam - Israel, Korea Green Agriculture Forum; completed the national project "Research on new rural culture development for the period 2021 - 2025"; organized 4 training courses with nearly 200 students in many regions; built nearly 600 rural bridges with a total value of more than 600 billion VND; signed with KOVECA (Korea), organized the Israel - Vietnam workshop, participated in the East Asia 0 ASEAN network...

Professor Nguyen Tuan Anh, Permanent Vice President of the Vietnam General Association of Agriculture and Rural Development, said that in the 2025-2030 term, the Vietnam General Association of Agriculture and Rural Development will continue to accompany the Government and the Ministry of Agriculture and Environment in restructuring the agricultural sector, building new rural areas, developing green agriculture, circulation and digital transformation; closely following the four pillars of national development: Science - technology , institutions, green agriculture and international integration.

Accordingly, in the new term, the General Assembly will focus on 5 key tasks. In particular, the General Assembly will strengthen consultation and criticism of policies on agricultural and rural development and farmers' lives; participate in giving opinions on new legal documents related to land, credit, and agricultural extension; propose piloting specific policy models for disadvantaged, border, and island areas; participate in consulting on building support mechanisms for innovation, OCOP product brands, and encouraging private investment.

In addition, continue to promote the construction of circular, organic, climate change-adaptive agricultural models; advise on the formation of green raw material areas, connect sustainable value chains, trace the origin and build national agricultural product brands; promote the application of smart farming models, ecological agriculture, and climate change adaptation in disadvantaged areas; advise on the construction of green livelihood models, promote social enterprises and community cooperatives.

In particular, the General Association promotes research and technology transfer in agricultural production; participates in reviewing scientific projects; builds an ecosystem of green agricultural innovation with the connection of research institutes, universities and enterprises. At the same time, develops an innovation data platform, expands cooperation with FAO, ASEAN and Korean and Israeli enterprises in high-tech agriculture. The General Association also promotes cooperation in training, research, and trade promotion of agricultural products, and participates in international networks on innovation, green technology and circular agriculture.

However, in order to effectively perform its functions and tasks in the coming term, the General Assembly proposed that the National Assembly soon promulgate the Law on Professional Associations to create a stable and unified legal corridor for association organizations to operate long-term and effectively; proposed that the Government and relevant ministries and branches continue to have policies to encourage and promote the development of green agriculture, organic agriculture, circular agriculture and digital economy; proposed that the Ministry of Agriculture and Environment create conditions for the General Assembly to participate more deeply in the development and implementation of major programs, policies and projects on agriculture, rural areas and farmers.

Within the framework of the event, the Vietnam General Association of Agriculture and Rural Development announced the establishment of the Vietnam Green Agriculture Innovation Network (VinGa) - a voluntary organization with the orientation of becoming a connecting bridge, a platform for sharing knowledge, technology and policy consultation on green agriculture nationwide and internationally.
