Join hands to build a civilized and modern capital

The capital Hanoi has been and is being built to become more and more civilized and modern, worthy of being the "heart" and the political , cultural and economic center of the whole country. With the desire for Hanoi to have more comprehensive and stronger development steps, on the occasion of the 70th anniversary of the Liberation of the Capital (October 10, 1954 / October 10, 2024), the People's Army Newspaper would like to introduce some opinions of readers.

Dr., architect DAO NGOC NGHIEM, Vice President of the Vietnam Urban Development Planning Association, former Director of the Hanoi Department of Planning and Architecture: Creating high-quality planning for the Capital Over the past 70 years, the planning work of the Capital has always received special attention from the Party, the State and the whole society. The results of the planning work are generally assessed as positive and scientific . However, some plans and projects have not been established synchronously, so there is a phenomenon of urban development being scattered and spread out. It is clear that many new urban area projects are slow to be implemented; urban space is not in harmony between new development and renovation, embellishment, preservation and promotion of urban heritage values; inadequacies in management, appraisal and implementation of planning are not synchronous, cohesive and unified, and there are still manifestations of localism and sectoral interests. Therefore, in the coming period, in addition to developing an implementation plan after the general planning is approved, there needs to be innovation in the management and appraisal of specific plans and sectoral plans. Resolution No. 15/NQ-TW of the Politburo on the direction and tasks of developing Hanoi Capital by 2030, with a vision to 2045, has identified 8 main tasks, of which the planning task clearly states: "Focus on forming a number of new growth poles, gradually creating urban clusters, satellite cities...". To implement this orientation, it is necessary to propagate and disseminate to unify awareness, thereby having a suitable roadmap. For Hanoi City, this is a unique and creative model to suit the current and future development of the Capital. Applying this model is to create a number of growth poles, reducing pressure on the central urban area in terms of industry,education , commercial services, culture, physical training and sports...

In addition, many plans have been established but lack feasibility due to insufficient resources, which have appeared in the development history of Hanoi. In order for the new plan to be feasible, we should apply the strategic planning method by providing development orientations based on major goals and visions, while considering the current status of implementation resources. Hopefully, with the determination of the entire political system and the organization of scientific and practical implementation, a high-quality plan for the capital will be created. ------------- Associate Professor, Dr. NGUYEN LAN CUONG, General Secretary of the Vietnam Archaeological Association: It is necessary to have an archaeological planning map for Hanoi, a cultural region with a long history, considered the cradle of archaeological relics. However, the current industrialization and modernization process has increased the demand for construction works and projects. In fact, many works and projects have been temporarily suspended due to the discovery of antiquities during construction. In addition, many valuable artifacts were also affected during the excavation process, causing the loss of their original cultural value. From the above reality, I see that the urgent task in order to contribute to the preservation and development of the capital's culture is to build an archaeological planning map in the city. Building an archaeological planning map will predict areas with the potential for relics. This will help limit the delay in project progress, while helping scientists preserve valuable artifacts in a timely and intact manner. At that time, the planning and construction of new projects will be proactively implemented on the basis of harmonious combination with cultural preservation and development. Archaeological heritage is a valuable resource that helps the city build products of the cultural industry, thereby contributing to promoting the development and promotion of the thousand-year-old culture of the capital Hanoi. -------------- Associate Professor, Dr. BUI THI AN, President of the Hanoi Women Intellectuals Association: Effectively exploiting the "intellectual treasure" of the Capital Over the past time, the intellectuals of Hanoi have made important contributions to the cause of building and developing the capital's economy and society. The intellectuals regularly participate in contributing opinions on important issues, especially in the fields of consulting and planning socio-economic development strategies, ensuring national defense and security, and building the political system. Hanoi has paid attention to the intellectual community in general and female intellectuals in particular, creating conditions for the association to operate more effectively and substantially. Thanks to the closeness and attachment (through direct meetings and dialogues) of the city's leaders with the intellectuals, many problems have been resolved immediately, without having to spend much time through documents. To achieve the goal of Hanoi becoming a cultural - civilized - modern capital by 2030, the quality of human resources is the number one factor. It is recommended that the city's leaders should study to have their own mechanisms suitable for organizing, exploiting and utilizing the force of scientific and intellectual cadres living and working in the capital. Accordingly, it is possible to select and assign responsibility to the intellectual team to preside over a number of scientific and technological projects, we are ready to participate with the highest sense of responsibility. In addition, it is necessary to periodically organize to honor the substantial and diverse contributions of intellectuals and scientists to the capital to encourage them, and at the same time encourage talented young generations to always look towards the capital, come to the capital, stay and work long-term for the capital to build the capital to develop. ---------------- Dr. NGUYEN DUC TRONG, Member of the Executive Committee of the Youth Union of the National Economics University: Promoting the youth of the capital city Hanoi currently has about 3 million young people, accounting for about 35% of the capital's population. Hanoi's youth have patriotism, national pride, correct political awareness and attitude; healthy lifestyle, compassion, and sense of responsibility. Youth work in recent times has always been of interest to the city, creating all conditions for young people to study, establish themselves, start a business, and participate in social activities; thereby, many typical young people have appeared in various fields, contributing practically and effectively to the cause of promoting industrialization and modernization, building and developing the capital.
