Attracting many trillion-dollar projects

According to the report of the Management Board of Nghi Son Economic Zone and Industrial Parks (KKTNS&CKCN) of Thanh Hoa province, implementing the Program for Development of Nghi Son Economic Zone and Industrial Parks for the period of 2021-2025 in the context of facing many difficulties and challenges due to the outbreak of the COVID-19 pandemic, rapid, complicated and unpredictable developments, and global political security instability, causing high prices of raw materials, disrupting the supply chain... seriously affecting production, employment, people's lives and the situation of attracting construction investment.

However, the tasks in the Program for Development of Industrial Zones and Industrial Parks for the period 2021-2025 have been actively implemented by the Management Board of Industrial Zones and Industrial Parks of Thanh Hoa province, departments, branches, and local Party committees and authorities and achieved many remarkable results.

Specifically, the value of industrial production, services and trade is estimated at 1,255,075 billion VND; the export value is estimated at 20,613 million USD; the budget revenue is estimated at 123,501 billion VND, additional jobs are estimated at 101,473 people; total mobilized capital from society is estimated at 162,378 billion VND; investment in industrial park infrastructure is estimated at 832 hectares; attracting new investment of 613 million USD in foreign investment and 104,878 billion VND in domestic investment.

In addition, the Management Board of Thanh Hoa Economic Zones and Industrial Parks, departments, branches, and local Party committees and authorities have also actively implemented the site clearance work and have completed an estimated 2,318 hectares. Up to now, the average occupancy rate of industrial parks in Nghi Son Economic Zone is 35%, Le Mon Industrial Park is 100%, Dinh Huong - Tay Bac Ga Industrial Park is 95%, Hoang Long Industrial Park (phase 1) is 100%, Bim Son Town Industrial Park is 65%; Lam Son - Sao Vang Industrial Park is 5%, Thach Quang is 6.6%.

The report of the Management Board of Thanh Hoa Economic Zone and Industrial Park shows that in the period of 2021-2025, the Economic Zone and Industrial Park has many large projects, plans and approved plans; many institutions, mechanisms, and policy regulations have been amended and promptly issued... A number of projects have been inaugurated and put into operation and many essential infrastructure works are being implemented, key investment projects need to speed up construction progress.

Notably, in the 2021-2025 Economic Zone and Industrial Park Development Program, Thanh Hoa province has called for and attracted a number of large, key projects, such as: Thanh Hoa I Solar Power Plant with a total investment of VND 2,824 billion; Billion Union Vietnam Fabric Factory with a total investment of USD 70 million; Dong Vang Industrial Park Infrastructure Investment with a total investment of VND 2,400 billion, DST Nghi Son Steel Rolling Mill with a total investment of VND 5,500 billion; Dai Duong High-Tech Reinforced Concrete Components Manufacturing Factory with a total investment of VND 1,099 billion; Nghi Son LNG Gas Power Plant with a total estimated capital of about VND 58,026 billion (equivalent to about USD 2,453 million); Phu Quy Industrial Parks with a total investment of USD 55 million, Giang Quang Thinh with a total investment of USD 53 million, the West of Thanh Hoa City with a total investment of USD 122 million; Vietnam - India high-tech pharmaceuticals with a total investment of 62 million USD; Dai Duong 3 Cement Factory with a total investment of 5,990 billion VND; Nghi Son North Wharf expansion with a total investment of 14,119 billion VND...

Maximizing the potential and advantages of Nghi Son Economic Zone and industrial parks

Although in the period of 2021-2025, the Program for Development of Industrial Zones and Industrial Parks of Thanh Hoa province has achieved remarkable results. However, Thanh Hoa province also frankly pointed out the limitations and shortcomings such as: Some indicators are still low; have not attracted large-scale projects, the number of foreign investment projects is still small; the progress of investment in infrastructure projects of industrial parks in Nghi Son Economic Zone and industrial parks in this province is still slow, not meeting the expectations of investors.

The reasons analyzed by the authorities of Thanh Hoa province are that there are still shortcomings and limitations that have not been achieved, such as: Investment attraction; mobilization of social investment capital; investment in industrial park infrastructure; export; industrial production value, services - trade. Technical infrastructure of economic zones, industrial parks, and seaports has been invested but has not met development needs. It is difficult to attract investment projects to do business in industrial park infrastructure in Nghi Son economic zone; approved industrial park infrastructure projects are slow to implement, investment is not synchronous. Not many direct investment projects have been attracted; many projects are still behind schedule.

Assessing the Development Program of the Economic Zone and Industrial Parks for the period 2021-2025, the Standing Vice Chairman of the Thanh Hoa Provincial People's Committee Nguyen Van Thi requested the Management Board of the Economic Zone and Industrial Parks to propose more in-depth and specific key tasks and solutions in the coming period, towards developing green and clean industrial parks according to international standards; assess the financial capacity of investors affected by the impacts of the domestic and world markets. Develop a development strategy close to the reality of the Economic Zone and Industrial Parks in the current period. Maximize the potential and advantages, mobilize and effectively use resources to build and develop industrial parks in the province with a synchronous and modern infrastructure system, create favorable conditions to attract investment, increase the occupancy rate of industrial parks, and create growth poles for the province's economy.
