At the Seminar, delegates discussed in depth the experiences and issues arising in the application of science , technology, innovation and digital transformation into the reality of building and operating a new government model.
Science and technology are the foundation to serve the people
Speaking at the Seminar, Mr. Truong Viet Dung, Vice Chairman of the Hanoi People's Committee, shared: As soon as the Politburo issued Resolution 57 at the end of 2024, the City Party Committee, People's Council and People's Committee as well as the city's authorities at all levels identified this as the golden key.
The resolution is not simply a resolution on digital transformation, science, technology and innovation, but more importantly, it is about redesigning the urban governance model.
The city is deeply aware and during the implementation process, has issued consistent action programs from the city level to the district level at the beginning and the commune/ward level later (126 communes/wards).
According to Mr. Dung, Hanoi's experience is encapsulated in three factors: Synchronization; Data and Proactivity. The first is synchronization in implementation, from the awareness of the Party Committee to the actions of the government as well as to each grassroots cadre when handling contents related to the implementation of Resolution 57.
Second, data is the foundation. The city is deeply aware that to make decisions about anything, data is needed, and data will make the most accurate, real-time decisions.
Third is to be proactive. The city thoroughly grasps the spirit of "running and queuing at the same time", doing and learning from experience, and in the process, Hanoi has established many teams/groups. Based on the direct work of the staff, and then receiving feedback from the people, the city continues to perfect the processes, contents... to implement this Resolution.
After 3 weeks of official operation, Hanoi city has received 66 thousand dossiers to implement procedures. Up to this point, the two-level local government apparatus has basically operated smoothly and synchronously.
With the view that "no one is left behind", in the process of handling administrative procedures and serving the people, Hanoi city pays special attention to taxpayers, the elderly and the disabled, to serve administrative procedures.
Ms. Trinh Ngoc Tram, Vice Chairman of the People's Committee of Cua Nam Ward, Hanoi City said: "Localyally, we identify the implementation of tasks on science and technology and the construction of a shared database as extremely important, as a foundation to improve management efficiency and serve the people."
Right from the first meetings to implement the city's major policies, the Cua Nam ward government has proactively coordinated with specialized units, experts and technology consultants to gradually build a shared data system for the entire ward, especially after the locality merger process. This not only helps standardize, synthesize and manage population data, but also effectively serves the monitoring of areas such as land, business, and socio-economics.
However, Ms. Tram also said that this is not a simple process. “We have to do it, we have to do it immediately and we have to do it step by step in a systematic way. During the implementation process, we really need the support of experts and clear policy directions from the city, especially regarding the decentralization of shared data exploitation at each management level,” Ms. Tram said.
More than 3,200 communes smoothly operate information systems and digital transformation
From the perspective of the management agency, Deputy Minister of Science and Technology Pham Duc Long affirmed that, implementing the Prime Minister's direction on promoting digital transformation, creating a solid foundation for the operation of two-level local governments, the Ministry clearly recognizes that the digital platform is an extremely important factor to ensure the settlement of administrative procedures for people as well as the operation of the government when we merge provinces as well as end one level of government, leaving only two levels.
Therefore, on April 7, the Ministry of Science and Technology issued instructions to 63 provinces and cities on procedures and steps to upgrade information systems, handle administrative procedures for people as well as information systems for command and control in the spirit of directing the streamlining of the Government apparatus.
Next, the Ministry realized that there was a need for a pilot. The Ministry of Science and Technology coordinated with the Ho Chi Minh City People's Committee and digital technology enterprises to pilot the upgrading of five information systems to serve the operation of the new government.
“We chose Ho Chi Minh City because it is a large-scale locality merging three provinces with a complex information system structure for the pilot. After the pilot period, we will continue to rely on the pilot results to issue guidance documents to upgrade the information system to ensure operation,” said the Deputy Minister.
The Ministry of Science and Technology hopes that all ministries and branches will publicly deploy administrative procedures according to 28 decrees on decentralization of ministries and branches to localities.
On that basis, the Deputy Minister requested ministries and branches to urgently focus on implementing administrative procedures and publicizing them on the National Public Service Portal. After that, the Ministry of Science and Technology directed digital technology enterprises to coordinate with localities to implement internal processes and configure administrative procedures on information systems of departments, provinces and localities.
The Ministry also requires digital technology enterprises, enterprises deploying information systems, to arrange at least 2 people at the commune level to train civil servants to carry out administrative procedures for people and support civil servants to deploy systems, operate the administrative system at all levels. The goal is to resolve administrative procedures for people, not to be stagnant and to ensure connectivity and smoothness; the same goes for the administrative system of the government.
The Deputy Minister said that the Ministry of Science and Technology also requested two postal enterprises, VNPost and Viettel Post, each to send one person to be on duty at the communes to support the reception of documents when people come to apply online at these new communes.
Currently, we have more than 12,000 staff from digital technology enterprises participating in accompanying 3,219 communes to implement the transformation during the merger process. In addition, police, military and student volunteers have also joined in.
Thus, the Deputy Prime Minister's direction for 4 consecutive days up to June 30, when summarizing, basically all information systems and digital transformation of more than 3,200 communes have operated smoothly, meeting the requirements.
"On July 1, when we converted to a two-level government model, the provision of public services, handling of administrative procedures for people, as well as the operations of governments at all levels and video conferences from the central to local levels basically operated smoothly, meeting the basic requirements for the organization of a two-level government apparatus," said Deputy Minister of Science and Technology Pham Duc Long.
According to Mr. Phan Trung Tuan, Director of the Department of Local Government (Ministry of Home Affairs), from July 1, 2025, 34 provinces and cities, including 23 provinces and cities after the arrangement and 3,321 commune-level administrative units nationwide have entered the new model - the 2-level local government model.
The implementation practice of localities and through the situation grasp of the Ministry of Home Affairs, the Standing Agency of the Government Steering Committee in organizing and operating the 2-level local government, shows that, although the time of operation is only more than 3 weeks (up to now 23 days), the initial results have been very positive. This shows that the Party and State's policy is very correct in organizing the new local government model, the first time in the history of our country to organize the 2-level local government model.
Up to now, thanks to the close attention and direction of local Party committees and authorities, the initial operation of the apparatus has been relatively smooth, effective, interconnected, and seamless, most importantly, without interrupting the process of implementing the transition from a 3-level local government model to a 2-level local government model.
The commune level has also paid attention to completing and synchronously organizing the political system, especially the local government at the commune level according to the new model. The People's Committees of 3,321 commune-level units nationwide have completed the organizational structure, established specialized agencies, especially the Public Administration Service Center - the place to handle administrative procedures for people and businesses right at the grassroots level.
Mr. Phan Trung Tuan also said that, through the understanding of the Ministry of Home Affairs, the work of handling administrative procedures for people, organizations and businesses at the grassroots level across the country is relatively synchronous, effective, and does not interrupt work.
Notably, most localities across the country, especially at the commune level, have put into operation a public service settlement system connected to the National Public Service Portal, facilitating the connection and settlement of administrative procedures and requests of people and businesses.
“According to information compiled by the Government Office, the volume of administrative procedures and records is increasing day by day. Up to this point, the number of records processed online in the electronic environment in many localities is quite large and meets the practical requirements of the 2-level local government model as well as the needs of the people,” said Mr. Phan Trung Tuan.
