Digital transformation – the “golden key” to promote national development

On the afternoon of September 13, at the National Assembly House, the Symposium “Digital Literacy – Digital National Assembly: Framework of Digital Knowledge and Skills for the Modern National Assembly” took place with the participation of General Secretary To Lam and more than 6,000 delegates in person and online.

In his opening speech, National Assembly Chairman Tran Thanh Man emphasized that the conference demonstrated the National Assembly's determination in digital transformation; implementing the General Secretary's direction on methodical implementation, with documents, training, and evaluation, so that each person can clearly see their responsibilities and needs, serving their work more effectively.

The conference aims to equip National Assembly deputies, officials, civil servants and public employees with knowledge and skills, raise awareness and action; proactively apply technology in daily work; especially in law-making, supervision activities and decision-making on important issues.

According to comrade Tran Thanh Man, since the 14th National Assembly term, the information technology infrastructure has been formed with the application of "Electronic National Assembly 1.0", bringing the session into a "paperless" model, contributing to improving the efficiency of parliamentary activities. On November 15, 2024, the National Assembly's Digital Transformation Steering Committee was established with a Vice Chairman of the National Assembly as its Head; on May 13, 2025, the National Assembly Standing Committee issued Resolution No. 1637 approving the National Assembly's Digital Transformation Project for the 2025-2030 period, creating a foundation for implementing digital transformation in a methodical, comprehensive, scientific, effective and transparent manner.

Currently, the “National Assembly 2.0” application has been upgraded with many new utilities such as quick text search and access, step-by-step full data update, friendly interface, online document sharing between delegates, direct lookup of text content, text summary without having to read each page. In particular, the new application integrates AI virtual assistant: supports information lookup, allows login by fingerprint, voice; sends written questions; converts voice to text, removes tape and recognizes regional voices.

According to the National Assembly Chairman, thanks to the National Assembly App 2.0, at the 8th and 9th sessions, the National Assembly reviewed and passed a large number of laws and resolutions with high consensus. The electronic document management and administration system has also been connected to the National Document Axis, allowing work to be processed anytime, anywhere, integrating digital signatures and work progress tracking tools.

“The National Assembly 2.0 application will be expanded to People's Councils at all levels and National Assembly delegations, connecting from the central to local levels, integrating textbooks, documents, coordinating training, etc. to build a modern, transparent and effective digital National Assembly,” the National Assembly Chairman affirmed.
