On the morning of September 22, the 1st Khanh Hoa Provincial Party Congress, term 2025-2030, officially opened with the participation of 396 outstanding delegates representing nearly 74,000 party members in the entire Party Committee.

General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh sent flower baskets to congratulate the Congress.
National Assembly Chairman Tran Thanh Man presented a flower basket from the Party Central Committee to congratulate the Congress.
The Congress focused on evaluating and summarizing the implementation of the Resolution of the Party Congresses for the 2020-2025 term of the two provinces of Khanh Hoa and Ninh Thuan; reviewing the leadership and direction of the Party Executive Committees of the two provinces; setting out goals, tasks and solutions to build Khanh Hoa province to raise its development level in the new term of 2025-2030 and the following years.
At the Congress, delegates heard the announcement of the Politburo's decision on appointing the Party Executive Committee, the Provincial Party Standing Committee, the Secretary and Deputy Secretary of the Khanh Hoa Provincial Party Committee for the 2025-2030 term.
The Khanh Hoa Provincial Party Executive Committee for the 2025-2030 term consists of 54 comrades, the Provincial Party Standing Committee consists of 14 comrades.
Mr. Nghiem Xuan Thanh was appointed to hold the position of Secretary of Khanh Hoa Provincial Party Committee.
Elevate your position and develop comprehensively
In his opening speech, Khanh Hoa Provincial Party Secretary Nghiem Xuan Thanh said that with the spirit of “Solidarity, Democracy, Discipline, Responsibility, Breakthrough, Development”, the 1st Khanh Hoa Provincial Party Congress demonstrated a strong desire for development, high political determination and great efforts to achieve the goal: to raise the position, develop comprehensively; become a centrally-run city; be a high growth pole of the country. Build a clean and strong Party organization and political system; solid national defense and security, social order and safety are ensured. People have a high standard of living, are peaceful and happy.
The political report at the Congress showed that during the past term, the Party Committee, government, army and people of Khanh Hoa and Ninh Thuan provinces have promoted the tradition of solidarity and unanimity; always closely followed, thoroughly grasped and seriously, practically and effectively implemented the policies, resolutions and conclusions of the Central Committee.
The work of building the Party and the political system continues to be promoted and disciplined. Personnel work is carried out openly, democratically, strictly, objectively, within authority and in accordance with regulations.
Recently, Khanh Hoa is one of the pioneering localities in applying the Performance Evaluation Index Toolkit to select, plan, train and arrange the right staff for the right job, affirming the province's high political determination in building a clean and strong Party organization to meet new requirements and tasks.
Along with that, the work of inspection, Party discipline, prevention and fight against corruption, waste and negativity has received serious and resolute leadership and direction.
The economy continues to grow, with the average growth rate of the whole province after the merger reaching 8.3%/year. The scale of the economy is gradually increasing, estimated to reach more than 209.2 trillion VND in 2025. State budget revenue increases by an average of 10.3%/year.
The fields of culture, education, and people's health care are given attention and developed; social policies are better implemented, and people's material and spiritual lives are increasingly improved. National defense work is strengthened, political security, and social order and safety are maintained.
Affirming the position of national maritime economic center
On behalf of the Politburo and the Secretariat, National Assembly Chairman Tran Thanh Man acknowledged and highly appreciated the achievements of the Party Committee, government and people of Khanh Hoa province over the past five years.
Expressing high agreement with the goals, targets, breakthroughs, tasks and solutions set forth by the Provincial Party Committee, the National Assembly Chairman emphasized that the Congress must affirm the determination to turn Khanh Hoa into a strategic growth pole of the country, a centrally-run city, and a modern marine economic center.
At the same time, affirming the great aspiration, the goal by 2030: average GRDP growth rate of 11-12%/year; GRDP per capita among the top 10 localities in the country; State budget revenue in the area increases by an average of 12%/year, among the top 10 localities in the country and basically no more poor households by 2030.
Recalling the statement of General Secretary To Lam when he visited Ninh Thuan (before): the potential value of the province is very large, it is necessary to have a new perspective that is modern, global, and carries the breath of the era of rising up to awaken the potential; determination, perseverance, and creativity can turn challenges into opportunities, opening up a path of sustainable and hopeful development, the National Assembly Chairman pointed out that this is also a reminder for Khanh Hoa today.
On the occasion of the Congress, the National Assembly Chairman suggested a number of key contents for the Khanh Hoa Provincial Party Committee to focus on implementing in the coming time.
According to the National Assembly Chairman, building a truly clean and strong Party and political system is a prerequisite to ensure the Party's comprehensive and consistent leadership over the development of Khanh Hoa province.
The province needs to identify "cadres as the root of all work," cadre work as the "key of keys," select and arrange good cadres with enough virtue, talent, stature, strength, and revolutionary enthusiasm to shoulder important responsibilities and tasks; properly implement the policy of "some in, some out," "some up, some down," and not allow cadres who are not politically steadfast, "term-based thinking," and show signs of degradation in political ideology, ethics, and lifestyle to enter the Party Committee and leadership and management.
The National Assembly Chairman noted that the province operates a two-level local government model to ensure smoothness and synchronization, meeting the requirements of people and businesses, especially promoting digital transformation, applying artificial intelligence (AI), continuous training, being close to the people, proactively reaching out to the people.
At the same time, urgently complete the tasks of the Central Steering Committee on summarizing Resolution 18-NQ/TW, the conclusions of the Politburo and the Secretariat; complete the staff for the vacant positions; proactively review to arrange and transfer the payroll between communes and wards to suit the reality, ensuring the right people, right jobs, right expertise and profession; complete the promulgation of regulations on functions, tasks, and organizational structures of provincial and commune-level agencies and units according to the new model.
In addition, the province synchronously, resolutely and effectively implemented 7 very important Resolutions of the Politburo, including: Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and national digital transformation; Resolution 59-NQ/TW on international integration in the new situation; Resolution 66-NQ/TW on innovation in law-making and enforcement to meet the requirements of national development in the new era; Resolution 68-NQ/TW on private economic development; Resolution 70-NQ/TW on ensuring national energy security until 2030, with a vision to 2045; Resolution 71-NQ/TW on breakthroughs in education and training development and Resolution 72-NQ/TW on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health.
With a coastline of nearly 500km and 4 bays of special value such as Van Phong, Cam Ranh, Nha Trang and Vinh Hy, a large open sea area, hundreds of large and small islands, including Truong Sa, the National Assembly Chairman pointed out that these are advantages for the province to strongly develop its marine economy. Therefore, Khanh Hoa needs to identify the development of key sectors such as: energy industry, processing, manufacturing, logistics, high-tech industry; continue to develop the tourism industry to become a spearhead economic sector, of international stature and class.
The province needs to identify key points to concentrate on implementation, ensuring rapid socio-economic development associated with cultural and educational development; harmonizing economic growth with progress, social equity, sustainable poverty reduction, and improving the material and spiritual life of the people.
Innovating the growth model associated with economic restructuring and on the basis of enhancing the application of science, technology and innovation. Promoting potentials and advantages, affirming the position of the national marine economic center, a modern, smart, bright, green, clean and beautiful urban area; the role of the energy center of the whole country.
"The National Assembly has issued a Resolution allowing the merged locality to enjoy special mechanisms and policies like Khanh Hoa before. This is the "institutional lever" to attract resources, expand regional linkages, create new development space and enhance the province's competitiveness. The province needs to summarize the Central Resolutions to make proposals in the coming time," the National Assembly Chairman emphasized.
The National Assembly Chairman also requested Khanh Hoa province to closely combine economic development with strengthening national defense and security, maintaining political stability and protecting national sovereignty; focusing on foreign affairs activities, proactively integrating internationally; promoting the core role of the Fatherland Front and socio-political organizations in gathering, arousing and promoting the great strength of the great national unity bloc; creating consensus and unity in the whole society, spreading patriotism, self-reliance, and development aspirations. The People's Council and the National Assembly Delegation of Khanh Hoa province closely coordinate with the government, the Fatherland Front and socio-political organizations in performing assigned duties and tasks.
The first step is to coordinate well to prepare for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term.
Immediately after the Congress, the National Assembly Chairman requested the new Party Committee to urgently organize the dissemination and serious and effective implementation of the Congress resolution; deploy the Action Program with clear assignment of people, work, results, implementation time and completion deadline.
The National Assembly Chairman believes that with high determination, strong aspirations to rise up, and the solidarity and unity of the entire Party, government, Fatherland Front and all people, Khanh Hoa will write a new history of development, successfully implementing the policies and guidelines of the Party and State, in the spirit of joining hands and unanimity to build Khanh Hoa into a strong, comprehensive and unique development, joining the country in entering a new era./.
