In recent years, Ca Mau province has identified digital transformation as a crucial pillar, implementing it synchronously across three areas: digital government, digital economy , and digital society. Notably, the province's digital transformation strategy for the 2025-2030 period emphasizes the goal of building a modern, transparent digital environment, with citizens and businesses at the center of service. In practice, digital transformation has brought about positive changes: the rate of businesses using electronic invoices has reached 100%, approximately 97% of businesses file and pay taxes electronically; the application of digital signatures, e-commerce, and management software has helped reduce costs, improve efficiency, and expand markets.

Mr. Nguyen Duy Phuc, Director of Digital Transformation Consulting at @Base.vn, stated: “Digital transformation is a comprehensive process of change from management and production to business. Businesses need to clearly define the roadmap, goals, and resources for implementation, avoiding the situation of following trends blindly and lacking effectiveness. Businesses need to gradually apply digital platforms such as enterprise resource planning (ERP), e-commerce, cashless payments, as well as leverage cloud computing and big data technologies to enhance operational capabilities.”

The Ca Mau Digital Transformation Association and businesses have jointly launched CaMauConnect.

Digital transformation not only improves the internal capacity of businesses but also enhances the attractiveness of the investment environment. The application of technology in administrative management, the provision of online public services, and the development of a digital government helps shorten processing times, increase transparency, and reduce risks for investors. The province also collaborates with major technology corporations to develop digital infrastructure such as 4G, 5G, cloud computing, and IoT.

Ms. Pham Thi Mai Huong, Director of Corporate and Public Administration Clients, in charge of AMD in Vietnam, said that the choice of Ca Mau for investment and partnership in digital transformation stems from the province's outstanding advantages in marine economy. According to her, implementing digital transformation under Resolution 57 is a practical approach, opening up opportunities for provinces to make breakthroughs in the context of increasingly global technological coverage. For digital transformation to be effective, businesses need to focus on training digital skills for their employees and building a workforce capable of quickly adapting to new technologies. This is a key factor for digital transformation to be substantive and bring sustainable results.

Removing bottlenecks and promoting digital technology.

By 2030, Ca Mau aims for the digital economy to account for approximately 20% of its GRDP, with 100% of small and medium-sized enterprises (SMEs) applying digital technology, opening up opportunities to attract high-quality investment capital, especially in key sectors such as high-tech agriculture, fisheries, renewable energy, and ecotourism.

However, the digital transformation process in Ca Mau still faces many challenges. The majority of businesses are small-scale with limited resources; traditional production habits remain prevalent; digital infrastructure is not yet synchronized, especially in rural areas; and the digital workforce is both insufficient and weak. This indicates that digital transformation has not yet truly reached a deeper level, requiring more decisive and comprehensive solutions in the future.

Ca Mau organizes many workshops for businesses to exchange technology, and at the same time, authorities can listen to the wishes of businesses in investment and development.

To maximize the role of businesses in attracting investment through digital transformation, Ca Mau needs to focus on several key solutions. First, continue to improve mechanisms and policies to support digital transformation businesses, especially small and medium-sized enterprises. Simultaneously, strengthen investment in digital infrastructure and develop high-quality human resources through linkages between the State, businesses, and scientists. In addition, encourage businesses to innovate their thinking, proactively apply technology, and participate more deeply in the digital value chain.

These results show that the investment environment in Ca Mau is increasingly improving thanks to the positive impact of digital transformation and business support policies.
