Strong movement in smart urban construction in Bac Ninh

BAC NINH - The establishment of Bac Ninh province (new) not only has administrative significance but also creates new momentum for urban development, towards becoming a centrally-run city. Applying technology to urban management and construction is identified by the province as one of the key tasks to form a synchronous and smart infrastructure.

Before the merger, the central urban areas of Bac Ninh and Bac Giang both made strong strides in infrastructure development and e-administrative reform. This is a solid foundation for developing a smart urban model. In the core area of Bac Ninh - now Kinh Bac ward and neighboring wards (Vu Ninh, Vo Cuong, Nam Son, Hap Linh), traffic infrastructure, water supply and drainage, wastewater treatment, lighting and telecommunications were invested synchronously, along with the deployment of security monitoring systems and smart traffic regulation on main streets.

In urban management, the functional sector established the Zalo group "Bac Ninh Urban" to promptly detect and handle violations. Applying management software, collecting databases and numbering tens of thousands of trees on roads, flower gardens... Bac Ninh is also one of the leading localities in digitizing urban planning, integrating GIS data to serve planning, management and infrastructure development.

Meanwhile, Bac Giang ward - formerly the administrative center of Bac Giang province - has also made new strides in deploying technology applications in urban management. Along with the synchronous development of urban infrastructure, authorities at all levels prioritize resources to build digital platforms in each field. Typically, the operation of the Smart Urban Monitoring and Operation Center (IOC); upgrading the electronic information portal; applying QR codes in using meeting documents; installing and replacing lighting systems; installing free wifi points in public places; building smart schools... contributing to improving the quality of life for people. In 2024, the locality will put into use an automatic environmental monitoring station; monitoring data will be transmitted directly to the IOC Center, facilitating the direction and operation of authorities at all levels.

Inheriting the strengths of infrastructure and technology of previous authorities at all levels, Bac Ninh province continues to aim to become a model smart city. According to experts and scientists, developing a smart city is not simply about applying high technology but more importantly, changing the management mindset, putting people at the center. Bac Ninh provincial government clearly identifies this in the urban development orientation for the period 2025-2030 with key areas such as: Forming a smart traffic system, smart resource and environmental management, digital government, security and smart fire prevention and fighting, digital economy and open data. Gradually strengthen the automatic traffic light control system, traffic sensors and electronic signs on central roads. From there, analyze traffic, warn of congestion and support quick accident handling. At the same time, maintain and expand the online public service portal connecting wards and provinces. Establish focal points and consulting units to support businesses in applying digital transformation, accessing open data warehouses on urban planning, investment and development...

According to Deputy Director of the Department of Construction Nguyen Ngoc Son, in the first years after the merger of the province, Bac Ninh focused on integrating digital infrastructure on the basis of existing systems. Functional departments, branches, the Smart Urban Operations Center, and wards coordinated to gradually identify practical needs as well as development orientations for each core urban area to invest, upgrade technology, and apply artificial intelligence in the urban development process. Currently, the functional departments of the Department are synthesizing and evaluating the current status of the urban infrastructure system, the level of technology application, and scientific and technical achievements in urban development management. From there, build a roadmap and plan to maintain and promote the achievements; establish a project to develop Bac Ninh urban area in a smart, synchronous and modern direction. At meetings and seminars on the topic "Building smart cities", provincial leaders always affirm: Developing smart cities is not only a destination but also a process of continuous improvement, enhancing the quality of life and management efficiency. The province aims to become an industrial center and a model of modern, safe and ecological urban management by 2030.

With a population of over 3.6 million people and a strategic location connecting the Hanoi Capital region, Bac Ninh province has all the conditions to develop into a modern urban area, aiming to become a centrally-run city by 2027. The application of information technology, science and technology, and artificial intelligence in all aspects of urban life is a necessary step to realize that aspiration.
