This morning (October 23), the 15th National Assembly solemnly opened its 6th session at the National Assembly House, Hanoi. In order for voters and people in the province to promptly grasp and follow the activities of the Provincial National Assembly Delegation at the session, Binh Thuan Newspaper interviewed delegate Nguyen Huu Thong - Deputy Head of the Provincial National Assembly Delegation, 15th term.
Dear delegates, to participate in the 6th session successfully, what contents do the Provincial National Assembly Delegation and Provincial National Assembly Deputies plan to contribute and discuss?
Delegate Nguyen Huu Thong: The 6th session of the 15th National Assembly is held in 2 phases: Phase 1 will meet for 15 days, from October 23 to November 10; Phase 2 will meet for 7 days, from November 20 to November 29. This is a mid-term session, which is important in assessing the implementation of 5-year and annual plans. The session has a large amount of work, reviewing and deciding on important contents on law-making, supervision as well as deciding on many important issues of the country. During the legislative session, the Provincial National Assembly Delegation will participate in reviewing and approving 9 draft laws for the National Assembly, including: Land Law (amended); Law on Real Estate Business (amended); Housing Law (amended); Law on Water Resources (amended); Law on Telecommunications (amended); Law on Management and Protection of National Defense Works and Military Zones; Law on Forces Participating in Protecting Security and Order at the Grassroots Level; Law on Citizen Identification (amended); Law on Credit Institutions (amended). The National Assembly will also consider and approve a draft resolution: a resolution on piloting a number of mechanisms and policies to remove obstacles stipulated in a number of laws related to investment in the construction of road traffic works.

Regarding socio -economic issues, state budget, supervision and other important issues, at this session, the Provincial National Assembly Delegation will participate in discussing and evaluating the results of the implementation of the socio-economic development plan and state budget in 2023 and consider and decide on the socio -economic development plan, state budget estimates, and central budget allocation plan in 2024. Along with that, consider the 3-year state budget financial plan for 2024-2026. At the same time, mid-term assessment reports will be reviewed: results of the implementation of the 5-year plans for the period 2021-2025 on socio -economic development, economic restructuring, medium-term public investment, national finance and borrowing, public debt repayment... The provincial National Assembly delegation also participated in the question-and-answer session of National Assembly deputies on the responsibilities of Government members and sector heads in implementing a number of resolutions of the 14th National Assembly on thematic supervision, questioning and the Resolution of the National Assembly on thematic supervision, questioning from the beginning of the 15th term to the end of the 4th session...
Through the meetings with voters, what contents did the Provincial National Assembly Delegation absorb to make recommendations to the National Assembly, dear delegates?
Delegate Nguyen Huu Thong: In preparation for the 6th session, the provincial National Assembly delegation coordinated with the Vietnam Fatherland Front Committees at all levels and relevant agencies and units to organize meetings for National Assembly deputies with voters. Through meetings, the provincial National Assembly deputies listened to and recorded the opinions, thoughts and aspirations of the province's voters sent to the National Assembly, the Government and central ministries and branches. In particular, for the National Assembly, voters recommended that the issuance of sub-law documents should be implemented promptly to bring the law into people's lives. Strengthen supervision of corruption prevention and control, and strictly handle to ensure education and deterrence. In addition, voters recommended that the National Assembly, National Assembly deputies, and People's Council deputies at all levels regularly inspect and supervise the implementation of national target programs in localities and publicly and transparently announce the results of inspection, supervision as well as the implementation results for the people to know.

Regarding the amendment of the Land Law, voters suggested that when amending the Land Law, attention should be paid to ensuring that people have the conditions to buy residential land, avoiding the situation where land prices increase compared to the average income of the people. The National Assembly is studying the amendment of the Land Law to increase the land area limit of over 2 hectares for areas of infertile land to create conditions for people to have enough land for production and a stable life. Voters said that the decentralization in the management of granting land use rights from the central to local levels still has many shortcomings, people have to complete procedures and send documents to many levels for settlement. Voters suggested that the current granting of land use right certificates should be simplified, limiting contact with many levels and there should be a mechanism to remove obstacles soon, creating favorable conditions for people to feel secure, ensuring the legitimate rights of the people...
So, what are the voters' wishes and aspirations for the Government and ministries, delegates?
Delegate Nguyen Huu Thong: For the Government, voters recommend that the authorities control the prices of agricultural materials and reduce electricity prices to stabilize life and develop production. Voters reflect that those who joined the army before 1975 are now veterans and are enjoying support policies, but some cases who joined the army after 1975 have not yet enjoyed health insurance policies. Voters recommend that health insurance support be provided for those who joined the army after 1975. Voters recommend that the state pay attention to adding subjects who participated in the Cambodian battlefield after 1975 and have received medals of merit to enjoy policies for people with meritorious services. Because currently, these subjects are only entitled to enjoy the policy once according to Decision 62/2011/QD-TTg, which is not appropriate.
Regarding the Ministry of Health, voters said that the current list of health insurance drugs does not meet the medical examination and treatment needs of the people, many types of drugs that people have to pay for, especially drugs to treat serious diseases such as cancer. Voters recommended that the Ministry of Health consider expanding the list of health insurance drugs to better serve the medical examination and treatment needs of the people. Regarding the Ministry of Transport, voters reflected that during the construction of the Dau Giay - Phan Thiet expressway, internal roads and local roads were severely damaged due to the heavy traffic of vehicles transporting construction materials. During the rainy season, the roads were flooded, potholes were invisible, and people had many accidents. Voters were very upset and continued to recommend that the Ministry of Transport soon direct construction units to overcome...
