So it is best not to include the idea of "taking goods from many sources" in the instructions, which will cause more confusion and misunderstanding for businesses. "It is best that the petroleum management agency has instructions for localities to apply Decree 80, avoiding the practice of each place understanding it differently," lawyer Toan suggested.
