Basically completed site clearance for Bien Hoa expressway project

On June 24, the People's Committee of Ba Ria - Vung Tau province chaired a meeting with the Cai Mep - Thi Vai Port Area Traffic Project Management Board on the implementation status of the Bien Hoa - Vung Tau Expressway component project 3 under the North - South Eastern Expressway project, phase 2021 - 2025.

At the meeting, the Management Board of Cai Mep - Thi Vai Port Traffic Project said that up to this point, the site clearance for component 3 of Bien Hoa - Vung Tau Expressway project has basically been completed (the last 3 households in Chau Pha commune are clearing the site and moving elsewhere).

Along the entire Bien Hoa - Vung Tau Expressway component 3 project route, there are 33 power line locations managed by the Electricity Department; 14 power lines of enterprises and 25 water supply pipeline locations managed by the Center for Clean Water and Rural Environmental Sanitation.

Up to now, the Cai Mep - Thi Vai Port Traffic Project Management Board has coordinated with units to complete the relocation of 31 power lines managed by the Electricity Department and 22 water supply pipeline locations, and is implementing the remaining locations on schedule.

For 14 power lines of enterprises, 5 locations have been relocated; the remaining 9 locations in Phu My town (not affecting the project progress), the Project Management Board is asking the Provincial People's Committee for permission to relocate using the project's site clearance funds.

Regarding the implementation of construction work on site, currently on the entire route (19.5km long with 11 bridges and 1 underpass), the consortium of 3 contractors is simultaneously implementing construction with more than 15 construction teams, with about 225 equipment and 415 personnel, the cumulative completed volume to date is about 40% of the work, the construction value to date is about 540 billion VND (reaching 29.23%).

In 2024, the project was allocated 987 billion VND; to date, more than 370 billion VND has been disbursed, equivalent to 37.53%.

Regarding the road, contractors have now dredged 19.4/19.5km of organic material, filled 19.2/19.5km of K95 soil, filled 16.7/19.5km of K98 soil, used 14.9/19.5km of grade I crushed stone, and 8.3/19.5km of cement-reinforced crushed stone, and constructed culverts across the road at 78/80 culvert locations.

Also at the meeting, the Cai Mep - Thi Vai Port Traffic Project Management Board proposed that the People's Committee of Ba Ria - Vung Tau province consider the Board's proposal to allow an increase in the reserve of stone exploitation at the Lot IIB quarry to serve the construction of Component Project 3 of the Bien Hoa - Vung Tau Expressway Construction Investment Project Phase 1; at the same time, propose that the Department of Industry and Trade promptly consider the Project Management Board's proposal to add a bidding package for the relocation of business electricity according to the direction of the Provincial People's Committee in Official Dispatch No. 6715/UBND-VP dated May 21, 2024...

After listening to the report at the working session, the People's Committee of Ba Ria - Vung Tau province highly appreciated the investor's proactive spirit in project construction, thereby ensuring that project items are implemented on schedule.

The People's Committee of Ba Ria - Vung Tau province requested the investor to coordinate with relevant departments and branches to speed up the project construction progress, especially speeding up the construction progress of the bidding package; in which it is noted: focusing on handling and completing the relocation of remaining electricity and water works, creating favorable conditions for contractors to carry out construction; closely following the instructions of central ministries and branches in the construction of project items; if any problems arise during the construction process, it is necessary to coordinate with relevant agencies for timely handling...

Along with that, the Department of Natural Resources and Environment is requested to urgently advise the Provincial People's Committee to increase the stone mining reserves at Lot IIB quarry to meet the project implementation, striving to complete 70 - 80% of the project's workload by the end of 2024.
