Previously, on August 25, 2025, Prime Minister Pham Minh Chinh signed and issued Decision No. 1812/QD-TTg on the consolidation of the National Steering Committee on International Integration.
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the efforts of ministries, sectors and localities in urgently and resolutely implementing the tasks set out in Resolution No. 59.
The Prime Minister commended the Ministry of Foreign Affairs for promptly completing the development of the Government's Action Program to implement Resolution 59, which has truly demonstrated the stature and significance of Resolution 59 as a "breakthrough decision", "positioning international integration as an important driving force to bring the country into a new era" as General Secretary To Lam affirmed.

Regarding the outstanding results of international integration and implementation of Resolution No. 59 in recent times, the Prime Minister assessed:
Firstly, international integration has made an important contribution to consolidating a peaceful and stable environment for national development, especially in the current unstable, uncertain and complex international context. Since the issuance of Resolution 59, we have continued to expand and upgrade our network of partners, deepen bilateral relations and expand cooperation in many fields, consolidate political trust and increasingly intertwine interests with other countries.
Second, international integration has truly become an important driving force to enhance internal strength, effectively serving the country's development, creating favorable conditions to mobilize international resources to accelerate development. Although the world economy has slowed down, many unpredictable factors such as tariffs and trade barriers have arisen, our country has still achieved a high growth rate.
Third, international integration has created momentum to accelerate the completion of domestic institutions and concretize signed international commitments and agreements.

Fourth, international integration has helped to enhance our country's position, role and voice in the international arena. In the context of regional and global multilateral institutions facing many challenges, our country continues to affirm its role as a leading country in promoting international cooperation and solidarity, promoting the role of international law and multilateral institutions, including the role of ASEAN and the United Nations.
Fifth, international integration has mobilized the increasingly active and proactive participation of all ministries, sectors, and localities. Ministries, agencies, and localities are actively concretizing the international integration policy into specific projects and strategies by sector and field.

Pointing out a number of challenges and difficulties from fluctuations in the world economy, complex and unpredictable international relations, supply chain disruptions, changes in countries' policies, and non-traditional security challenges, the Prime Minister pointed out a number of lessons learned for implementing international integration in the coming time:
Combining the strength of the nation with the strength of the times; "coordinating operations" between the pillars of foreign affairs and the pillars of international integration; synchronously and flexibly implementing the Party's foreign affairs, State diplomacy, and people's diplomacy, closely linking foreign affairs with national defense, security, and socio-economy; smoothly implementing international integration in all fields; creating a comprehensive, synchronous, mutually complementary "position" for international integration that is increasingly effective; human development is the key factor to ensure successful international integration; it is necessary to build a team of cadres working in foreign affairs and international integration who are increasingly professional, have good moral qualities, and strong political will, and always put national interests first.

Regarding some orientations and tasks for international integration work and the activities of the Steering Committee in the coming time, the Prime Minister requested to continue to promote the dissemination and study of Resolution 59, especially the contents on new thinking, new approaches and implementation methods of international integration in the new situation.
In particular, the Prime Minister noted that it is necessary to pay special attention to thoroughly transforming the mindset in international integration: from a country that "comes later, participates, signs, and joins" to "actively deploys, implements, and contributes to building and shaping" new cooperation frameworks and rules of the game, not only attracting resources but now being ready to proactively "share and contribute resources" to common international issues; the task of "promoting foreign affairs and international integration is essential and regular"; determining that international integration takes people and businesses as the center and subject; shifting the state to proactively and actively integrating deeply, substantially, and effectively.
The Prime Minister also requested the urgent completion of the National Assembly Resolution on a number of special mechanisms and policies for international integration, in order to remove and overcome institutional and policy bottlenecks that are hindering international integration, and create breakthrough and specific mechanisms and policies to make international integration truly a driving force for development.
Accordingly, it is necessary to immediately amend legal documents that are no longer suitable and are hindering the international integration process; have breakthrough policies in each integration field; focus on concretizing the contents related to integration in Resolutions 57, 66 and 68 in the "four pillars" and upcoming resolutions to create strategic connectivity and synchronization.
Along with that, the Prime Minister directed to urgently develop the Work Plan of the National Steering Committee on International Integration this year and for the entire period of 2026-2030, to be completed in September with the spirit of "6 clear": Clear people, clear work, clear time, clear responsibility, clear authority, clear results, at the same time, increase the frequency of meetings of the Steering Committee, be flexible in the form of direct or online to promptly handle emerging issues in international integration.
The Prime Minister requested members, ministries, branches and localities in the Steering Committee to enhance their initiative in research, forecasting and strategic advice; if any problems or difficulties arise beyond their authority, they must report them immediately; speed up the implementation and preparation for the organization of major international integration activities as planned; prepare well for the signing ceremony of the United Nations Convention against Cybercrime in Hanoi next October; urgently complete the organization of APEC Year 2027; ensure the successful participation of Vietnamese senior leaders in major multilateral events from now until the end of the year.
The Prime Minister also directed to accelerate the implementation of commitments and agreements signed in foreign affairs activities of senior leaders; further promote the role of the urging, reviewing and inspection mechanism.
The Prime Minister noted the need to promote economic diplomacy, expand markets for Vietnamese goods, especially agricultural products, participate in global supply and value chains, renew traditional markets and promote the exploitation of new markets such as the Middle East, South America, Africa, etc.
Emphasizing that the current context requires ingenuity, innovative thinking, new approaches, drastic actions, close and effective coordination to maintain a peaceful, cooperative and developing environment, and to have more and more friends and cooperative partners, the Prime Minister stated that the tasks set for 2025 and the coming time for international integration work are very heavy.
The Prime Minister hopes and believes that ministries, branches, localities as well as members of the Steering Committee will continue to promote a sense of responsibility, complete their work, achieve the goals and requirements according to Resolution 59 and State regulations, and make deep, substantive, effective international integration a real task of the entire political system, in accordance with the spirit set forth in Resolution 59.
