Opportunity to break through in Da Nang education development

On August 22, 2025, General Secretary To Lam, on behalf of the Politburo, signed and issued Resolution No. 71 on breakthroughs in education and training development. With 6 viewpoints, 3 groups of goals and 8 groups of clear and comprehensive tasks and solutions, the resolution is the driving force and "lever" for Da Nang city's education to develop to a new level.

Looking from reality

The entire city of Da Nang currently has 3,354 educational establishments, 509 schools meeting national standards, reaching a rate of 41.1%, of which there are 192 preschools, 158 primary schools, 146 secondary schools and 13 high schools. The school system has been invested in construction, ensuring minimum conditions for teaching and learning, the scale of schools from preschool to high school in remote areas, ethnic minority and mountainous areas has been invested properly...

After the merger, Da Nang city has 3 specialized schools, including Nguyen Binh Khiem High School for the Gifted (Ban Thach ward), Le Thanh Tong High School for the Gifted (Hoi An Tay ward) and Le Quy Don High School for the Gifted (An Hai ward). All 3 schools have a 100% high school graduation rate in 2025, with many students winning many high prizes in national and regional competitions and the International Math Olympiad...

It can be said that the education of the city after the merger has developed strongly and comprehensively, basically meeting the requirements of innovation and the trend of international and regional integration. However, the development of education of the city after the merger still faces many difficulties and challenges that need to be overcome. That is, the shortage of teachers in the mountainous areas is still widespread, some schools in the mountainous areas have to contract more teachers but teach the wrong subjects, not up to standard...

In addition, because schools are still scattered in remote villages and hamlets, and transportation is difficult, recruiting teachers is still difficult, which significantly affects the implementation of teaching and learning for the new school year 2025. Facilities and equipment for some schools in mountainous areas and ethnic minority areas are still lacking and degraded; implementing digital transformation for some junior high schools and high schools in mountainous areas is still difficult due to the network system not being guaranteed...

Resolution No. 71-NQ/TW 2025 of the Politburo on breakthroughs in education and training development has put forward 6 specific viewpoints: (1) Deeply and fully understand and consistently implement the viewpoint that education and training is the top national policy. (2) Developing education and training is the cause of the Party, the State and the entire people. (3) The State plays a role in strategic orientation, creating development, ensuring resources and equity in education; ensuring enough schools, classes and teachers to meet people's learning needs. (4) The whole society has the responsibility to care for, participate in contributing resources and supervising education development. (5) Close coordination between family, school and society in education and training. (6) Learners are the center and subject of the education and training process.

“Learning goes hand in hand with practice”, “theory goes hand in hand with practice”; breakthroughs in education and training development must start from innovation in thinking, awareness and institutions, ensuring the State plays a leading role, leading with public investment, attracting social resources for comprehensive modernization of the national education system. Public education is the pillar; building an open, interconnected education system, ensuring fair and equal learning opportunities for everyone, promoting lifelong learning.

Expectations from Resolution No. 71

Resolution No. 71-NQ/TW sets the goal of building a basic school network that meets the learning needs of students of all ages and regions by 2030; at least 80% of general schools will meet national standards. Complete universal preschool education for children aged 3-5 and compulsory education after secondary school; the education index contributing to the human development index (HDI) will reach over 0.8.

Resolution No. 71 also proposed 8 groups of solutions, including a number of solutions that the city's education sector needs to consider in the coming time. In particular, focusing on research on specific and outstanding mechanisms and policies for the city's education and training development.

Timely advise the Provincial People's Council to amend, supplement or issue new resolutions of the Provincial People's Council on policies for nursery children, students and trainees in ethnic minority and mountainous areas according to Decree No. 66 dated March 12, 2025 of the Government on regulations on policies for nursery children, students and trainees in ethnic minority and mountainous areas, coastal areas, islands and educational institutions with nursery children and students enjoying policies.

Thereby ensuring that mechanisms and policies are implemented smoothly, promptly, without interruption, minimizing dropouts and improving the quality of human resources...

Strengthen the training and fostering of educational management staff in accordance with the 2-level local government model. The Department of Education and Training coordinates with the People's Committees of communes and wards to promptly review the teaching staff and specific needs at all levels of education according to decentralization, and advise on plans to organize recruitment exams to ensure there are enough teachers in the new school year 2025-2026.

At the same time, advise on special and outstanding preferential policies for the teaching staff, especially policies to attract teachers to mountainous areas, remote areas, and ethnic minority areas to teach; increase preferential allowances for preschool and general education institutions in accordance with the spirit of Resolution No. 71.

The competent authority advises the City People's Committee to decentralize and delegate a number of tasks in the field of education and training according to the provisions of the Law on Organization of Local Government in 2025. Develop strong enough mechanisms and policies to encourage organizations and enterprises to invest in education and training development and financial support policies and preferential credit for learners in the spirit of "not letting any student in the city drop out of school due to financial conditions".

Focus on comprehensive digital transformation, popularizing and strongly applying digital technology and artificial intelligence in schools. Enhance foreign language teaching and learning, improve English standards for teachers and students at all levels.

It can be said that Resolution No. 71 of the Politburo is the basis and premise for Da Nang city to build a specific policy mechanism in the context of consolidation, suitable to the characteristics and development status of the city's education sector in recent times.

Therefore, to improve the city's education and training, worthy of being the most dynamic and dynamic city in the Central Highlands region, the education sector and all levels and sectors need to promptly advise and issue specific resolutions for the city to concretize the viewpoints, goals and solutions set out in Resolution No. 71.
